R. 196</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210105">January 5, 2021</action-date><action-desc><sponsor name-id="B001248">Mr. Burgess</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIG00">Permanent Select Committee on Intelligence</committee-name>, and in addition to the Committee on <committee-name committee-id="HAS00">Armed Services</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the Central Intelligence Agency from using an unmanned aerial vehicle to carry out a weapons strike or other deliberately lethal action and to transfer the authority to conduct such strikes or lethal action to the Department of Defense.</official-title></form><legis-body id="H3ABE85266209458797D8AEA15CF6CD16" style="OLC"><section id="HDDB74627969D48958C286197BF48E9D8" section-type="section-one"><enum>1.</enum><header>Prohibition on Central Intelligence Agency operation of unmanned aerial vehicle strikes and transfer of authority to the Department of Defense</header><subsection id="H512DBB83FFEF4F75BF710BC21C0760E4"><enum>(a)</enum><header>Prohibition</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, no officer or employee of, or contractor or detailee to, the Central Intelligence Agency shall use an unmanned aerial vehicle to carry out a weapons strike or other lethal action.</text></subsection><subsection id="H03239091627B4ABD9577D222F32E12E5"><enum>(b)</enum><header>Transfer to Department of Defense</header><text>Notwithstanding any other provision of law, the President shall transfer to the Department of Defense all authority to use an unmanned aerial vehicle to carry out a weapons strike or other lethal action.</text></subsection></section></legis-body></bill>
