R. 1954</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210317">March 17, 2021</action-date><action-desc><sponsor name-id="D000032">Mr. Donalds</sponsor> (for himself, <cosponsor name-id="T000481">Ms. Tlaib</cosponsor>, <cosponsor name-id="G000578">Mr. Gaetz</cosponsor>, <cosponsor name-id="P000599">Mr. Posey</cosponsor>, <cosponsor name-id="G000588">Mr. Gonzalez of Ohio</cosponsor>, <cosponsor name-id="C001111">Mr. Crist</cosponsor>, and <cosponsor name-id="S001214">Mr. Steube</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name>, and in addition to the Committee on <committee-name committee-id="HII00">Natural Resources</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Harmful Algal Bloom and Hypoxia Research and Control Act of 1998 to clarify that during a lapse in appropriations certain services relating to the Harmful Algal Bloom Operational Forecasting System are excepted services under the Anti-Deficiency Act, and for other purposes.</official-title></form><legis-body id="HF979BCCFCBD8479AAC557182E47D638D" style="OLC"><section id="H57009FA3CE9845408C32DF585632F95E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Harmful Algal Bloom Essential Forecasting Act</short-title></quote>.</text></section><section id="HA84C502E324C4A6CB269E47EEF221361"><enum>2.</enum><header>Designating certain harmful algal bloom services as excepted services under the Anti-Deficiency Act</header><subsection id="H065E139D18FD4CA9902E8864EDC65D5E"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">Section 603A of the Harmful Algal Bloom and Hypoxia Research and Control Act of 1998 is amended by adding at the end the following subsection:</text><quoted-block display-inline="no-display-inline" id="H4976BD2322DC4846A3AAB7B331917335" style="OLC"><subsection id="H3EEE6D85A2C94797AD7F073070EDF252"><enum>(j)</enum><header>Anti-Deficiency Act Applied to Harmful Algal Bloom Services</header><text>Any services by an officer or employee under this chapter relating to web services and server processing for the Harmful Algal Bloom Operational Forecast System of the National Centers for Coastal Ocean Science and the National Oceanic and Atmospheric Administration shall be deemed, for purposes of section 1342 of title 31, United States Code, services for emergencies involving the safety of human life or the protection of property.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H7B481CCA602E402B806A1AABF6C88560"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall apply to any lapse in appropriations beginning on or after the date of enactment of this Act.</text></subsection></section></legis-body></bill>
