R. 1953</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210317">March 17, 2021</action-date><action-desc><sponsor name-id="S001213">Mr. Steil</sponsor> (for himself, <cosponsor name-id="P000605">Mr. Perry</cosponsor>, <cosponsor name-id="G000579">Mr. Gallagher</cosponsor>, and <cosponsor name-id="G000576">Mr. Grothman</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Internal Revenue Code of 1986 to prohibit incarcerated individuals from receiving 2021 recovery rebates.</official-title></form><legis-body id="H412FB0A7AA7E49BEB1C1DF55CB61CAED" style="OLC"><section id="H090BFDBB847C43B09AE68B1E9D1DAE7E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Taxpayer-Funded Checks for Prisoners Act</short-title></quote>. </text></section><section id="HF6FFADF49F8F44AC975A9BBCC1457434"><enum>2.</enum><header>Incarcerated individuals precluded from <enum-in-header>2021</enum-in-header> recovery rebates</header><subsection id="HB82184ACB75E4E6C987D7D6C46E31897"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/6428B">Section 6428B(c)</external-xref> of the Internal Revenue Code of 1986 (as added by the American Rescue Plan Act of 2021) is amended by striking <quote>and</quote> at the end of paragraph (2), by redesignating paragraph (3) as paragraph (4), and by inserting after paragraph (2) the following new paragraph:</text><quoted-block style="OLC" id="H423D322C70914ED9840AF7F6887A5BB1" display-inline="no-display-inline"><paragraph id="H8AA1E1F6CDB84E2CA7D47F668187F99A"><enum>(3)</enum><text display-inline="yes-display-inline">any individual who was incarcerated in a Federal prison on the date of the enactment of the American Rescue Plan Act of 2021, and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H166468FA35884AE79BE9A5399EF5AA38"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall take effect as if included in the enactment of section 9601 of the American Rescue Plan Act of 2021.</text></subsection></section></legis-body></bill>
