R. 1903</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210316">March 16, 2021</action-date><action-desc><sponsor name-id="B001295">Mr. Bost</sponsor> (for himself and <cosponsor name-id="G000592">Mr. Golden</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title II of the Higher Education Act of 1965 with respect to partnership grants for the establishment of rural teaching residency programs, and for other purposes.</official-title></form><legis-body id="H465FC17EDE0D4528B72CCF9BFD90F119" style="OLC"><section id="HB1D3F944358547F396F75787144F566E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Education Investment Act</short-title></quote>.</text></section><section id="H76FD8A4254C94FE5BCBA7B3E41D136BC"><enum>2.</enum><header>Partnership grants for the establishment of rural teaching residency programs</header><subsection id="HE26F24EBCDB74E11B557083CD1A35266"><enum>(a)</enum><header>Definition</header><text>Section 200 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1021">20 U.S.C. 1021</external-xref>) is amended—</text><paragraph id="H5C846F317D914C2AB0D4EF1A2E5F72B8"><enum>(1)</enum><text>by redesignating paragraphs (16) through (23) as paragraphs (17) through (24), respectively; and</text></paragraph><paragraph id="H91C6D8D319BF4A2BAD6BA15CAED15354"><enum>(2)</enum><text>by inserting after paragraph (15) the following new paragraph:</text><quoted-block id="HE5D3AA7551084732A058B8EEA6A25107" style="OLC"><paragraph commented="no" id="H3229800DAEDE45C887D0B5A305DB75C8"><enum>(16)</enum><header>Local educational agency located in a rural area</header><text display-inline="yes-display-inline">The term <term>local educational agency located in a rural area</term> means a local educational agency that meets the eligibility requirements for funding under—</text><subparagraph commented="no" id="H8845E08CCBFF4568867AC0F98FDFB7BC"><enum>(A)</enum><text>the Small, Rural School Achievement Program under section 5211(b) of the Elementary and Secondary Education Act of 1965; or</text></subparagraph><subparagraph commented="no" id="HDCD3D0121A394F49B1E6C410786C5A59"><enum>(B)</enum><text>the Rural and Low-Income School Program under section 5221(b) of the Elementary and Secondary Education Act of 1965.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H2868AE96B9D2483998C91AE9F3B0402C"><enum>(b)</enum><header>Grant awards</header><text display-inline="yes-display-inline">Section 202(e) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1022a">20 U.S.C. 1022a(e)</external-xref>) is amended by adding at the end the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="HA3E007F1E9D04C8A8851A4369CDAE62E" style="OLC"><paragraph id="HEC52784F8FD24DC590405362B686BFE0"><enum>(3)</enum><header>Selection of grantees</header><subparagraph id="H204546BF421849CB8E36EFB4B7F06D6B"><enum>(A)</enum><header>Percentage of rural local educational agencies</header><text display-inline="yes-display-inline">Before the start of each award year, the Secretary shall determine, based on the number of students in kindergarten through grade 12 who are served by all local educational agencies, the percentage of students in kindergarten through grade 12 who are served by local educational agencies located in rural areas.</text></subparagraph><subparagraph id="H4A9DA631759A4D32BF03E8752ABB6BB5"><enum>(B)</enum><header>Grant reservation for rural local educational agencies</header><text display-inline="yes-display-inline">Beginning with the first award year that begins after the date of enactment of the <quote>Rural Education Investment Act</quote>, the Secretary shall ensure that, of the total amount awarded for grants under this subsection for an award year, the percentage of such total amount that is awarded to eligible partnerships that are in partnership with a local educational agency located in a rural area shall not be less than the percentage determined by the Secretary under <internal-xref idref="H204546BF421849CB8E36EFB4B7F06D6B" legis-path="(3)(A)">subparagraph (A)</internal-xref> for such award year.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section></legis-body></bill>
