<official-title display="yes">To establish a grant program to fund the installation of green roof systems on public school buildings, and for other purposes.</official-title>

<section id="HEB8F06D99EDF47A4A755263900AB8408" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Public School Green Rooftop Program</short-title></quote>.</text></section> <section id="H74FB81D83B54423796B89EE812B7709E"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H3F3E6EA86A4443DB977DD6B7E419745B"><enum>(1)</enum><text display-inline="yes-display-inline">Green roofs on educational facilities can provide an easily accessible site to teach students and visitors about biology, math, STEM, art, sustainability, green roof technology, and the benefits of green roofs.</text></paragraph> <paragraph id="H17F3F0CD271340048C1982F110DB0079"><enum>(2)</enum><text>The Environmental Protection Agency recognizes the installation of green roofs throughout a city can help reduce surface urban heat islands and cool the air.</text></paragraph> 
<paragraph id="H032729EDC3CE42F2A5CA630BA8FD9D4B"><enum>(3)</enum><text display-inline="yes-display-inline">The General Services Administration recognizes a typical green roof lasts more than 40 years before requiring replacement, whereas the life of an unvegetated conventional roof could be 10 to 15 years. By making the roof membranes last longer, green roofs can save taxpayer money and reduce the amount of waste that is diverted into landfills.</text></paragraph> <paragraph id="H815662363BBA46FBA07EDDA6FEC8D737"><enum>(4)</enum><text>The National Park Service recognizes green roofs can improve the energy performance of buildings, help manage stormwater, reduce airborne emissions, and mitigate the effects of urban heat islands.</text></paragraph> 
<paragraph id="H14D4D72B215842ED81D0DD13248A0094"><enum>(5)</enum><text>The Food and Agriculture Organization of the United Nations encourages and supports countries to promote school gardens with educational goals to help students, school staff, and families make the connection between growing food and good diets, develop life skills, and increase environmental awareness.</text></paragraph> <paragraph id="HE1FFFB7D273143978F80CAE0B56A6F06"><enum>(6)</enum><text>Greater weatherization and insulation offered by green roof assemblies reduce the amount of energy needed to moderate the temperature of a building, as roofs can be the source of the greatest heat loss in the winter and the hottest temperatures in the summer.</text></paragraph> 
<paragraph id="H7A3A39558BDD4941BFEA8E87AF538155"><enum>(7)</enum><text display-inline="yes-display-inline">A green roof can protect waterproofing membranes from exposure to ultraviolet radiation and wide temperature fluctuations. This protection feature can greatly extend the lifespan and cost effectiveness of waterproofing membranes.</text></paragraph> <paragraph id="H651B5F8C3312447B913180131F1424F6"><enum>(8)</enum><text display-inline="yes-display-inline">Green roofs can contribute to landfill diversion by prolonging the life cycle of waterproofing membranes and insulation materials. By increasing the life cycle and reducing roof replacement costs, less roofing materials over the life of the building need to be disposed of. Green roofs generate the need for recycled components in growing media. Green roofs can prolong the service life of heating, ventilation, and HVAC systems through decreased use.</text></paragraph> 
<paragraph id="H7376DC9AB5E646A697F9369894B00074"><enum>(9)</enum><text display-inline="yes-display-inline">Green roofs can reduce the amount of stormwater runoff and also delay the time at which runoff occurs, resulting in decreased stress on sewer systems and streams at peak flow periods and decreased pollution in United States waterways.</text></paragraph> <paragraph id="HF8B67051D5F94CF2A5F8DFC314B496A1"><enum>(10)</enum><text display-inline="yes-display-inline">The plants on green roofs can capture airborne pollutants, atmospheric deposition, and can filter noxious gases, as well as provide habitat for and habitat connectivity for local species of pollinators.</text></paragraph> 
<paragraph id="H4E3CF8A74DBE4D1CADF1AD16A060E877"><enum>(11)</enum><text>Green roofs can provide much needed additional greenspaces to urban centers. These greenspaces can create new habitats for a wide variety of plants, animals, and insects needed for healthy biosystems.</text></paragraph> <paragraph id="H9DA907516D874388A06B558D8766D9B2"><enum>(12)</enum><text>Green roofs can provide much needed greenspaces for healthy human habitation of dense urban spaces. Green roofs can be used for passive and active recreation and relaxation spaces for humans.</text></paragraph> 
<paragraph id="H4A7FAC6A709A4586B3870E1181E97C9A"><enum>(13)</enum><text>Green roofs can generate potential employment for green roof installation and maintenance personnel. Specialized green roof installations can generate income and employment for urban farm operations.</text></paragraph> <paragraph id="HC9CF88B4DF4C43A6B099681E68DA8E23"><enum>(14)</enum><text>The temperature moderating effects of green roofs can reduce demand for electrical power and other energy and fuel sources, and potentially decrease the amount of CO<subscript>2</subscript> and other polluting by-products being released into the air.</text></paragraph> 
<paragraph id="HA5E4A5B3DAF34EDA9A84B51FAEAB34F5"><enum>(15)</enum><text>Through natural transpiration, plants on vertical and horizontal surfaces are able to cool cities during hot summer months and reduce the urban heat island effect. </text></paragraph> <paragraph id="HA642A14C133B4C22B275215EA0D36DB7"><enum>(16)</enum><text>Green roofs plants can capture dust and particulate matter throughout cities, as well as the production of smog. This can play a role in reducing greenhouse gas emissions and adapting urban areas to a future climate with warmer summers.</text></paragraph> 
<paragraph id="H59EB9588B31141FF8A863DA59E0252FC"><enum>(17)</enum><text display-inline="yes-display-inline">Green roofs improve human health and wellbeing through improvement of local air quality, regulation of temperature, and sequestration of harmful airborne substances, particularly among children and other vulnerable or at-risk communities.</text></paragraph> <paragraph id="HD5473EBCA4C64CE7BE4B09E30E74DF1A"><enum>(18)</enum><text>Green roofs on public infrastructure provide cost-savings for the life of the project, through defraying future replacement and energy costs.</text></paragraph> 
<paragraph id="HD6489A162D894C49A2E506C8DFCDB515"><enum>(19)</enum><text>Green roofs contribute to the stabilization of neighborhoods as a result of improved health, scenic qualities, and elevated nearby property valuation.</text></paragraph> <paragraph id="H4C063572F0324808A1DAA4FA926C291B"><enum>(20)</enum><text>Green roofs provide habitat for wildlife such as pollinators and migratory birds.</text></paragraph></section> 
<section id="HC591E05255154EA5918671F74DE3A1C0"><enum>3.</enum><header>Grants for planning assistance</header> 
<subsection id="H1391EE5C7B164B798AD76A2FA5C1B128"><enum>(a)</enum><header>Grant program authorized</header><text display-inline="yes-display-inline">The Secretary, taking into account recommendations from the Director of the Weatherization and Intergovernmental Programs Office of the Department of Energy, shall make grants to eligible entities to pay the costs of planning assistance for a green roof system described in subsection (b).</text></subsection> <subsection id="HBCCA4698CB704EAAA41DB50447F1D073"><enum>(b)</enum><header>Allowable use of funds for grants for planning assistance</header><text>An eligible entity receiving a grant under this section shall use the grant for the following purposes: </text> 
<paragraph id="H1196483BC92847F696C910048C4AD0DD"><enum>(1)</enum><text>Identification of opportunities to use green roofs.</text></paragraph> <paragraph id="H14BC48AA1F624ECDACAD441141AF45D0"><enum>(2)</enum><text>Assessment of vertical structures, or possible vertical structures, to support vegetation and ground-level areas that support vegetation in the same school building.</text></paragraph> 
<paragraph id="H718FBA23BEB849659319C89D056A6C2E"><enum>(3)</enum><text>Permitting and siting issues, including potential synergy of the green roof with green roofs, green walls, and rain gardens in neighboring buildings.</text></paragraph> <paragraph id="H401F2ED2D99B4C4896DEF9F6792951D4"><enum>(4)</enum><text>Business planning and financial analysis.</text></paragraph> 
<paragraph id="H8195A4A57CF1438DBFDAE056251989E3"><enum>(5)</enum><text>Architectural and engineering analysis, including analysis of—</text> <subparagraph id="H11BDEE6B23114824B973FAEE08C912A8"><enum>(A)</enum><text>a site to determine required structural loading capacity;</text></subparagraph> 
<subparagraph id="H3F536E46EF2E47BF8F49B9731007DE8C"><enum>(B)</enum><text>plans for material transportation to roof;</text></subparagraph> <subparagraph id="HCEB333EE64ED421A931E6544101042A2"><enum>(C)</enum><text>the distribution of material and equipment during construction;</text></subparagraph> 
<subparagraph id="H496CC488A3944574A15152B76C457DF5"><enum>(D)</enum><text>plans for reinforcement of roof;</text></subparagraph> <subparagraph id="H5B4B498C1E5A4DEFBE3B0578A1E13358"><enum>(E)</enum><text>plans for structural safety;</text></subparagraph> 
<subparagraph id="H34D98C8BA4D74787AB64B7C6EF03F5D3"><enum>(F)</enum><text>plans to increase available loading;</text></subparagraph> <subparagraph id="H84805EC9F614498894A9CF0FC1652030"><enum>(G)</enum><text>plans to determine need and location of vegetation-free zones for access to mechanical equipment, roof parapets, and other common roof structures;</text></subparagraph> 
<subparagraph id="H31AEB051D3534446B12950A892136872"><enum>(H)</enum><text>plans for need for permanent or semi-permanent irrigation systems to provide supplemental water during times of drought; and</text></subparagraph> <subparagraph id="HAD039CE6E37845808DC19D889A4A2A5A"><enum>(I)</enum><text>plans to determine need for a leak detection system.</text></subparagraph></paragraph> 
<paragraph id="HFFE1FC67611E4C1E89132A8A6D718C80"><enum>(6)</enum><text>Cost estimation, including—</text> <subparagraph id="H91D7260A34994F3F8E24BCD9BC0488EA"><enum>(A)</enum><text>technical information on the cost of construction (market prices, labor, materials, and transportation);</text></subparagraph> 
<subparagraph id="H4A403A217D7D4A8F9B2D67534AD70CB4"><enum>(B)</enum><text>a life cycle cost analysis;</text></subparagraph> <subparagraph id="H1CE8457D954B4B29808E22751E6CB777"><enum>(C)</enum><text>an estimate of operational costs; and</text></subparagraph> 
<subparagraph id="HC2D251AECAC346EFAB10274675396B3E"><enum>(D)</enum><text>an estimate of costs to include recreational space in order to meet the requirements of title III of the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12101">42 U.S.C. 12101</external-xref> et seq). </text></subparagraph></paragraph> <paragraph id="HF61EEB785FA14724B6352EC4F070DC0D"><enum>(7)</enum><text>Grant writing services, including reimbursement for grant writing services used to obtain a grant under this section.</text></paragraph></subsection> 
<subsection id="H8B4FC008D04447C7AD07981A1AB12720"><enum>(c)</enum><header>Application</header><text display-inline="yes-display-inline">To receive a grant under this section, an eligible entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection></section> <section id="H598EE8917D5B4BB2A0EA34D0C3B5AE61"><enum>4.</enum><header>Public school green roof installation grant program</header> <subsection id="H921FB5B85BAF44EEA552B5E97A8D7358"><enum>(a)</enum><header>Public school green roof installation program</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Secretary shall award grants, on a competitive basis, to eligible entities to install an extensive or intensive green roof system.</text></subsection> 
<subsection id="H7F6D1B083D664FA4A6FEDFE67941632E"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">To receive a grant under subsection (a), an eligible entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require, which shall include—</text> <paragraph id="HA86E46427C9949CCBA8DB09866C5B18E"><enum>(1)</enum><text display-inline="yes-display-inline">a letter of compliance from local regulatory bodies to—</text> 
<subparagraph id="H98E44AEF8F124681BCC3EF6DCEEAAFB0"><enum>(A)</enum><text>certify a complete review of proposed design to ensure that it meets municipal requirements;</text></subparagraph> <subparagraph id="H6134FFEB40CC40C1928296DADAC65906"><enum>(B)</enum><text>ensure that installation is carried out in accordance with local standards and incentive program performance requirements (if available);</text></subparagraph> 
<subparagraph id="HE30FC40742E24D4F86021840B9EDD33A"><enum>(C)</enum><text>determine requirements for issuing permits;</text></subparagraph> <subparagraph id="HBD62B05B2A484E3DA8F715722041E099"><enum>(D)</enum><text>determine occupancy requirements for fire codes; and</text></subparagraph> 
<subparagraph id="H4930F3AD6AEF4A37AAA6760FF2C2BB15"><enum>(E)</enum><text display-inline="yes-display-inline">ensure projects meet the minimum performance standard specified within the Living Architecture Performance Tool (LAPT) rating system for green roofs and walls; </text></subparagraph></paragraph> <paragraph id="HD344BF24747749DA818D703BF613837E"><enum>(2)</enum><text display-inline="yes-display-inline">a complete description of the eligible entity’s plans for reinforcement of its roof to withstand a green roof, if needed;</text></paragraph> 
<paragraph id="HE1010A38666945AD9ECB2A38C922B11E"><enum>(3)</enum><text display-inline="yes-display-inline">a complete description of the eligible entity’s plan for the installation and operation of a green roof system, including descriptions of—</text> <subparagraph id="H81CB1A132C4A4E2993F8474F6E50DAA6"><enum>(A)</enum><text display-inline="yes-display-inline">the square footage of the proposed vegetated area and anticipated soil depth;</text></subparagraph> 
<subparagraph id="H9DE91F2F610549B48940CF9115FF8B78"><enum>(B)</enum><text display-inline="yes-display-inline">the hiring criteria and qualifications for green roof installation and maintenance personnel with the inclusion of local workforce trainees, including at least one Green Roof Professional (GRP) as accredited by the Green Roof Industry Association;</text></subparagraph> <subparagraph id="HBFE720C809D74D1C90EA5235EEAD86BD"><enum>(C)</enum><text>the methods for the green roof installation and maintenance;</text></subparagraph> 
<subparagraph id="HD5303170A61B4C0E9086F094BBCC569A"><enum>(D)</enum><text>a plan for utilization of the green roof, including weatherization, recreational space, education, food production, or whether access and utilization will be extended to members of the neighborhood;</text></subparagraph> <subparagraph id="H8330CFDE869D411B8604BABCED3B0D23"><enum>(E)</enum><text display-inline="yes-display-inline">a plan for intensive green roof applications that include recreational space use to meet the requirements of title III of the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12101">42 U.S.C. 12101</external-xref> et seq);</text></subparagraph> 
<subparagraph id="H506BB78487A542EDA23F30D5D6F239BC"><enum>(F)</enum><text display-inline="yes-display-inline">a strategy for increasing energy efficiency and reducing heat reflection; and</text></subparagraph> <subparagraph id="H673F184734AA46598828BB7213A1944B"><enum>(G)</enum><text>a plan for hiring low-income individuals or individuals registered with a one-stop center for installation and maintenance positions; and</text></subparagraph></paragraph> 
<paragraph id="H5CEE74DA1F66493DB574A9C2AB4F0483"><enum>(4)</enum><text display-inline="yes-display-inline">the eligible entity’s maintenance plan; and</text></paragraph></subsection> <subsection id="HFDECE698BA7C4637AEDC95A44EC22F47"><enum>(c)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants under subsection (a), the Secretary shall give priority to eligible entities in which not fewer than 30 percent of students served by such entities are from families with incomes below the poverty line.</text></subsection> 
<subsection id="HD6777FDE77C5486580F7EE2AE0D771FE"><enum>(d)</enum><header>Installation</header><text>Not later than 4 years after receiving a grant under subsection (a), an eligible entity shall complete installation of a green roof system.</text></subsection> <subsection id="H06B8D3BC704C42BD8AF60CAC8FA1EE52"><enum>(e)</enum><header>Maintenance of infrastructure</header><text display-inline="yes-display-inline">In addition to receiving a grant under subsection (a), each eligible entity that meets the installation requirements of subsection (d) shall receive additional funding for an additional 4-year period for maintenance activities, which may include the following: </text> 
<paragraph id="HC978BBE145DF4A13A005609F331AF742"><enum>(1)</enum><text display-inline="yes-display-inline">Conducting routine inspections throughout the year to monitor the condition of the green roof and surrounding roof areas and structures, especially after storm events.</text></paragraph> <paragraph id="HDB01F9BCF33244EC982A276F4196F9BD"><enum>(2)</enum><text>Monitoring plant health and replacing any plants, as necessary.</text></paragraph> 
<paragraph id="H9AAAEAC16D394BCEBB7EEE2708C6B979"><enum>(3)</enum><text>Noting any areas impacted by rooftop microclimates (including wind erosion, shady spots, exhaust vents, drip edges, and intense reflected light) where replanting may not be successful, and alternate planting types, planting techniques, or an alternate approach may be necessary.</text></paragraph> <paragraph id="H2952F9FCC47C438189D0331F0F06BD51"><enum>(4)</enum><text display-inline="yes-display-inline">Watering nonirrigated systems during prolonged drought periods and maintenance of any irrigation system for the green roof.</text></paragraph> 
<paragraph id="HCAE1774581164267A9E56108C6C6E2D1"><enum>(5)</enum><text>Addressing weeds and pests when needed using organic, essential-oils based products.</text></paragraph> <paragraph id="HD2F921921224451AA1C642B2E18233E2"><enum>(6)</enum><text display-inline="yes-display-inline">For intensive green roofs where more highly diverse plant groups and types are used, ensuring plant maintenance and care is generally consistent with the requirements of ground-level landscaping, including consultation with a horticulturalist, agronomist, or landscape professional.</text></paragraph> 
<paragraph id="HDD915B5192BD42C5B611964573C13C30"><enum>(7)</enum><text display-inline="yes-display-inline">Engaging local workforce trainees. </text></paragraph></subsection></section> <section id="H36AD6FAA0E41470692543DF3C6D36481"><enum>5.</enum><header>Report to the Congress</header><text display-inline="no-display-inline">Not later than 1 year after the date of the enactment of this Act, the Secretary shall submit a report to the Committee on Energy and Commerce of the House of Representatives, the Committee on Education and Labor of the House of Representatives, and the Committee on Health, Education, Labor, and Pensions of the Senate, and make publically available on the Internet website of the Department of Energy, a report describing—</text> 
<paragraph id="H4AB5BA5057CB486DB72443946A095F13"><enum>(1)</enum><text>each grant application received under this Act; and</text></paragraph> <paragraph id="H054EDAD0B8E846BA9ED40CB2BA8D5D63"><enum>(2)</enum><text display-inline="yes-display-inline">any grants awarded under this Act, including—</text> 
<subparagraph id="HDB51CB93677C4315A4B78BF41C6023C6"><enum>(A)</enum><text>the name and location of the eligible entity; </text></subparagraph> <subparagraph id="H502766308B7D46AFBBB26EF528CA9805"><enum>(B)</enum><text>the total amount of the grant; </text></subparagraph> 
<subparagraph id="H0F8D61BEB4314A12B6E394E161ABAD97"><enum>(C)</enum><text>the date on which the grant was awarded;</text></subparagraph> <subparagraph id="H61653839A95D49708FE881C97C64491B"><enum>(D)</enum><text display-inline="yes-display-inline">the square footage of vegetated area, soil depth, and soil porosity of media of each public school green roof funded with the grant; and</text></subparagraph> 
<subparagraph id="H9AD62A9EC8BA4586B639BB72FA798A1A"><enum>(E)</enum><text>any other data the Secretary determines to be necessary for an evaluation of the benefits of a public school green roof.</text></subparagraph></paragraph></section> <section id="HD12CC30329844D168C5CC808958233E6"><enum>6.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="H918CF4F48AB24EC1ABAC3FD0C275AE0D"><enum>(1)</enum><header>Elementary school</header><text>The term <term>elementary school</term> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>), except that such section shall be applied as if the term <term>State</term>, as it appears in such section, had the meaning given such term in this section.</text></paragraph> <paragraph id="HAE220D72198444BFA410AE0961EBBF0B"><enum>(2)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text> 
<subparagraph id="HA75D089F78FA41A287B7C6E4727C501B" display-inline="no-display-inline"><enum>(A)</enum><text>a public elementary school or secondary school;</text></subparagraph> <subparagraph id="H20E390C96BC14F5290C7CFF597255EEF"><enum>(B)</enum><text>a local educational agency; or</text></subparagraph> 
<subparagraph id="H023F42805A044ED8BB7EEE54A6200BBA"><enum>(C)</enum><text>a partnership between a nonprofit organization and an entity described in paragraphs (1) or (2).</text></subparagraph></paragraph> <paragraph id="H9E054ABE7B674F1EB9F5BD07514C2DC9"><enum>(3)</enum><header>Green roof</header><text>The term <term>green roof</term> means a layer of vegetation planted over a waterproofing system or waterproof management practice that is installed on top of a flat or slightly–sloped roof that may support plant growth, including—</text> 
<subparagraph id="HA340198FAC30445CAB5A6B593C9E4507"><enum>(A)</enum><text display-inline="yes-display-inline">an extensive green roof with a growing media layer that is up to 6 inches thick; or</text></subparagraph> <subparagraph id="HA0215BC495ED43FBA4A09468D3151A7F"><enum>(B)</enum><text>an intensive green roof with a growing media layer that is 6.0 to 48 inches thick.</text></subparagraph></paragraph> 
<paragraph id="H120B90EB3FE74A5D82844AA1F116F3B5"><enum>(4)</enum><header>Indian tribe</header><text>The term <term>Indian tribe</term> has the meaning given the term in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>).</text></paragraph> <paragraph id="H6A434E7B06874240879A474F7DD36793"><enum>(5)</enum><header>Local educational agency</header><text display-inline="yes-display-inline">The term <term>local educational agency</term> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>), except that such section shall be applied as if the term <term>State</term>, as it appears in such section, had the meaning given such term in this section.</text></paragraph> 
<paragraph id="H28897D6284B64DF4B17102F2427C90A7"><enum>(6)</enum><header>Low-income individual</header><text>The term <term>low-income individual</term> means, with respect to any calendar year, any individual who lives in a household that has a gross income that does not exceed 300 percent of the poverty line.</text></paragraph> <paragraph id="H489D164FC4B6412D82D415C5CC6E4106"><enum>(7)</enum><header>Nonprofit organization</header><text display-inline="yes-display-inline">The term <term>nonprofit organization</term> means an organization described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 which is exempt from taxation under section 501(a) of such Code.</text></paragraph> 
<paragraph id="HFCFE8BF470A541349E3E174F6CBA590E"><enum>(8)</enum><header>One-stop center</header><text>The term <term>one-stop center</term> has the meaning given such term in section 3 of the Workforce Innovation and Opportunity Act (<external-xref legal-doc="usc" parsable-cite="usc/29/3102">29 U.S.C. 3102</external-xref>).</text></paragraph> <paragraph id="HE643DF1FC02B42AD83A723AA923A590F"><enum>(9)</enum><header>Poverty line</header><text>The term <term>poverty line</term> has the meaning given the term in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph>

<paragraph id="H2D32156AEA22410CAB3265CB6B4B83D3"><enum>(14)</enum><header>Weatherization</header><text>The term <term>weatherization</term> means the practice of protecting a building and its interior from the elements, particularly from sunlight, precipitation, and wind, and of modifying a building to reduce energy consumption and optimize energy efficiency.</text></paragraph></section> <section id="H06B23C1046404341B27A55DAC633C67C"><enum>7.</enum><header>Authorization of appropriations</header> <subsection id="H15015DAE47E649AD8C4637C8F65F4D56"><enum>(a)</enum><header>Appropriation for grants for planning assistance</header><text display-inline="yes-display-inline">There is authorized to be appropriated $100,000,000 to carry out section 3 for each of fiscal years 2022 through 2026. </text></subsection> 
<subsection id="HEF47CA7B9E7E4984B8639FABED20D3E2"><enum>(b)</enum><header>Appropriation for green roof installation</header><text display-inline="yes-display-inline">There is authorized to be appropriated $300,000,000 to award grants under section 4(a) for each of fiscal years 2022 through 2026.</text></subsection> <subsection id="H98D310A139294115BE2FCC6C9B65D619"><enum>(c)</enum><header>Appropriation for maintenance of infrastructure</header><text>There is authorized to be appropriated $100,000,000 to provide funds under section 4(e) for each of fiscal years 2022 through 2026.</text></subsection></section>
