R. 1830</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210311">March 11, 2021</action-date><action-desc><sponsor name-id="H001091">Mrs. Hinson</sponsor> (for herself, <cosponsor name-id="F000454">Mr. Foster</cosponsor>, <cosponsor name-id="M001199">Mr. Mast</cosponsor>, and <cosponsor name-id="F000446">Mr. Feenstra</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 18, United States Code, to establish a 5-year post-employment ban on lobbying by former senior executive branch personnel and to prohibit such personnel from lobbying at any time on behalf of foreign clients, and for other purposes.</official-title></form><legis-body id="HB81263DE4108490DB70F139892043115" style="OLC"><section id="H4BE3D6EC70304B76B81AB17C8570253C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Promoting the Unbiased Role of Employees in the Executive Act</short-title></quote> or the <quote><short-title>PURE Executive Act</short-title></quote>.</text></section><section id="H6F6580BF407A455F9D61AA9ADFEE98B8"><enum>2.</enum><header>5-year post-employment ban on lobbying by former senior executive branch personnel</header><subsection id="H88FEC10A98DA4F49B952C2D1A19FE4F0"><enum>(a)</enum><header>5-year ban</header><text display-inline="yes-display-inline">Section 207 of title 18, United States Code, is amended—</text><paragraph id="H8CAC9487408D488CA406D296D94287B9"><enum>(1)</enum><text>in subsection (c)(1), by striking <quote>within 1 year after the termination</quote> and inserting <quote>within 5 years after the termination</quote>; and</text></paragraph><paragraph id="HE0BDAE62E1234577AEE0B86599155494"><enum>(2)</enum><text>in subsection (d)(1), by striking <quote>within 2 years after the termination</quote> and inserting <quote>within 5 years after the termination</quote>.</text></paragraph></subsection><subsection id="H56EB651AB98E4B00862F68AABEF33ED5"><enum>(b)</enum><header>Effective date</header><text>The amendments made by this section shall apply with respect to any individual who, on or after the date of the enactment of this Act, leaves a position to which subsection (c) or (d) of section 207 of title 18, United States Code, applies.</text></subsection></section><section id="H5E904E1775384C5587EDB0F986148FB2"><enum>3.</enum><header>Prohibiting former senior executive branch personnel from lobbying at any time on behalf of any foreign clients</header><subsection id="HEC9654E3208A4497899504D7FB3EF6FE"><enum>(a)</enum><header>Lifetime prohibition</header><text display-inline="yes-display-inline">Section 207(f) of title 18, United States Code, is amended—</text><paragraph id="HD1A3D615B03F4DC7884EA7E8C4C5AC3B"><enum>(1)</enum><text>by redesignating paragraph (3) as paragraph (4); and</text></paragraph><paragraph id="HD7917E9D0F544992AFE1DCB21025246F"><enum>(2)</enum><text>by inserting after paragraph (2) the following new paragraph:</text><quoted-block style="USC" id="HEA488B66D9B14611AD62EB83F48E247C" display-inline="no-display-inline"><paragraph id="HF0DB0877A57B4E92BC240187EB56A5FC"><enum>(3)</enum><header>Special rule for senior personnel of the executive branch and independent agencies</header><text display-inline="yes-display-inline">In the case of an individual who is subject to the restrictions of subsection (c) or (d), the restrictions described in paragraph (1) shall apply to representing, aiding, or advising foreign entities at any time after the individual leaves a position to which such subsection applies.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HD6725B17E54240DE9B9CC025BBCCFC26"><enum>(b)</enum><header>Extension of prohibition to all foreign clients</header><text>Paragraph (4) of section 207(f) of such title, as redesignated by subsection (a)(1), is amended by striking the period at the end and inserting the following: <quote>, except that in the case of an individual who is subject to the restrictions of subsection (c) or (d), such term means any foreign principal under such Act.</quote>.</text></subsection><subsection id="H580CE73015CC42749C5633456E8AA524"><enum>(c)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply with respect to any individual who, on or after the date of the enactment of this Act, leaves a position to which subsection (c) or (d) of section 207 of title 18, United States Code, applies.</text></subsection></section></legis-body></bill>
