R. 1798</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210311">March 11, 2021</action-date><action-desc><sponsor name-id="B001295">Mr. Bost</sponsor> (for himself, <cosponsor name-id="L000591">Mrs. Luria</cosponsor>, and <cosponsor name-id="H001088">Mr. Hagedorn</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for emergency grants for essential community facilities and temporary installations needed in response to COVID–19 pandemic in rural areas.</official-title></form><legis-body id="HADB51B85DAD64EF98ECA6E18F0AA6A6E" style="OLC"><section id="H312D91AA841242FC8569FFCCB128365B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Emergency Rural Community Relief Act</short-title></quote>.</text></section><section id="H2E20DF8C4D604E6390AC51DEF6FBAC9B"><enum>2.</enum><header>Emergency grants for essential community facilities and temporary installations needed in response to COVID–19 pandemic</header><text display-inline="no-display-inline">Section 306(a)(19) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1926">7 U.S.C. 1926(a)(19)</external-xref>) is amended—</text><paragraph id="H286A88C54CCC4D7899DC92D7FD25A971"><enum>(1)</enum><text>in subparagraph (B), by striking <quote>this paragraph</quote> each place it appears and inserting <quote>subparagraph (A)</quote>; and</text></paragraph><paragraph id="H416EB02683AF420782CAD4A3491B43AE"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H9CBE5A1D216B470C8D7A2FEC36447366" display-inline="no-display-inline"><subparagraph id="H8F5C6F0469FB44B0837D5239E7FEECEC"><enum>(C)</enum><header>Emergency grants</header><clause id="HBEA8C7ED385C4534929E7A652764E1D4"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may make grants during an emergency, as determined by the Secretary, to any entity referred to in subparagraph (A) to purchase vehicles, equipment, or services needed for the immediate safe operation of an essential community facility or a temporary installation necessary to support the public response to the emergency in a rural area.</text></clause><clause id="H5FEDE783476B4DBC87D88FC668E05324"><enum>(ii)</enum><header>Use of grant</header><text>The Secretary shall, by regulation, determine—</text><subclause id="H4F9621340F834767A5E22B3BB8D406CE"><enum>(I)</enum><text>the kinds of vehicles, equipment, and supplies which may be purchased using a grant made under this subparagraph; and</text></subclause><subclause id="H6EED5B2C5AC241FB9706E1BF7CE79A91"><enum>(II)</enum><text>the kinds of facilities and temporary installations for which such a purchase may be made.</text></subclause></clause><clause id="HFD2299D9B26A4163A76A5DE45CD5A8DC"><enum>(iii)</enum><header>Appropriation</header><subclause id="HAA701AA3CEE84F46BC230AE4DAECFF5C"><enum>(I)</enum><header>In general</header><text display-inline="yes-display-inline">Out of any money in the Treasury of the United States not otherwise appropriated, there are appropriated to the Secretary $100,000,000 to carry out this subparagraph.</text></subclause><subclause id="H0591753CCC5B4ACDA1D9654FFB792852"><enum>(II)</enum><header>Availability</header><text>The amount made available by clause (i) shall remain available through December 31, 2022.</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
