R. 1796</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210311">March 11, 2021</action-date><action-desc><sponsor name-id="B001287">Mr. Bera</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Health and Human Services to award grants to eligible State agencies to promote State innovations to expand health insurance coverage.</official-title></form><legis-body id="HAA3A40D7893548B799A6E888A647052C" style="OLC"><section id="H20AF6612F7CE47948E5716D8CF485C51" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Health Care Enrollment Innovation Act</short-title></quote>. </text></section><section id="H51F2565D8C214810836AC593AFB6C0BB"><enum>2.</enum><header>Promoting State innovations to expand coverage</header><subsection id="HEF329940203642E19F4165F84AF20B32"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to subsection (d), the Secretary of Health and Human Services shall award grants to eligible State agencies to enable such States to explore innovative solutions to promote greater enrollment in health insurance coverage in the individual and small group markets, including activities described in subsection (c).</text></subsection><subsection id="H62141024FC214FF5B3757FA3546E290E"><enum>(b)</enum><header>Eligibility</header><text display-inline="yes-display-inline">For purposes of subsection (a), eligible State agencies are Exchanges established by a State under title I of the Patient Protection and Affordable Care Act (<external-xref legal-doc="usc" parsable-cite="usc/42/18001">42 U.S.C. 18001</external-xref> et seq.) and State agencies with primary responsibility over health and human services for the State involved.</text></subsection><subsection commented="no" id="H7F6333CD2AFA49EBBCE1F0DBA2AB92AF"><enum>(c)</enum><header>Use of funds</header><text>For purposes of subsection (a), the activities described in this subsection are the following:</text><paragraph commented="no" id="HA406E36688A944A6831AF40A56197BFC"><enum>(1)</enum><text display-inline="yes-display-inline">State efforts to streamline health insurance enrollment procedures in order to reduce burdens on consumers and facilitate greater enrollment in health insurance coverage in the individual and small group markets, including automatic enrollment and reenrollment of, or pre-populated applications for, individuals without health insurance who are eligible for tax credits under <external-xref legal-doc="usc" parsable-cite="usc/26/36B">section 36B</external-xref> of the Internal Revenue Code of 1986, with the ability to opt out of such enrollment.</text></paragraph><paragraph commented="no" id="H06A82FE55D03481CBD3CF798ABA05DC8"><enum>(2)</enum><text>State investment in technology to improve data sharing and collection for the purposes of facilitating greater enrollment in health insurance coverage in such markets.</text></paragraph><paragraph commented="no" id="H9F2EBA5FCCCD4685B000FFE8273CC04C"><enum>(3)</enum><text display-inline="yes-display-inline">Implementation of a State version of an individual mandate to be enrolled in health insurance coverage.</text></paragraph><paragraph commented="no" id="H281B2CCBE99B457C983FCA1B79DD281C"><enum>(4)</enum><text>Feasibility studies to develop comprehensive and coherent State plan for increasing enrollment in the individual and small group market.</text></paragraph></subsection><subsection id="HCFEEFD213FC2407CB3B901A28D17520C"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">For purposes of carrying out this section, there is hereby appropriated, out of any funds in the Treasury not otherwise appropriated, $200,000,000 for each of the fiscal years 2023 through 2025. Such amount shall remain available until expended.</text></subsection></section></legis-body></bill>
