which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committee on <committee-name committee-id="HSY00">Science, Space, and Technology</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title XVII of the Energy Policy Act of 2005 relating to the eligibility for loan guarantees for projects relating to hydrogen production, delivery, infrastructure, storage, fuel cells, and end uses, and for other purposes.</official-title></form><legis-body id="H75042ACD75744420A8FBBB4DCAE703AD" style="OLC"><section id="HDA3C583A7260465984839D90706FFD8E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Clean Energy Hydrogen Innovation Act</short-title></quote>. </text></section><section id="H617179FA2DE545DE947E0BEFC20DC285"><enum>2.</enum><header>Projects for hydrogen production, delivery, infrastructure, storage, fuel cells, and end uses</header><subsection id="H3DCC4C5AE09042C5A79F22AE89A9DA11"><enum>(a)</enum><header>Categories</header><text>Section 1703(b)(3) of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16513">42 U.S.C. 16513(b)(3)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" id="HB4036B7DBAD543D38C4C56761E03E128" display-inline="no-display-inline"><paragraph id="HC1753443801948C691C4803EE652082E"><enum>(3)</enum><text display-inline="yes-display-inline">Hydrogen production, delivery, infrastructure, storage, fuel cells, and end uses, including transportation, industrial, stationary power, and residential applications.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HEF59B38B5E3A4B6983E69D4FBAF60D97"><enum>(b)</enum><header>Included projects</header><text>Section 1703 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16513">42 U.S.C. 16513</external-xref>) is further amended by adding at the end the following:</text><quoted-block style="OLC" id="H16CA8A70A1B04CBF91ED8A39491137B1" display-inline="no-display-inline"><subsection id="HC61AF57293584119B653BE369D7E42D9"><enum>(g)</enum><header>Hydrogen projects</header><text>The category of projects described in subsection (b)(3) includes projects involving practices or technologies relating to—</text><paragraph id="HCDB2A5D8EE7C4F4297A61EB6452E4A78"><enum>(1)</enum><text>the development of infrastructure to enable the production and utilization of hydrogen, including pipelines, storage, processing, and fueling;</text></paragraph><paragraph id="H200E89836DAF4322A56245F2DBA4224B"><enum>(2)</enum><text>the production of hydrogen to enable resiliency of power generation from domestic sources, including renewable, fossil, and nuclear energy resources;</text></paragraph><paragraph id="HB6FCBF56F1A84201AED171BBDABD9C33"><enum>(3)</enum><text display-inline="yes-display-inline">innovative methods of hydrogen production from domestic sources, including renewable, fossil, and nuclear energy sources;</text></paragraph><paragraph id="H1268204CC370451E9A1179C782481B59"><enum>(4)</enum><text>hydrogen based energy storage;</text></paragraph><paragraph id="H436464875C7443078028C052CC1E82A1"><enum>(5)</enum><text>portable power and material handling equipment for hydrogen, including fuel cells, storage, and fueling infrastructure; and</text></paragraph><paragraph id="HF9DBEA355A894F16A68C6983FDE70E7B"><enum>(6)</enum><text display-inline="yes-display-inline">transportation applications for hydrogen, including light and heavy duty vehicles, medium and heavy duty trucks and buses, fuel cells, storage, and fueling infrastructure.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H145A9259E4F9443EABA389D53E8CE0F7"><enum>(c)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary of Energy shall submit to the Committee on Energy and Commerce of the House of Representatives a report describing—</text><paragraph id="H1896A751679B4E9EBF8684608209829F"><enum>(1)</enum><text>with respect to projects described in subsection (g) of section 1703 of the Energy Policy Act of 2005 (as added by this section)—</text><subparagraph id="H19FC9A381A424C6F9E6989C485B691D0"><enum>(A)</enum><text>the status of each such project for which a guarantee has been awarded under such section 1703; and</text></subparagraph><subparagraph id="H2DF8D63AB1E94EAF9C28D13E8F9896FF"><enum>(B)</enum><text>any recommendations relating to implementation of title XVII of such Act with respect to such projects;</text></subparagraph></paragraph><paragraph id="HB78652BA16A742F791C61900962FF081"><enum>(2)</enum><text display-inline="yes-display-inline">opportunities to increase domestic hydrogen production and utilization, including a review of the domestic manufacturing base and supply chain;</text></paragraph><paragraph id="HE3584460936B44AE96B075A6A7E73BE1"><enum>(3)</enum><text>statutory and regulatory barriers to—</text><subparagraph id="H9273CE64DFAB489D8B223512F72E1DA3"><enum>(A)</enum><text>the expansion of hydrogen infrastructure; and</text></subparagraph><subparagraph id="H92B8E54E9F8441B19F478CE175EA9515"><enum>(B)</enum><text>the commercialization and deployment of hydrogen technologies; and</text></subparagraph></paragraph><paragraph id="H09E2BC1BB6714A0796F0D6A709BD472A"><enum>(4)</enum><text>any recommendations to expand hydrogen infrastructure and to advance hydrogen technologies.</text></paragraph></subsection></section></legis-body></bill>
