R. 177</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210104">January 4, 2021</action-date><action-desc><sponsor name-id="W000804">Mr. Wittman</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Higher Education Act of 1965 to expand eligibility for participation in the Federal Pell Grant program to certain trade schools.</official-title></form><legis-body id="HCE70ACEAC536498D941FC78313379274" style="OLC"><section id="H115836AEF8C5431B84B1B2A4498744B1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Professional Pell Education Learning Act</short-title></quote> or the <quote><short-title>PROPEL Act</short-title></quote>.</text></section><section id="H1989D026FE07477E98D7B4A5258F3C52"><enum>2.</enum><header>Federal Pell Grants</header><subsection id="H249CE63663BC4F1F8CA6502EBF57BB36"><enum>(a)</enum><header>Clarification of eligible institutions</header><text display-inline="yes-display-inline">Section 401(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a">20 U.S.C. 1070a(a)</external-xref>) is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H893356E1C73A459AB3C891B398A84335" style="traditional"><paragraph id="H87C8905A51EE460F9DD8F0957D431885" indent="up1"><enum>(4)</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of this Act, for purposes of this section, the terms <term>eligible institution</term>, <term>institution of higher education</term>, <term>eligible program</term>, and <term>institution</term> include a program of education that—</text><subparagraph id="H324F1144398E4A80814C255426C49382"><enum>(A)</enum><text>consists of vocational or technical training, flight training, or apprenticeship or other on-job training;</text></subparagraph><subparagraph id="HD660254255954CEB8D34413C32E954BC"><enum>(B)</enum><text>an individual may pursue using educational assistance pursuant to section 3313(g) of title 38, United States Code;</text></subparagraph><subparagraph id="H9EC7CF03EBA648D686A7DAF19F81D749"><enum>(C)</enum><text display-inline="yes-display-inline">is less than 600 clock hours of instruction, 16 semester hours, or 24 quarter hours, offered during a period of less than 15 weeks;</text></subparagraph><subparagraph id="HE02452A11CFB489790726C5D5D7685E6"><enum>(D)</enum><text>is not required to be accredited by a nationally recognized accrediting agency or association recognized by the Secretary pursuant to part H;</text></subparagraph><subparagraph id="HC9527DACDE974017A3FB85B2BDBBD92D"><enum>(E)</enum><text>is not required to lead to a recognized educational credential;</text></subparagraph><subparagraph id="HB371D3E8FD8D4164B6505D413F75BD66"><enum>(F)</enum><text display-inline="yes-display-inline">for purposes of the reporting requirements under section 132(i), reports on all enrolled students without regard to whether a student is a first-time, full-time, degree- or certificate-seeking student; and</text></subparagraph><subparagraph id="H2AC70709CB4D4B64BA5D33D7F641E878"><enum>(G)</enum><text>except as otherwise provided in subparagraphs (A) through (F) of this paragraph, meets the requirements of this title for an institution to participate in the program under this section.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H72A020FA97884F01AE362295F6920917"><enum>(b)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">Section 484(a)(1) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1091">20 U.S.C. 1091(a)(1)</external-xref>) is amended by inserting <quote>or, for purposes of the Federal Pell Grant program under section 401, a program of education described in section 401(a)(4)</quote> after <quote>section 487</quote>.</text></subsection></section></legis-body></bill>
