R. 1763</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210310">March 10, 2021</action-date><action-desc><sponsor name-id="M001202">Mrs. Murphy of Florida</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title III of the Social Security Act to extend reemployment services and eligibility assessments to all claimants for unemployment benefits, and for other purposes.</official-title></form><legis-body id="H74342F1972BD4D8CA91887472696171A" style="OLC"><section id="HCCABE49D200D402E91FB87F128E858A0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Building on Reemployment Improvements to Deliver Good Employment for Workers Act</short-title></quote> or the <quote><short-title>BRIDGE for Workers Act</short-title></quote>. </text></section><section id="H19DBF14ECA2B4652A6A119E492E2CEC4"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H64065D9D57314B0C94B3E635ED57CC5B"><enum>(1)</enum><text display-inline="yes-display-inline">The Bipartisan Budget Act of 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/123">Public Law 115–123</external-xref>) improved program accountability for effectively serving unemployed workers and made a significant new investment in reemployment services. </text></paragraph><paragraph id="HA6192E3A2101494C91BDE8A64903651A"><enum>(2)</enum><text>Research shows the longer workers are out of work, the harder it can be to maintain their skills, professional network, and stable home life.</text></paragraph><paragraph id="HF72E8FA970B54493A173650441C21118"><enum>(3)</enum><text display-inline="yes-display-inline">Reemployment services give workers who might otherwise struggle to find new jobs the tools that they need to get back to work—such as individualized career counseling and job search help as well as local labor market information—and they can serve as an entry point to the workforce development system.</text></paragraph><paragraph id="H502E059B47EF4177AE5680FD3CF6C8DC"><enum>(4)</enum><text display-inline="yes-display-inline">Reemployment services have been demonstrated to reduce the number of weeks that program participants receive unemployment benefits by improving their employment outcomes, including earnings.</text></paragraph><paragraph id="H72D0E2D3F6614F44B3BF56C5B22425BB"><enum>(5)</enum><text>State unemployment benefits replace less than half of working income, on average, so workers who find new jobs quickly suffer less financial hardship.</text></paragraph><paragraph id="H4E1B07EC4D434AA394ED0AF7BABA19CB"><enum>(6)</enum><text display-inline="yes-display-inline">Combining targeted reemployment services with unemployment benefits helps keep people attached to the labor force who might otherwise become discouraged and drop out.</text></paragraph><paragraph id="H9D00074C76F041A29538F821B8F0716F"><enum>(7)</enum><text display-inline="yes-display-inline">The Congressional Budget Office estimates that, over time, investments in reemployment services create savings for taxpayers and unemployment trust funds by reducing spending on unemployment benefits.</text></paragraph><paragraph id="H2943BF4CBE6C4D089F7DABA188079E5B"><enum>(8)</enum><text>Many different types of workers can benefit from reemployment services. Reemployment services should be used to shorten the duration of unemployment for workers even if they are not projected to fully exhaust their unemployment benefits.</text></paragraph></section><section id="H39955B9519344F338CBF881C4E4BC108"><enum>3.</enum><header>Eligibility for reemployment services</header><text display-inline="no-display-inline">Section 306(a) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/506">42 U.S.C. 506(a)</external-xref>) is amended—</text><paragraph id="HFE577222D9BD4AA0A508FF97501387A0"><enum>(1)</enum><text>by striking <quote>individuals referred to reemployment services as described in section 303(j)</quote> and inserting <quote>claimants for unemployment compensation, including claimants referred to reemployment services as described in section 303(j),</quote>; and</text></paragraph><paragraph id="HBC9C616642BE42D19CC28EA8E094C1BB"><enum>(2)</enum><text>by striking <quote>such individuals</quote> and inserting <quote>such claimants</quote>. </text></paragraph></section></legis-body></bill>
