which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committee on <committee-name committee-id="HSY00">Science, Space, and Technology</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title XVII of the Energy Policy Act of 2005 relating to the eligibility for loan guarantees for carbon capture, utilization, and storage projects, and for other purposes.</official-title></form><legis-body id="HD32783A7140F458C82863964725BA673" style="OLC"><section id="H67B8CEB3618D414ABDF66C444F45A23D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>CCUS Innovation Act</short-title></quote>. </text></section><section id="HE965853FCBC1423AB115D3CC9AD6707D"><enum>2.</enum><header>Projects for carbon capture, utilization, and storage</header><subsection id="HF0B4483A296949E29F6BA2D99B00F7D0"><enum>(a)</enum><header>Categories</header><text display-inline="yes-display-inline">Section 1703(b)(5) of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16513">42 U.S.C. 16513(b)(5)</external-xref>) is amended to read as follows: </text><quoted-block style="OLC" id="H0AA1A44B26A849588F56BE670FA36E3B" display-inline="no-display-inline"><paragraph id="HBF9D875ABFFB4C53BDF3C242B789D401"><enum>(5)</enum><text display-inline="yes-display-inline">Carbon capture, utilization, and storage practices and technologies. </text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HB66533D0337B4A82A2B90C87F77AE369"><enum>(b)</enum><header>Included projects</header><text display-inline="yes-display-inline">Section 1703 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16513">42 U.S.C. 16513</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" id="H6107E1C4A8ED4D0D921C47C47CB4EF23" display-inline="no-display-inline"><subsection id="H81D883D5A71F41B6B834D89EF99552E7"><enum>(g)</enum><header>Carbon capture, utilization, and storage projects</header><text display-inline="yes-display-inline">The category of projects described in subsection (b)(5) includes projects involving practices or technologies relating to—</text><paragraph id="HA842C0B1F06E433D8A41D2D43C1E2206"><enum>(1)</enum><text display-inline="yes-display-inline">development of infrastructure to enable carbon capture, utilization, or storage, including pipelines;</text></paragraph><paragraph id="HD8889BEDF72F44A1BB9AE25431D310A1"><enum>(2)</enum><text>direct air capture;</text></paragraph><paragraph id="H59EE033BA0E74FC7B82667BC207BD79F"><enum>(3)</enum><text>pre-combustion capture, and post-combustion capture, of carbon dioxide for fossil fuel based systems, such as power plants and industrial processes that utilize fossil energy;</text></paragraph><paragraph id="HEABA7DEBE87E4A8483FC863E1953A1F5"><enum>(4)</enum><text>carbon dioxide storage in geologic formations;</text></paragraph><paragraph id="H78973FE5E880419D888BC9E102A41A21"><enum>(5)</enum><text>carbon storage efficiency and security through the use of new and early-stage monitoring tools and models; </text></paragraph><paragraph id="H7075F4546EE44807B553C28B63DC5853"><enum>(6)</enum><text>the conversion of carbon dioxide into substances or products with higher economic value; </text></paragraph><paragraph id="H0B0A687845D24CC6B8566E49FA9C227C"><enum>(7)</enum><text>the conversion of carbon dioxide into biomass;</text></paragraph><paragraph id="HF28B9B2FADDC48D08DA87EA5B00FC9BD"><enum>(8)</enum><text>the synthesis of fuels and organic chemicals; </text></paragraph><paragraph id="HB8C3C63B4D314E5EA7475783424D6111"><enum>(9)</enum><text>the synthesis of inorganic materials and chemicals;</text></paragraph><paragraph id="H67B5648B7C8249CB9CB7EF079C6AE076"><enum>(10)</enum><text display-inline="yes-display-inline">agricultural and forestry practices that store and sequester carbon; and</text></paragraph><paragraph id="H2FD8FFD3FB7E4B84A00BD1F75513C488"><enum>(11)</enum><text>synthetic technologies to remove carbon from the air and oceans.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H7E764F243BF845F2896AF4BDA9F817BB"><enum>(c)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary of Energy shall submit to the Committee on Energy and Commerce of the House of Representatives a report describing—</text><paragraph id="H07D5202C180B4D508C58677EE7340BFA"><enum>(1)</enum><text>with respect to projects described in subsection (g) of section 1703 of the Energy Policy Act of 2005 (as added by this section)—</text><subparagraph id="HEC5F69CAB35246929AE020422FB6B121"><enum>(A)</enum><text>the status of each such project for which a guarantee has been awarded under such section 1703; and</text></subparagraph><subparagraph id="H19990EE9760F4B66B136091FFB066BB8"><enum>(B)</enum><text>any recommendations relating to implementation of title XVII of such Act with respect to such projects;</text></subparagraph></paragraph><paragraph id="HD5D0F682A9D34B5DB5DBD55351507415"><enum>(2)</enum><text display-inline="yes-display-inline">opportunities to expand the use of carbon capture, utilization, and storage for reducing industrial sector emissions; </text></paragraph><paragraph id="HD0D9E99735C040FB903A379B36E9DE65"><enum>(3)</enum><text display-inline="yes-display-inline">statutory and regulatory barriers to the deployment and commercialization of carbon capture, utilization, and storage technologies; and</text></paragraph><paragraph id="HB9D856FA8EF14484B793C3C375579884"><enum>(4)</enum><text display-inline="yes-display-inline">any recommendations to advance carbon capture, utilization, and storage technologies.</text></paragraph></subsection></section></legis-body></bill>
