R. 1713</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210309">March 9, 2021</action-date><action-desc><sponsor name-id="S001199">Mr. Smucker</sponsor> (for himself and <cosponsor name-id="U000040">Ms. Underwood</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978 to require a study and report on adoption outcomes and the factors affecting those outcomes, and for other purposes.</official-title></form><legis-body id="H1C98927B1DE641D998018C635628696D" style="OLC"><section id="HBB6C75BA99EF4C049CCFA8CDC1FAB7B3" section-type="section-one"><enum>1.</enum><header>Study and report on successful adoptions</header><text display-inline="no-display-inline">Section 204 of the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/42/5114">42 U.S.C. 5114</external-xref>) is amended to read as follows: </text><quoted-block style="OLC" display-inline="no-display-inline" id="H62E9BF7FA99C4E94A6F850FD2667B341"><section id="HA34C474F8DEB4075A1B392965922C232"><enum>204.</enum><header>Study and report on successful adoptions</header><subsection id="H1EF8FE74AE0E49C3BA5AE59E5B581E3C"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Secretary shall conduct a study (directly or by grant to, or contract with, public or private nonprofit research agencies or organizations) on adoption outcomes and the factors (including parental substance use disorder) affecting those outcomes. </text></subsection><subsection id="HDAFB053BD7A040A6B3CC5B345BEAB0AD"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than the date that is 36 months after the date of the enactment of the Stronger Child Abuse Prevention and Treatment Act the Secretary shall submit a report to Congress that includes the results of the study required under subsection (a).</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
