R. 1708</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210309">March 9, 2021</action-date><action-desc><sponsor name-id="R000599">Mr. Ruiz</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HAP00">Committee on Appropriations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide additional appropriations to the Indian Health Service, and for other purposes.</official-title></form><legis-body id="HC4C1D7ADDEF0460E8092E7E4C06B96C8" style="OLC"><section id="H4CF89E94077B479A8C0AE35F0F231D25" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Tribal Health Care Protection Fund Act</short-title></quote>. </text></section><section id="HB491B5ACDA5E425B98E856DF1C6727DA"><enum>2.</enum><header>Funding for Indian health</header><subsection id="H4E56272AB79C4B24B111EBD022B936D3"><enum>(a)</enum><text display-inline="yes-display-inline">In addition to amounts otherwise available, there is appropriated to the Secretary for fiscal year 2021, out of any money<italic></italic> in the Treasury not otherwise appropriated, $2,000,000,000, to remain available until expended, for lost reimbursements in accordance with section 207 of the Indian Health Care Improvement Act (<external-xref legal-doc="usc" parsable-cite="usc/25/1621f">25 U.S.C. 1621f</external-xref>).</text></subsection><subsection id="H772660657A3846058118F4F8272DA221"><enum>(b)</enum><text display-inline="yes-display-inline">Funds appropriated by subsection (a) shall be made available to restore amounts, either directly or through reimbursement, for obligations for the purposes specified in this section that were incurred to prevent, prepare for, and respond to COVID–19 during the period beginning on the date on which the public health emergency was declared by the Secretary on January 31, 2020, pursuant to section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>) with respect to COVID–19 and ending on the date of the enactment of this Act. </text></subsection><subsection id="HA69D1722254747FCAE567E3B96C246CE"><enum>(c)</enum><text display-inline="yes-display-inline">Funds made available under subsection (a) to Tribes and Tribal organizations under the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5301">25 U.S.C. 5301</external-xref> et seq.) shall be available on a one-time basis. Such non-recurring funds shall not be part of the amount required by section 106 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5325">25 U.S.C. 5325</external-xref>), and such funds shall only be used for the purposes identified in this section.</text></subsection></section></legis-body></bill>
