which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 40, United States Code, to require the Administrator of General Services to enter into a cooperative agreement with the National Children’s Museum to provide the National Children’s Museum rental space without charge in the Ronald Reagan Building and International Trade Center, and for other purposes.</official-title></form><legis-body id="H89E65CE96DC241988B8D89245E8C2082" style="OLC"><section id="HE293C98653744F3C8284DD23F0E53575" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Children’s Museum Act</short-title></quote>.</text></section><section id="H3F828202969D48F5875C99C6CA638C5B" section-type="subsequent-section"><enum>2.</enum><header>National Children’s Museum</header><subsection id="H9AD4D281D7E048599529833CF18C737A"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds that—</text><paragraph id="HA6F08E3BEC284346B2C825748866DAE0"><enum>(1)</enum><text display-inline="yes-display-inline">the Museum and Library Services Act of 2003 (<external-xref legal-doc="public-law" parsable-cite="pl/108/81">Public Law 108–81</external-xref>) designated the Capital Children’s Museum, the predecessor to the National Children's Museum, as the <quote>National Children’s Museum</quote>;</text></paragraph><paragraph id="H0039A550435240FB9EE737357DD3C821"><enum>(2)</enum><text display-inline="yes-display-inline">the National Children’s Museum operates under <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(C)(3)</external-xref> of the Internal Revenue Code of 1986 and is organized under the laws of the District of Columbia;</text></paragraph><paragraph id="HE58A7180F3F54D7CB867F903295DD124"><enum>(3)</enum><text display-inline="yes-display-inline">the mission of the National Children’s Museum is to inspire children to care about and change the world; and </text></paragraph><paragraph id="H6ED587A0B1EC40E9B5FE495AF5D174B4"><enum>(4)</enum><text display-inline="yes-display-inline">the National Children’s Museum is located in the federally owned Ronald Reagan Building and International Trade Center.</text></paragraph></subsection><subsection id="H6B5189F3C2B64EB3A659FB31345A52D8"><enum>(b)</enum><header>National Children’s Museum</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/67">Chapter 67</external-xref> of title 40, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="HE1368BB976B9464E979ECA313DA696F1" display-inline="no-display-inline"><section id="H550D76FB4579445BB6B626FA2B5E82DF"><enum>6735.</enum><header>National Children’s Museum</header><subsection id="H97CF11C4CF554CF5831ED7106E286784"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"> Not later than 30 days after the date of enactment of this section, the Administrator of General Services shall enter into a cooperative agreement with the National Children’s Museum for the operation of the National Children’s Museum in the approximately 32,369 square feet of space commonly known as suite C–001 (hereinafter referred to as the <quote>Space</quote>) of the Ronald Reagan Building and International Trade Center for the duration of the retail space license agreement between Trade Center Management Associates, LLC, or a successor entity, and the Museum, dated December 4, 2017, including any exercised renewal options.</text></subsection><subsection id="H1A8992F4419F4BAEAB5323A61F05331A"><enum>(b)</enum><header>Contents</header><text>The cooperative agreement under subsection (a) shall include provisions that—</text><paragraph id="HABD409089FC344D5AE07B63245FA3A46"><enum>(1)</enum><text display-inline="yes-display-inline">require, for the period in which the General Services Administration owns or controls the Space, the General Services Administration to provide rent for the Space; and </text></paragraph><paragraph id="H6B8A7597287C4CC5A9A9893D0E3067C9"><enum>(2)</enum><text display-inline="yes-display-inline">terminate such agreement if—</text><subparagraph id="HC6AE10E5F5194A39B2CE8A02B50F45CE"><enum>(A)</enum><text>the Museum does not continue to qualify as a nonprofit organization under <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986; and </text></subparagraph><subparagraph id="H6192E8D08FB74823BE4A208F2F6D73D7"><enum>(B)</enum><text>the Museum no longer uses the Space as a children’s museum; and</text></subparagraph></paragraph><paragraph id="H681CFC7915014006816FBF30659B4578"><enum>(3)</enum><text display-inline="yes-display-inline">prohibits the Museum from transferring the interest in such agreement. </text></paragraph></subsection><subsection id="HA21872A3FF1441C7A4E72D63795BD199"><enum>(c)</enum><header>Source of funds</header><text>To carry out this section, the Administrator shall use funds derived from—</text><paragraph id="HD4640D3185BD4555AFB5BE5C50EF17FD"><enum>(1)</enum><text>the Pennsylvania Avenue Development Corporation fund; or</text></paragraph><paragraph id="H8AEE1019B67142EE804673C63D6D2816"><enum>(2)</enum><text>the International Trade Center fund.</text></paragraph></subsection><subsection id="HA7236FDC58F447E6B5C629A8F07A0922"><enum>(d)</enum><header>Report</header><text display-inline="yes-display-inline">The cooperative agreement under subsection (a) shall require the National Children’s Museum to submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate an annual report on the operations and finances of the Museum. </text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H4FCD0518967B486CB55CF54CB37380E5"><enum>(c)</enum><header>Clerical amendment</header><text>The analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/67">chapter 67</external-xref> of title 40, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="H7D0902D9FF504A7786BE758288281E07" display-inline="no-display-inline"><toc regeneration="no-regeneration"><toc-entry level="section">6735.
