which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 49, United States Code, with respect to fixed guideway capital investment grants, and for other purposes.</official-title></form><legis-body id="HC35DB13CD37C4A9383AC94A85A1C8816" style="OLC"><section id="H186D992FBE05466D9B962C1C426531BF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Transit Revitalization And Infrastructure Needs Act</short-title></quote> or the <quote><short-title>TRAIN Act</short-title></quote>. </text></section><section id="HCC35003D1A5347D2BA7D90BF9E3EE439" section-type="subsequent-section"><enum>2.</enum><header>Fixed guideway capital investment grants</header><text display-inline="no-display-inline">Section 5309 of title 49, United States Code, is amended—</text><paragraph id="H4BFC229CEE434AE9AABB9B2D65B19F22"><enum>(1)</enum><text>in subsection (a)(2)—</text><subparagraph id="H7527401DDA2F4DEFA61CB9492278EE7D"><enum>(A)</enum><text>by striking <quote>corridor-based</quote> before <quote>capital investment</quote>; and</text></subparagraph><subparagraph id="HFFE916A1929846828D820B70770DB4C7"><enum>(B)</enum><text>by striking <quote>of a corridor</quote> before <quote>by not less than</quote>;</text></subparagraph></paragraph><paragraph id="H94BD8B59BD424DAA87391073313A2B13"><enum>(2)</enum><text>in subsection (b)(2)—</text><subparagraph id="HE3D58EC466E343FC8BC55ADFBCC6031A"><enum>(A)</enum><text>by striking <quote>system platforms</quote> and inserting <quote>station platforms</quote>;</text></subparagraph><subparagraph id="H4159D80FD57A4F2B8E2DC16538C33398"><enum>(B)</enum><text>by striking <quote>corridor improvements increasing</quote> and inserting <quote>increasing service frequency and</quote>;</text></subparagraph><subparagraph id="H3A744F3DE04540BF924A693BFEB1D2C4"><enum>(C)</enum><text>by inserting <quote>increasing capacity of existing stations,</quote> after <quote>infill stations</quote>; </text></subparagraph><subparagraph id="HB26F31593B914C64870A035077BBE456"><enum>(D)</enum><text>by striking <quote>guideway system corridor</quote> and inserting <quote>guideway system, corridor, or station</quote>;</text></subparagraph><subparagraph id="HB154BDA0EB0846DD94958620F790A19B"><enum>(E)</enum><text>by inserting <quote>or to replace temporary measures (including the use of used rail equipment) which have been used to expand system capacity.</quote> after <quote>10 percent</quote>; and</text></subparagraph><subparagraph id="H31643656C7474FE5885788ABC2FA710E"><enum>(F)</enum><text display-inline="yes-display-inline">by striking <quote>, or acquisition of rolling stock</quote>;</text></subparagraph></paragraph><paragraph id="H5F5AA7E1034B4DD683816F65C56CBEEE"><enum>(3)</enum><text>in subsection (e)(2)—</text><subparagraph id="HEC2842C0EDAB42EEBD84A4CD9CCE1F8E"><enum>(A)</enum><text>in subparagraph (A)—</text><clause id="H0A98049B7BFE4A0A957053D741151AA4"><enum>(i)</enum><text>by amending clause (iii) to read as follows:</text><quoted-block style="USC" id="H1803F9775E144F0EB7FD0458EAA3030E" display-inline="no-display-inline"><clause id="H73D2EA70C3694419A98C17DE911A19E9"><enum>(iii)</enum><text display-inline="yes-display-inline">will increase capacity of an existing fixed guideway system, corridor, or station at least 10 percent or replace temporary measures; </text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></clause><clause id="H77AB28A64537473C82C8389F870788C3"><enum>(ii)</enum><text>in clause (iv)—</text><subclause id="H9C690CE024344A129FF787810A4BE958"><enum>(I)</enum><text>by inserting <quote>the project’s use of clean and renewable electric energy,</quote> after <quote>environmental benefits,</quote>; and </text></subclause><subclause id="H3A25D750DEBC4FC691C23A07ED56FE7B"><enum>(II)</enum><text>by inserting <quote>or measures to increase the environmental sustainability</quote> after <quote>cost per rider</quote>;</text></subclause></clause></subparagraph><subparagraph id="HF5BBC466A18545F097920E7FB71B80BA"><enum>(B)</enum><text>in subparagraph (B)—</text><clause id="H33A72D44DE55468B9B544D52F0DCA6C3"><enum>(i)</enum><text display-inline="yes-display-inline">by amending clause (ii) to read as follows:</text><quoted-block style="USC" id="HE7D126D0025F4ECAB88537B1297C93E0" display-inline="no-display-inline"><clause id="HD6B686EE404F421DBB727737EFF40ADC"><enum>(ii)</enum><text display-inline="yes-display-inline">whether existing fixed guideway transit vehicles or stations are at or over capacity, or are projected to be at or over capacity within the next 10 years or replace temporary measures (including the use of used rail equipment) which have been used to expand system capacity;</text></clause><after-quoted-block>; and </after-quoted-block></quoted-block></clause><clause id="H6A89EE076D97489E918AF31C76B67647"><enum>(ii)</enum><text>in clause (iii) by inserting <quote>overcome barriers to service increases or</quote> after <quote>the project will</quote>. </text></clause></subparagraph></paragraph></section></legis-body></bill>
