R. 1660</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210308">March 8, 2021</action-date><action-desc><sponsor name-id="T000482">Mrs. Trahan</sponsor> (for herself, <cosponsor name-id="L000585">Mr. LaHood</cosponsor>, <cosponsor name-id="M001196">Mr. Moulton</cosponsor>, <cosponsor name-id="P000614">Mr. Pappas</cosponsor>, and <cosponsor name-id="K000382">Ms. Kuster</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To make certain municipalities eligible for grants under the Federal Water Pollution Control Act, and for other purposes.</official-title></form><legis-body id="HE4918CA2783F4D90BF9AF6B09AD1CEC6" style="OLC"><section id="H96C65A347F0442998F261AEE2D5326E1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop Sewage Overflow Act</short-title></quote>.</text></section><section id="HC6515EACFC6245908E162419A3516F68" section-type="subsequent-section"><enum>2.</enum><header>Sewer overflow and stormwater reuse municipal grants</header><text display-inline="no-display-inline">Section 221 of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1301">33 U.S.C. 1301</external-xref>) is amended—</text><paragraph id="H2C40FE7B3F31495D92874F69A27BF274"><enum>(1)</enum><text>in subsection (b)—</text><subparagraph id="H35526789A5BC4D22BC9B479A82B3505E"><enum>(A)</enum><text>in paragraph (3), by striking <quote>or</quote>;</text></subparagraph><subparagraph id="H815D11BEA92E44BFA479D2A41D8FD393"><enum>(B)</enum><text>in paragraph (4), by striking the period at the end and inserting <quote>; or</quote>; and</text></subparagraph><subparagraph id="H2CA437FCC7284B93A2A3969ED9BE0EAB"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="HEEAB408F743045C6A840A36FF550B416" style="OLC"><paragraph id="H60D5D6E197E642C998DC633E2CAFC80B"><enum>(5)</enum><text display-inline="yes-display-inline">is a municipality with high levels of sewage in the rivers, lakes, and bays of such municipality.</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H5FC100B5B86143C79FA570B6C5C834D3"><enum>(2)</enum><text>in subsection (d)—</text><subparagraph id="H977EC57A8C2845448388EB5025F64960"><enum>(A)</enum><text>by striking <quote>The Federal share</quote> and inserting the following:</text><quoted-block display-inline="no-display-inline" id="H5C977AB6924A42BF9D206BA3F3ADD2A9" style="OLC"><paragraph id="H3ECFEDFB72574E829951AFD9C5E1A01C"><enum>(1)</enum><header>Federal share</header><subparagraph id="H9C5FB2F3DFFC43B4B1AC72FC8BE8BFAF"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in subparagraph (B), the Federal share</text></subparagraph></paragraph><after-quoted-block>; and </after-quoted-block></quoted-block></subparagraph><subparagraph id="H71A63FDF7F904E57AB201D23039173E5"><enum>(B)</enum><text>by striking <quote>The non-Federal share</quote> and inserting the following:</text><quoted-block style="OLC" id="H3890B30375DA45798A6BB7E039988578" display-inline="no-display-inline"><subparagraph id="HF3632A62A7EC426C89BE74674DEC9B68"><enum>(B)</enum><header>Financially distressed communities</header><text display-inline="yes-display-inline">The Federal share of the cost of activities carried out using amounts from a grant made to a financially distressed community under subsection (a) shall be not less than 75 percent of the cost.</text></subparagraph><paragraph id="H40B265FED5594A179ACF3BE0A5389DE3"><enum>(2)</enum><header>Non-Federal share</header><text display-inline="yes-display-inline">The non-Federal share</text></paragraph><after-quoted-block>; and </after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H26C9721A2A634C36A8BCD1102255F68F"><enum>(3)</enum><text>in subsection (f)—</text><subparagraph id="H200838724B9743F88F3DE7B7703D81FE"><enum>(A)</enum><text>in paragraph (1)—</text><clause id="H49F5AB1B6DD945C9A530C7007775C17B"><enum>(i)</enum><text>by striking <quote>$225,000,000</quote> and inserting <quote>$500,000,000</quote>; and</text></clause><clause id="H0523FC3B598B4EB4B96B0758175185A4"><enum>(ii)</enum><text>by striking <quote>2020</quote> and inserting <quote>2030</quote>; and</text></clause></subparagraph><subparagraph id="H9DCBFFCC7D47456B94F14BA88961DAA8"><enum>(B)</enum><text>in paragraph (2) by striking <quote>20 percent</quote> and inserting <quote>25 percent</quote>. </text></subparagraph></paragraph></section></legis-body></bill>
