R. 1555</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210303">March 3, 2021</action-date><action-desc><sponsor name-id="C001119">Ms. Craig</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Federal Communications Commission to issue final rules to promote and incentivize the widespread adoption of broadband consumer labels, and for other purposes.</official-title></form><legis-body id="H78BAA0AA1E654D9AAC04C65FF2934873" style="OLC"><section id="H457F54B0DFB84A40B3B42C81551C420E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Broadband Consumer Transparency Act of 2021</short-title></quote>.</text></section><section id="H831294FD1A954AD0892C8FEE29665AD1"><enum>2.</enum><header>Adoption of consumer broadband labels</header><subsection id="H00A216A93F264811931551C4A6625D98"><enum>(a)</enum><header>Final rule</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Commission shall promulgate regulations to promote and incentivize the widespread adoption of broadband consumer labels, as described in the Public Notice of the Commission issued on April 4, 2016 (DA 16–357), to disclose to consumers information regarding broadband internet access service plans. </text></subsection><subsection id="HD8F67F98D16F49EFAF4CA732E521B1F5"><enum>(b)</enum><header>Hearings</header><text>In issuing the final rule under subsection (a), the Commission shall conduct a series of public hearings to assess, at the time of the proceeding—</text><paragraph id="H757E6CE1316045D8B7D94FC0A1C5287D"><enum>(1)</enum><text>how consumers evaluate broadband internet access service plans; and</text></paragraph><paragraph id="HDFE14B9214FF444B99216E5CAEA03913" commented="no"><enum>(2)</enum><text display-inline="yes-display-inline">whether disclosures to consumers information regarding broadband internet access service plans, including those required under section 8.1 of title 47, Code of Federal Regulations, are available, effective, and sufficient.</text></paragraph></subsection><subsection id="H32498135184848FDAF658135B4E9556A"><enum>(c)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="H2FEA027E869C49B29BBBC3DEA3349324" commented="no"><enum>(1)</enum><header>Broadband internet access service</header><text display-inline="yes-display-inline">The term <term>broadband internet access service</term> has the meaning given such term in section 8.1 of title 47, Code of Federal Regulations. </text></paragraph><paragraph id="H0D21C3B665054838807EFD96D1043E53"><enum>(2)</enum><header>Commission</header><text>The term <term>Commission</term> means the Federal Communications Commission.</text></paragraph></subsection></section></legis-body></bill>
