which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name>, and in addition to the Committees on <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, and <committee-name committee-id="HAG00">Agriculture</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Department of Interior and the Department of Agriculture to establish an online portal to accept, process, and dispose of an application for the placement of communications facilities on certain Federal lands.</official-title></form><legis-body id="HC33E9B248EDA4CCC9355D2AB25BEE354" style="OLC"><section id="HA2793EE922D7457A80B5CAC7D6334918" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Deploying Infrastructure with Greater Internet Transactions And Legacy Applications Act</short-title></quote> or the <quote><short-title>DIGITAL Applications Act</short-title></quote>. </text></section><section id="HEDEE726388B64BE894A935E5C7697CAA" section-type="subsequent-section"><enum>2.</enum><header>Establishment of an online portal for Form <enum-in-header>299</enum-in-header></header><subsection id="H888C88B6B9B343DFB018838D1E34F59C"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H941EF48A0DDE4C38B0ED5FA85AA266A7"><enum>(1)</enum><header>Appropriate committees of congress</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph id="HFC391385D20045D08FCF615717BEF364"><enum>(A)</enum><text>the Committee on Energy and Commerce of the House of Representatives;</text></subparagraph><subparagraph id="H34E4074D45354998AF3FE0892B889A1B"><enum>(B)</enum><text>the Committee on Natural Resources of the House of Representatives;</text></subparagraph><subparagraph id="HF193DAEDACA346F5A1132C1710E9A893"><enum>(C)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate; and</text></subparagraph><subparagraph id="H1AB5F6B60A344D719B9603939AFAED85"><enum>(D)</enum><text>the Committee on Environment and Public Works of the Senate.</text></subparagraph></paragraph><paragraph id="H5C35EB59CADA48BF96E07232332E4A2E"><enum>(2)</enum><header>Assistant secretary</header><text>The term <term>Assistant Secretary</term> means the Assistant Secretary of Commerce for Communications and Information.</text></paragraph><paragraph id="HAA02A2ADAD344CF791AA37BB3BB91D2C"><enum>(3)</enum><header>Department concerned</header><text>The term <term>Department concerned</term> means the Department of the Interior or the Department of Agriculture.</text></paragraph><paragraph id="H98EE643AFC6D4188866F63D6723B6B1E"><enum>(4)</enum><header>Form <enum-in-header>299</enum-in-header></header><text display-inline="yes-display-inline">The term <term>Form 299</term> means the form established under section 6409(b)(2)(A) of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1455">47 U.S.C. 1455(b)(2)(A)</external-xref>) or any successor form.</text></paragraph><paragraph id="H9AD04B6DF9094B94BE2571B0D3724011"><enum>(5)</enum><header>Secretary concerned</header><text>The term <term>Secretary concerned</term> means—</text><subparagraph id="H97A3183EA7CF4F63A8BC00D9B905CE63"><enum>(A)</enum><text>the Secretary of the Interior, with respect to land administered by such Secretary; and</text></subparagraph><subparagraph id="HFEB0941D03E8431FB771EFAA8590E33B"><enum>(B)</enum><text>the Secretary of Agriculture, with respect to National Forest System land.</text></subparagraph></paragraph></subsection><subsection id="H6204D9A09B184CC39CFF82570B9B6006"><enum>(b)</enum><header>Establishment of online portal</header><paragraph id="H96A021676DDE4B11B74A71579809C18C"><enum>(1)</enum><header>Establishment</header><text>Not later than 1 year after the date of enactment of this Act, the Secretary concerned shall establish an online portal for the acceptance, processing, and disposal of a Form 299.</text></paragraph><paragraph id="H1AEDABA6D1ED4A6CA101CB7D82CA0432"><enum>(2)</enum><header>Notification</header><text display-inline="yes-display-inline">Not later than 3 business days after the date on which the online portal has been established pursuant to paragraph (1), the Secretary concerned shall notify the Assistant Secretary of such establishment.</text></paragraph></subsection><subsection id="H43D890C7BF7B4BE9953AB6BDCD888254"><enum>(c)</enum><header>Availability of online portal</header><text>The Assistant Secretary shall publish on the website of the National Telecommunications and Information Administration a link to each online portal established pursuant to subsection (b)(1).</text></subsection></section></legis-body></bill>
