R. 1498</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210302">March 2, 2021</action-date><action-desc><sponsor name-id="G000595">Mr. Good of Virginia</sponsor> (for himself, <cosponsor name-id="F000450">Ms. Foxx</cosponsor>, <cosponsor name-id="B001305">Mr. Budd</cosponsor>, <cosponsor name-id="C001104">Mr. Cawthorn</cosponsor>, <cosponsor name-id="G000552">Mr. Gohmert</cosponsor>, <cosponsor name-id="H001086">Mrs. Harshbarger</cosponsor>, <cosponsor name-id="H001084">Ms. Herrell</cosponsor>, and <cosponsor name-id="N000190">Mr. Norman</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require that local educational agencies disclose negotiations with teacher unions as a condition for eligibility to receive funds under the Elementary and Secondary School Emergency Relief Fund of the Education Stabilization Fund of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021.</official-title></form><legis-body id="H7CED39F555E1477C9E0F5255545E2DFC" style="OLC"><section id="HD894D762519144B792FB1CB74723711E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Students Before Unions Act</short-title></quote>.</text></section><section id="H32727D00A5D64E4E9553752CBEBE91C0"><enum>2.</enum><header>Conditions for receipt of funds</header><text display-inline="no-display-inline">Section 313(c) of division M of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (<external-xref legal-doc="public-law" parsable-cite="pl/116/260">Public Law 116–260</external-xref>) is amended by inserting before the period the following: <quote>, except that a local educational agency may not receive a subgrant under this subsection unless any negotiations between the local educational agency and a labor organization with respect to the conditions for the provision of in-person instruction are documented in writing and made public</quote>.</text></section></legis-body></bill>
