R. 1432</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210226">February 26, 2021</action-date><action-desc><sponsor name-id="P000607">Mr. Pocan</sponsor> (for himself, <cosponsor name-id="S001145">Ms. Schakowsky</cosponsor>, <cosponsor name-id="R000606">Mr. Raskin</cosponsor>, <cosponsor name-id="G000586">Mr. García of Illinois</cosponsor>, <cosponsor name-id="H001081">Mrs. Hayes</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="L000551">Ms. Lee of California</cosponsor>, <cosponsor name-id="H000324">Mr. Hastings</cosponsor>, <cosponsor name-id="C001066">Ms. Castor of Florida</cosponsor>, <cosponsor name-id="C001072">Mr. Carson</cosponsor>, <cosponsor name-id="M001188">Ms. Meng</cosponsor>, and <cosponsor name-id="S001201">Mr. Suozzi</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HED00">Committee on Education and Labor</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize the Susan Harwood Training Grant Program.</official-title></form><legis-body><section id="id0A8435FED71E4D05B28DC55114C04D9C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Susan Harwood Training Grant Program Authorization Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="idE0DBFC118D46443BAACF0B6192ACD2B7"><enum>2.</enum><header>Susan Harwood Training Grant Program Authorized</header><text display-inline="no-display-inline">Section 21 of the Occupational Safety and Health Act of 1970 is amended—</text><paragraph id="id80DFBB8A1B074E4189D7794CD7F8C725"><enum>(1)</enum><text>in subsection (c) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id5B7A7F82A1F349E1BBFE5F826D961884"><subsection id="idBEC44BF95A90473B924EA78A99CB792C"><enum>(c)</enum><text>The Secretary, in consultation with the Secretary of Health and Human Services, shall (1) provide for the establishment and supervision of programs for the education and training of employers and employees in the recognition, avoidance, and prevention of unsafe or unhealthful working conditions and in employee rights and employer responsibilities under this Act and (2) consult with and advise employers and employees, and organizations representing employers and employees as to effective means of preventing occupational injuries and illnesses.</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id3E0BB17D869540F2816FAF02DD5A9F1A"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idACE7D50116D541C98B9D0C47B8FCD51C"><subsection id="id90B8434F8A324AEE9955025B73ECF7DE"><enum>(e)</enum><text>The Secretary shall create a program known as the Susan Harwood Training Grant Program to competitively award grants to nonprofit organizations, employer associations, labor unions, and institutions of higher education supported by State and local governments to provide training and education programs for employers and workers on the recognition, avoidance, and prevention of safety and health hazards in workplaces and to inform workers of their rights and employers of their responsibilities under the Occupational Safety and Health Act (including grants to develop or expand the capacity of such organizations to provide safety and health training, education, and related assistance to the targeted audiences, grants for the training of employees and employers on occupational safety and health hazards of particular concern or for particular industries, or groups of workers at high risk of injury, illness, or exposure to hazards, and grants for the development of training materials on particular topics).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
