R. 1395</legis-num><current-chamber display="yes">IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210422">April 22, 2021</action-date><action-desc>Received; read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To require the Secretary of Housing and Urban Development to discount FHA single-family mortgage insurance premium payments for first-time homebuyers who complete a financial literacy housing counseling program.</official-title></form><legis-body id="H5054C9E393BC48A687EEE25AFF8972C6" style="OLC"><section id="H5AF3A09AA1D4457FA3DEEAB59C54FA15" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Housing Financial Literacy Act of 2021</short-title></quote>.</text></section><section id="HE84F14653952417EB499AADF2E620F5E"><enum>2.</enum><header>Discount on mortgage insurance premium payments for first-time homebuyers who complete financial literacy housing counseling programs</header><text display-inline="no-display-inline">The second sentence of subparagraph (A) of section 203(c)(2) of the National Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1709">12 U.S.C. 1709(c)(2)(A)</external-xref>) is amended—</text><paragraph id="HAEB657F9DC72480287FBB8E187EC6360"><enum>(1)</enum><text display-inline="yes-display-inline">by inserting before the comma the following: <quote>and such program is completed before the mortgagor has signed an application for a mortgage to be insured under this title or a sales agreement</quote>; and </text></paragraph><paragraph id="H3092468E8316460492E7450746BCD8E1"><enum>(2)</enum><text>by striking <quote>not exceed 2.75 percent of the amount of the original insured principal obligation of the mortgage</quote> and inserting <quote>be 25 basis points lower than the premium payment amount established by the Secretary under the first sentence of this subparagraph</quote>.</text></paragraph></section></legis-body><attestation><attestation-group><attestation-date date="20210419" chamber="House">Passed the House of Representatives April 20, 2021.</attestation-date><attestor display="yes">Cheryl L.
