R. 1354</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210225">February 25, 2021</action-date><action-desc><sponsor name-id="L000582">Mr. Lieu</sponsor> (for himself, <cosponsor name-id="W000187">Ms. Waters</cosponsor>, <cosponsor name-id="B001285">Ms. Brownley</cosponsor>, <cosponsor name-id="S001150">Mr. Schiff</cosponsor>, <cosponsor name-id="B001270">Ms. Bass</cosponsor>, <cosponsor name-id="N000179">Mrs. Napolitano</cosponsor>, and <cosponsor name-id="B001300">Ms. Barragán</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of the Interior to conduct a special resource study of portions of the Los Angeles coastal area in the State of California to evaluate alternatives for protecting the resources of the coastal area, and for other purposes.</official-title></form><legis-body id="HFF0865741D1842998878AF4411CAF39C" style="OLC"><section id="H6F739C02D23D44019700DBA3DFA86D29" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Santa Monica Mountains National Recreation Area Boundary Adjustment Study Act</short-title></quote>.</text></section><section id="HAAE24F49C4AA421AAB10ECE4FF7B9EAE"><enum>2.</enum><header>Resource study of the Los Angeles coastal area, California</header><subsection id="H8C80BEC2DA754183B0ED848C996D4BD6"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H494DA52C084341AB90482FDC9EA16A55"><enum>(1)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <quote>Secretary</quote> means the Secretary of the Interior.</text></paragraph><paragraph id="H409BE28738D84BFC865F9B0E266F158B"><enum>(2)</enum><header>Study area</header><text>The term <term>study area</term> means the coastline and adjacent areas to the Santa Monica Bay from Will Rogers State Beach to Torrance Beach, including the areas in and around Ballona Creek and the Baldwin Hills and the San Pedro section of the City of Los Angeles, excluding the Port of Los Angeles north of Crescent Avenue.</text></paragraph></subsection><subsection id="HFCB5AD10F97A4E14BD07408176C7213F"><enum>(b)</enum><header>Special resource study</header><paragraph id="H187E793BF55E4B1A9360E41404C9ABEA"><enum>(1)</enum><header>Study</header><text>The Secretary shall conduct a special resource study of the study area.</text></paragraph><paragraph id="H59548FF0987E4E1DA9AB3C93AAD4D937"><enum>(2)</enum><header>Contents</header><text>In conducting the study under paragraph (1), the Secretary shall—</text><subparagraph id="HAC006C0282994C37880DD7C77DFBE9C4"><enum>(A)</enum><text>evaluate the national significance of the study area;</text></subparagraph><subparagraph id="HB0224DAA8C2A43FCBA108925DAABE7FE"><enum>(B)</enum><text>determine the suitability and feasibility of designating the study area as a unit of the National Park System;</text></subparagraph><subparagraph id="HD672CBF1FFC7400DBE30A28163E0146F"><enum>(C)</enum><text>consider other alternatives for preservation, protection, and interpretation of the study area by the Federal Government, State or local government entities, or private and nonprofit organizations;</text></subparagraph><subparagraph id="H69594D9CEA2E4B2BB1E74C63705A9C20"><enum>(D)</enum><text>consult with interested Federal agencies, State or local governmental entities, private and nonprofit organizations, or any other interested individuals; and</text></subparagraph><subparagraph id="H50A1E3CE38FF4DD2B34D3A9141CC288C"><enum>(E)</enum><text>identify cost estimates for any Federal acquisition, development, interpretation, operation, and maintenance associated with the alternatives.</text></subparagraph></paragraph><paragraph id="H89E0487FDC7A4301871F69BC7DA054D1"><enum>(3)</enum><header>Applicable law</header><text>The study required under paragraph (1) shall be conducted in accordance with section 100507 of title 54, United States Code.</text></paragraph><paragraph id="H576FE60AE1574B758C9459C5EDA40C52"><enum>(4)</enum><header>Report</header><text>Not later than 3 years after the date on which funds are first made available for the study under paragraph (1), the Secretary shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report that describes—</text><subparagraph id="H9796CF08325246E9B05FB343C9640972"><enum>(A)</enum><text>the results of the study; and</text></subparagraph><subparagraph id="H2252F1289697431D8418C3B4664F708A"><enum>(B)</enum><text>any conclusions and recommendations of the Secretary.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
