It is critical that Government agencies collaborate in order to enhance United States leadership, develop new transportation options, amplify economic activity and jobs, advance environmental sustainability and new technologies, and support emergency preparedness and competitiveness.</text></subsection><subsection id="HCF09DC19D7304E7EB0D4752332379EB7"><enum>(c)</enum><header>Membership</header><text display-inline="yes-display-inline">Not later than 60 days after the establishment of the working group under subsection (a), the Secretary of Transportation shall—</text><paragraph id="H31921C26F1C94058A084F4F36650048A"><enum>(1)</enum><text>appoint the Under Secretary of Transportation for Policy to chair the working group;</text></paragraph><paragraph id="H3A4611173B2245E98A53CBFB7E9E3FBC"><enum>(2)</enum><text>designate not less than one additional representative to participate on the working group from each of—</text><subparagraph id="HF6D3BC52C8AE4E67957E588990CC8CDE"><enum>(A)</enum><text>the Department of Transportation; and</text></subparagraph><subparagraph id="H602768049DF4402FA9116B1EE97E7F71"><enum>(B)</enum><text>the Federal Aviation Administration; and</text></subparagraph></paragraph><paragraph id="H4E0CFEB2702248038F2167884323CA28"><enum>(3)</enum><text>invite the heads of each of the following departments or agencies to designate not less than 1 representative to participate on the working group, including—</text><subparagraph id="H920E30305C5E430AA0475F287E34CAB4"><enum>(A)</enum><text>the National Aeronautics and Space Administration;</text></subparagraph><subparagraph id="H202DBB51D2144B39B7158FCFD4D410A3"><enum>(B)</enum><text>the Department of Defense;</text></subparagraph><subparagraph id="H2133ABB38D49403EBD245713113FE59F"><enum>(C)</enum><text>the Department of Energy;</text></subparagraph><subparagraph id="HDA88A40681A14956B2BF48CDC2FBADE5"><enum>(D)</enum><text>the Department of Homeland Security;</text></subparagraph><subparagraph id="H768891CB2C0B4605851C6AFCDCF0E684"><enum>(E)</enum><text>the Department of Commerce; </text></subparagraph><subparagraph id="HC4B3D94482D9464EA1A964E3218EB81C"><enum>(F)</enum><text>the Federal Communications Commission; and</text></subparagraph><subparagraph id="H1F63E4C26A1842069E805522A20F315C"><enum>(G)</enum><text>such other departments or agencies as the Secretary of Transportation determines appropriate.</text></subparagraph></paragraph></subsection><subsection id="H554A8AB42B5F4ED59803FDA948DC41C3"><enum>(d)</enum><header>Coordination</header><paragraph id="HBBD5214588D549989E8A41F85274E0DA"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Transportation and Administrator of the Federal Aviation Administration shall coordinate with aviation industry and labor stakeholders, stakeholder associations, and others determined appropriate by the Secretary of Transportation and the Administrator of the Federal Aviation Administration, including the following:</text><subparagraph id="H803A453819EE49949A8B8DAF24EF0B29"><enum>(A)</enum><text display-inline="yes-display-inline">Manufacturers of aircraft, avionics, propulsion systems, and air traffic management systems.</text></subparagraph><subparagraph id="H0AE687F494C741C4BDC5D6879D3B8E12"><enum>(B)</enum><text display-inline="yes-display-inline">Intended operators of AAM aircraft.</text></subparagraph><subparagraph id="H84D9D59AB2AA402FA4026F7E54923CE7"><enum>(C)</enum><text>Commercial air carriers, commercial operators, and general aviation operators, including helicopter operators.</text></subparagraph><subparagraph id="HA1CA6848EB5C464A919D4726C75FB395"><enum>(D)</enum><text>Airports, heliports, and fixed-base operators.</text></subparagraph><subparagraph id="H8D77F78E154A4749AC81AFA75C6651A9"><enum>(E)</enum><text>Aviation training and maintenance providers.</text></subparagraph><subparagraph id="HA54A9658F77C4137A979781FF746586A"><enum>(F)</enum><text>Certified labor representatives of pilots, air traffic control specialists employed by the Federal Aviation Administration, aircraft mechanics, and aviation safety inspectors.</text></subparagraph><subparagraph id="H7A740FC903F641F4BB61C4DE86F57872"><enum>(G)</enum><text>State, local, and Tribal officials or public agencies.</text></subparagraph><subparagraph id="HAF796AFD35DA4ED490D14662F1F7178E"><enum>(H)</enum><text>First responders.</text></subparagraph><subparagraph id="H0E852514E7714F5FAC765C93FE7F009D"><enum>(I)</enum><text>Groups representing environmental interests.</text></subparagraph><subparagraph id="H7A2B6A44FF654872888B9E40298CCA07"><enum>(J)</enum><text>Electric utilities, energy providers, energy market operators, and wireless providers.</text></subparagraph><subparagraph id="H5B589856154B46A499865294B8AFE525"><enum>(K)</enum><text>Unmanned aircraft system operators and service suppliers.</text></subparagraph><subparagraph id="H0D79C1FB41F147CC993AB7E223297BA1"><enum>(L)</enum><text>Groups representing consumer interests.</text></subparagraph><subparagraph id="HAECB27B6B6B7463D9FE2F215D16AC933"><enum>(M)</enum><text>Groups representing the interests of taxpayers. </text></subparagraph></paragraph><paragraph id="H1B27854AE2F142E7B5FEF212B2981207"><enum>(2)</enum><header>Advisory committees</header><text display-inline="yes-display-inline">The Secretary of Transportation and Administrator of the Federal Aviation Administration may use such Federal advisory committees as may be appropriate to coordinate with the entities listed in paragraph (1).</text></paragraph></subsection><subsection id="HA9880C2D10874E168D3CDF05356F9E8B"><enum>(e)</enum><header>Review and examination</header><text display-inline="yes-display-inline">Not later than 1 year after the establishment of the working group under subsection (a), the working group shall complete a review and examination of, at a minimum—</text><paragraph id="H8AB3A76924354A29BE1F3FD7AD7D9F0A"><enum>(1)</enum><text display-inline="yes-display-inline">steps that will mature AAM aircraft operations, concepts, and regulatory frameworks beyond initial operations;</text></paragraph><paragraph id="HE0AFE02973624AA780BBD9AE39D9AB95"><enum>(2)</enum><text>safety requirements and physical and cybersecurity involved with future air traffic management concepts which may be considered as part of the evolution of AAM to higher levels of traffic density;</text></paragraph><paragraph id="H7EAEB0BCB2564951929D31682608BFFD"><enum>(3)</enum><text>current Federal programs and policies that may be leveraged to advance the maturation of the AAM industry;</text></paragraph><paragraph id="H5BDDE95F7CB54289AB75E1048EBEC91F"><enum>(4)</enum><text>infrastructure, including aviation, multimodal, cybersecurity, and utility infrastructure, necessary to accommodate and support expanded operations of AAM after initial implementation;</text></paragraph><paragraph id="H27049DF32C784F498D506807614CAD50"><enum>(5)</enum><text>anticipated benefits associated with AAM aircraft operations, including economic, environmental, emergency and natural disaster response, and transportation benefits; and</text></paragraph><paragraph id="HB12B76CBB3E14D75A63D044A87E5CE0B"><enum>(6)</enum><text>other factors that may limit the full potential of the AAM industry, including community acceptance of AAM operations.</text></paragraph></subsection><subsection id="H12AC70D312224562B6D2693CCF259B72"><enum>(f)</enum><header>Plan and recommendations</header><text display-inline="yes-display-inline">Based on the review and examination performed under subsection (e), the working group shall develop—</text><paragraph id="H5A961C15770E4A549A4EB3E074CB9CDD"><enum>(1)</enum><text display-inline="yes-display-inline">recommendations regarding the safety, operations, security, cybersecurity, infrastructure, and other Federal investment or actions necessary to support the evolution of early AAM to higher levels of activity and societal benefit; and</text></paragraph><paragraph id="H9ED8FBEA8ACC49389F47C855B5EEAA9A"><enum>(2)</enum><text display-inline="yes-display-inline">a comprehensive plan detailing the roles and responsibilities of each Federal department or agency to facilitate or implement the recommendations in paragraph (1).</text></paragraph></subsection><subsection id="HF8694AB03AF44E249B2CBB86E322C102"><enum>(g)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the completion of the review and examination completed under subsection (e), the working group shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that—</text><paragraph id="HD98B72C3DFD94A1B96C35892F0B1A19D"><enum>(1)</enum><text display-inline="yes-display-inline">details the review and examination performed under subsection (e); and</text></paragraph><paragraph id="H5337621439A74D0D86D277099DD787D6"><enum>(2)</enum><text display-inline="yes-display-inline">provides the plan and recommendations developed under subsection (f).</text></paragraph></subsection><subsection id="H67AD4A624595493986335148FDE89DCE"><enum>(h)</enum><header>Definitions</header><text>In this Act:</text><paragraph id="H3043C3020DAF45108D6266F1E3FEB2D1"><enum>(1)</enum><header>Advanced Air Mobility; AAM</header><text display-inline="yes-display-inline">The terms <quote>advanced air mobility</quote> and <quote>AAM</quote> mean a transportation system that transports people and property by air between two points in the United States using aircraft, including electric aircraft or electric vertical take-off and landing aircraft, in both controlled and uncontrolled airspace.</text></paragraph><paragraph id="HF67977AEC6C645CB95AB5461DE8B0673"><enum>(2)</enum><header>Electric aircraft</header><text display-inline="yes-display-inline">The term <quote>electric aircraft</quote> means an aircraft with a fully electric or hybrid (fuel and electric) driven propulsion system used for flight.</text></paragraph><paragraph id="H065DF54B1B3542D0993275A43D3853D4"><enum>(3)</enum><header>Fixed-base operator</header><text display-inline="yes-display-inline">The term <quote>fixed-base operator</quote> means a business granted the right by an airport sponsor or heliport sponsor to operate on an airport or heliport and provide aeronautical services, including fueling and charging, aircraft hangaring, tiedown and parking, aircraft rental, aircraft maintenance, and flight instruction.</text></paragraph><paragraph id="H1B90E77785E04B5C9A3211B9872C7BE0"><enum>(4)</enum><header>State</header><text>The term <quote>State</quote> has the meaning given such term in section 47102 of title 49, United States Code. </text></paragraph><paragraph id="H805BA960A877411393B0795D869A5738"><enum>(5)</enum><header>Vertical take-off and landing</header><text display-inline="yes-display-inline">The term <quote>vertical take-off and landing</quote> means an aircraft with lift/thrust units used to generate powered lift and control and with two or more lift/thrust units used to provide lift during vertical take-off or
