R. 1339</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210225">February 25, 2021</action-date><action-desc><sponsor name-id="D000629">Ms. Davids of Kansas</sponsor> (for herself and <cosponsor name-id="G000577">Mr. Graves of Louisiana</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Secretary of Transportation to establish an advanced air mobility interagency working group, and for other purposes.</official-title></form><legis-body id="HE04B49DC179040C8B1649597C658D8FC" style="OLC"><section id="H24E9AC06B3B844CDBE272A3B956B9BB4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advanced Air Mobility Coordination and Leadership Act</short-title></quote>.</text></section><section id="H90F5115A045D49DB9EC85EBB0D89D08E"><enum>2.</enum><header>Advanced air mobility working group</header><subsection id="H72961F2C1E934FDE86CC21A943CAE6D5" display-inline="no-display-inline"><enum>(a)</enum><header>Working group</header><text>Not later than 120 days after the date of enactment of this Act, the Secretary of Transportation shall establish an advanced air mobility (AAM) interagency working group (referred to as the <quote>working group</quote> in this section).</text></subsection><subsection id="H976BE9C8CCF64BCB886501754A106228"><enum>(b)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of the working group established under subsection (a) shall be to plan and coordinate efforts related to the safety, infrastructure, physical security, cybersecurity, and Federal investment necessary for maturation of the AAM ecosystem in the United States. It is critical that Government agencies collaborate in order to enhance United States leadership, develop new transportation options, amplify economic activity and jobs, advance environmental sustainability and new technologies, and support emergency preparedness and competitiveness.</text></subsection><subsection id="HD987CE7883B44A0EAB34638B4158BE16"><enum>(c)</enum><header>Membership</header><text display-inline="yes-display-inline">Not later than 60 days after the establishment of the working group under subsection (a), the Secretary of Transportation shall—</text><paragraph id="H537655DE62D648249F0E5708DCF69BC4"><enum>(1)</enum><text display-inline="yes-display-inline">appoint the Under Secretary of Transportation for Policy to chair the working group;</text></paragraph><paragraph id="H76A6E77D8B304FFAA7498232128D1260"><enum>(2)</enum><text display-inline="yes-display-inline">designate not less than one additional representative to participate on the working group from each of—</text><subparagraph id="H38843CC87D2B46E591B8B89D7F66316A"><enum>(A)</enum><text>the Department of Transportation; and</text></subparagraph><subparagraph id="H10D7D0BBCA8044A0B9E1F045AF0CBAF4"><enum>(B)</enum><text>the Federal Aviation Administration; and</text></subparagraph></paragraph><paragraph id="H6996E65638DD4729B5C77938DF764DE8"><enum>(3)</enum><text display-inline="yes-display-inline">invite the heads of each of the following departments or agencies to designate not less than 1 representative to participate on the working group, including—</text><subparagraph id="HDA6C2783A906433CB2C307E050FF8761"><enum>(A)</enum><text display-inline="yes-display-inline">the National Aeronautics and Space Administration;</text></subparagraph><subparagraph id="HB65DE6B7F87147F6A940B77950BFB523"><enum>(B)</enum><text display-inline="yes-display-inline">the Department of Defense;</text></subparagraph><subparagraph id="HCC1A706CFA13469F85A264532FC8199A"><enum>(C)</enum><text display-inline="yes-display-inline">the Department of Energy;</text></subparagraph><subparagraph id="HC2E54D4910E548D49EDE5E198F6B2067"><enum>(D)</enum><text display-inline="yes-display-inline">the Department of Homeland Security;</text></subparagraph><subparagraph id="HCCB2C645EC61485C9C759F2F10783B5B"><enum>(E)</enum><text display-inline="yes-display-inline">the Department of Commerce; and</text></subparagraph><subparagraph id="H60C84B850C224466B486956B984DB109"><enum>(F)</enum><text>such other departments or agencies as the Secretary determines appropriate.</text></subparagraph></paragraph></subsection><subsection id="H6715D0D4E1B54E5FBF6D2F2ABB62FA7A"><enum>(d)</enum><header>Coordination</header><text>The working group shall coordinate with aviation industry and labor stakeholders, and others determined appropriate by the Secretary of Transportation, including the following:</text><paragraph id="HC6AEECDF553D41329DE03A7D554270DF"><enum>(1)</enum><text>Manufacturers of AAM aircraft, avionics, propulsion systems, and traffic management systems.</text></paragraph><paragraph id="HAD219FE39A7C4DF3AD0106DA242AF23C"><enum>(2)</enum><text>Operators of AAM aircraft.</text></paragraph><paragraph id="H8C9AC46779704AD09BB84F0E40EA6636"><enum>(3)</enum><text>Air carriers and general aviation operators.</text></paragraph><paragraph id="HC8A3AB9254804BCB9739DC7A3B81DE96"><enum>(4)</enum><text>Airports and fixed-based operators.</text></paragraph><paragraph id="H9861B8EDA8994E53AEB450E159EE09B9"><enum>(5)</enum><text>Training and maintenance providers.</text></paragraph><paragraph id="H63839551DD3549098B3DCA57BB2EEDA2"><enum>(6)</enum><text>Labor representatives of pilots, air traffic controllers, and aviation safety inspectors.</text></paragraph><paragraph id="H503B82CC0E87455D8F714AF19097CBD2"><enum>(7)</enum><text>State, local, and Tribal officials or public agencies.</text></paragraph><paragraph id="HF5FD1DFF65174FE79BD666FB3C3F5457"><enum>(8)</enum><text>First responders.</text></paragraph><paragraph id="H828545915F224C41B1FB7194B7377FA6"><enum>(9)</enum><text>Groups representing environmental interests.</text></paragraph><paragraph id="H1CF8FDFFD40B4E9FAE82FD0480E52DAB"><enum>(10)</enum><text>Electric utilities, energy providers and market operators.</text></paragraph></subsection><subsection id="HC6239E3361B54BC7AE6300B1D3B8FA7E"><enum>(e)</enum><header>Review and examination</header><text>Not later than (1) year after establishment of the working group under subsection (a), the working group shall complete a review and examination of, at a minimum—</text><paragraph id="HEB2C3117F2C148529CCE99FE032F8433"><enum>(1)</enum><text>steps that will mature AAM aircraft operations and concepts beyond initial operations;</text></paragraph><paragraph id="H877782E087E342AF88C969023A0F1189"><enum>(2)</enum><text>safety requirements and physical and cybersecurity involved with future air traffic management concepts which may be considered as part of the evolution of AAM to higher levels of traffic density;</text></paragraph><paragraph id="HB393AB19B2CE47D0A41AE49549595F04"><enum>(3)</enum><text>current Federal programs and policies that may be leveraged to advance the maturation of the AAM industry;</text></paragraph><paragraph id="HF4F356DF5CDD4C4CA037DC26460E5EF5"><enum>(4)</enum><text display-inline="yes-display-inline">infrastructure, including aviation, multimodal, and utility infrastructure, necessary to accommodate and support expanded operations of AAM after initial implementation;</text></paragraph><paragraph id="HF29CDEE4B923483890A1E75298FDF968"><enum>(5)</enum><text>anticipated benefits associated with AAM aircraft operations, including economic, environmental, emergency and natural disaster response, and transportation benefits; and</text></paragraph><paragraph id="H6C9E9659DB6648F8BBEEB5BB97885ECD"><enum>(6)</enum><text>other factors that may limit the full potential of the AAM industry including community acceptance of AAM operations.</text></paragraph></subsection><subsection id="HECE6B3EA0F27402D92F476C937F4E32C"><enum>(f)</enum><header>Plan and recommendations</header><text>Based on the review and examination performed under subsection (e), the working group shall develop—</text><paragraph id="H80527908668B4AE4AD41CA6084E16B31"><enum>(1)</enum><text>recommendations regarding the safety, security, infrastructure, and other Federal investment or actions necessary to support the evolution of early AAM to higher levels of activity and societal benefit; and</text></paragraph><paragraph id="H9A5403AD1A804FD8AB8CF8F3052C6915"><enum>(2)</enum><text>a comprehensive plan detailing the roles and responsibilities of each Federal department or agency to facilitate or implement the recommendations in paragraph (1).</text></paragraph></subsection><subsection id="H6C7E5572BA7F4F149E3DE5A2D9C331F5"><enum>(g)</enum><header>Report</header><text>Not later than 180 days after the completion of the review and examination completed under subsection (e), the Chair of the working group shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that—</text><paragraph id="H0F4B10EE5A7E4F2BB86E46CC0A2B1899"><enum>(1)</enum><text>details the review and examination performed under subsection (e); and</text></paragraph><paragraph id="H517BB6941AE742DC9F24FD4C6E9872BF"><enum>(2)</enum><text>provides the plan and recommendations developed under subsection (f).</text></paragraph></subsection><subsection id="H2F42507C356648698AC7A1BE32144EED"><enum>(h)</enum><header>Definitions</header><text>In this Act, the following definitions apply:</text><paragraph id="H4D3E9300F4664E98B76719DD773E49D2"><enum>(1)</enum><header>Advanced Air Mobility; AAM</header><text>The term <term>Advanced Air Mobility</term> or <quote>AAM</quote> means an air transportation system that moves people and cargo between places using new aircraft designs including electric aircraft and electric vertical take-off and landing aircraft (eVTOL), which are integrated into existing airspace operations as well as operated in local, regional, intraregional, rural, and urban environments.</text></paragraph><paragraph id="H17C0DED2E10F4F2C81BDE87A027E1D0C"><enum>(2)</enum><header>Electric Aircraft</header><text>The term <term>Electric Aircraft</term> means a fixed-wing airplane, rotorcraft or VTOL aircraft with a fully electric or hybrid (fuel and electric) driven propulsion system used for flight.</text></paragraph><paragraph id="H6CCF928EEBAF41B19DEF505556028EC1"><enum>(3)</enum><header>Fixed-based operator</header><text display-inline="yes-display-inline">The term <quote>fixed-based operator</quote> means an aircraft service organization which operates under a lease or use agreement with an airport sponsor or operator for the specific purpose of providing fueling, ground handling, and recharging services as well as aircraft maintenance and storage.</text></paragraph><paragraph id="H0D189AC347884300A24D23E19BD3684C"><enum>(4)</enum><header>Vertical Take-off and Landing</header><text>The term <term>Vertical Take-off and Landing</term> (VTOL) means an aircraft with lift/thrust units used to generate powered lift and control and with more than two lift/thrust units used to provide lift during vertical take-off or landing.</text></paragraph></subsection></section></legis-body></bill>
