which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Public Health Service Act to reduce health inequities experienced by individuals who are members of historically racial and ethnic minority groups under State plans under the community mental health services block grant program, and for other purposes.</official-title></form><legis-body id="H6EB54F7ED44941E5860C0C2C9534B6A5" style="OLC"><section id="H2CEBD1C052C54A14BB321DFC8FB19857" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Mental Health Supports for BIPOC Communities Act</short-title></quote>.</text></section><section id="H6FCFDE4C44E546B2908CF180A90C1AC8"><enum>2.</enum><header>Reducing health inequities experienced by historically racial and ethnic minorities under State plans under community mental health services block grant program</header><subsection id="H8AEE660EAE6D498ABB8FDBC09617A9F7"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1942(a) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300x-52">42 U.S.C. 300x–52(a)</external-xref>) is amended—</text><paragraph id="H37A22410B8754A519E7B86B60A7E9F0B"><enum>(1)</enum><text>in paragraph (1), by striking <quote>and</quote> at the end; </text></paragraph><paragraph id="HE450E04357224F88A8CEFCA3D37E91C9"><enum>(2)</enum><text>by redesignating paragraph (2) as paragraph (5); and</text></paragraph><paragraph id="H19F5149CB5524C6AAEB679CD56469FFF"><enum>(3)</enum><text>by inserting after paragraph (1) the following:</text><quoted-block style="OLC" id="H8FDE31568438496FAB9DBFD3D9C61E0B" display-inline="no-display-inline"><paragraph id="H69CA634DF62646F6B6648915E2846416"><enum>(2)</enum><text display-inline="yes-display-inline">services provided by the State to adults with a serious mental illness and children with a serious emotional disturbance who are members of historically racial and ethnic minority groups, including—</text><subparagraph id="H468372E42E0840F983E30DB668B55A73"><enum>(A)</enum><text>the extent to which such services are provided to such adults and children; and</text></subparagraph><subparagraph id="H821399A66654452487DDD7C1F9F0B4C6"><enum>(B)</enum><text>the outcomes experienced by such adults and children as a result of the provision of such services, including with respect to—</text><clause id="HCEF6A2D5040E4CCDA4C0E3514A6CC202"><enum>(i)</enum><text>diversions from hospitalization and criminal justice system involvement;</text></clause><clause id="H27A58ACC4C0B4064AE17051E3160A7A3"><enum>(ii)</enum><text>treatment for first episode psychosis or undefined psychosis;</text></clause><clause id="HCB9199A03F574A148AB3EC7DE5A210D9"><enum>(iii)</enum><text display-inline="yes-display-inline">reductions in suicide and increased utilization of appropriate treatments and interventions for suicidal ideation;</text></clause><clause id="HAB8A52ED354D42ED88AB0993B5033B11"><enum>(iv)</enum><text display-inline="yes-display-inline">response through crisis services, including mobile crisis services; </text></clause><clause id="H1FAE65E8D54E4DCEB0650CB53145497C"><enum>(v)</enum><text display-inline="yes-display-inline">treatment of individuals who are experiencing homelessness or housing insecurity and individuals residing in rural communities; and</text></clause><clause id="H1894289B1DA74DF0A0FA23AB2E3356E3"><enum>(vi)</enum><text display-inline="yes-display-inline">increased patient family and caregiver engagement and education on serious mental illness to reduce social stigma and promote healthy social support for patients; </text></clause></subparagraph></paragraph><paragraph id="H92CD4439CFF048D7B8BBE869F871F70F"><enum>(3)</enum><text display-inline="yes-display-inline">any outreach by the State to, and the hiring of, providers of mental health services from multiple disciplines (such as a psychologist, psychiatrist, peer support provider, or social worker) who are members of historically racial and ethnic minority groups; </text></paragraph><paragraph id="H06F29D832A2441E89CB00D377232CB86"><enum>(4)</enum><text display-inline="yes-display-inline">any outreach by the State to providers from multiple disciplines of mental health services—</text><subparagraph id="HA104DEB6A23E46B48A24151180366E1B"><enum>(A)</enum><text>to provide training on culturally effective, culturally affirming, and linguistically competent services; and</text></subparagraph><subparagraph id="H86CF184833DC4199BD3D2A6A7BE8E449"><enum>(B)</enum><text>to increase awareness of community-defined practices by practitioners of historically racial and ethnic minority groups; and</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H9F69A18F9169484D85C137A10DAE73E1"><enum>(b)</enum><header>Applicability</header><text>The amendments made by subsection (a) shall apply with respect to funding agreements entered into under section 1911 or 1921 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300x">42 U.S.C. 300x</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/42/300x-21">42 U.S.C. 300x–21</external-xref>) on or after the date of the enactment of this Act. </text></subsection></section></legis-body></bill>
