which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the State Department Basic Authorities Act of 1956 to provide for energy security and diplomacy, and for other purposes.</official-title></form><legis-body id="H6866866AFD484A7DBB9DDD4E8E34B0D1" style="OLC"><section id="H36766FB3E1B140E4AA1BDA94220831D1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Energy Diplomacy Act</short-title></quote>.</text></section><section id="HD0639C7FD9CA4E81A50E1C6FE92BFFE3" section-type="subsequent-section"><enum>2.</enum><header>Energy security and diplomacy of the Department of State</header><text display-inline="no-display-inline"> Section 1(c) of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2651a">22 U.S.C. 2651a</external-xref>) is amended—</text><paragraph id="HB21D2EEFE6D742E49AD452E652724BAA"><enum>(1)</enum><text>by redesignating paragraph (3) as paragraph (4); and</text></paragraph><paragraph id="HBB13F4153FC3425CB861A9CD2496464A"><enum>(2)</enum><text>by inserting after paragraph (2) the following new paragraph:</text><quoted-block id="HBB93074A5D52441D849052E4380384BC" style="OLC"><paragraph id="H749DE19DA15A41909DC9A819A0974AC9"><enum>(3)</enum><header>Energy resources</header><subparagraph id="H8057A21F01A9491AA3BCD6447B6B8804"><enum>(A)</enum><header>Authorization for assistant secretary</header><text>Subject to the numerical limitation specified in paragraph (1), there is authorized to be established in the Department of State an Assistant Secretary of State for Energy Resources.</text></subparagraph><subparagraph id="H44FDA7968FA84C3EA4E121C335BF222C"><enum>(B)</enum><header>Personnel</header><text>If the Department of State establishes an Assistant Secretary of State for Energy Resources in accordance with the authorization provided in subparagraph (A), the Secretary of State shall ensure there are sufficient personnel dedicated to energy matters within the Department whose responsibilities shall include—</text><clause id="HD81747D3A4424CE197D3D73BF2F81DA6"><enum>(i)</enum><text>formulating and implementing international policies aimed at protecting and advancing United States energy security interests by effectively managing United States bilateral and multilateral relations;</text></clause><clause id="H23465196F29E43D8AAB171AA819F520E"><enum>(ii)</enum><text>ensuring that analyses of the national security implications of global energy and environmental developments are reflected in the decision-making process within the Department;</text></clause><clause id="H3468027FC8414C4DB56996532F334E79"><enum>(iii)</enum><text>incorporating energy security priorities into the activities of the Department;</text></clause><clause id="H7DD6FB53809F4813815F0877ECF63838"><enum>(iv)</enum><text>coordinating energy activities of the Department with relevant Federal departments and agencies;</text></clause><clause id="HE7EFD918516044D5809284B0C42F63DA"><enum>(v)</enum><text>coordinating with the Office of Sanctions Coordination on economic sanctions pertaining to the international energy sector; and</text></clause><clause id="H59CD9B51D0F1435CAAE78CAEA3B094DF"><enum>(vi)</enum><text>working internationally to—</text><subclause id="HD017E820229C4E3DB18E6D37720444F0"><enum>(I)</enum><text>support the development of energy resources and the distribution of such resources for the benefit of the United States and United States allies and trading partners for their energy security and economic development needs;</text></subclause><subclause id="H5744D6B6B81A4B4B92D4F61C933A4DE4"><enum>(II)</enum><text>promote availability of diversified energy supplies and a well functioning global market for energy resources, technologies, and expertise for the benefit of the United States and United States allies and trading partners;</text></subclause><subclause id="H0B076BF249E046DA8884C5ECE777BFC7"><enum>(III)</enum><text>resolve international disputes regarding the exploration, development, production, or distribution of energy resources;</text></subclause><subclause id="H82AF4355B8B34C008385482A331ECA99"><enum>(IV)</enum><text>support the economic and commercial interests of United States persons operating in the energy markets of foreign countries;</text></subclause><subclause id="HAB7D975499EA4A17BE8A9D645145261A"><enum>(V)</enum><text>support and coordinate international efforts to alleviate energy poverty;</text></subclause><subclause id="HF8B6491A041840B9982E0AC43A216BC6"><enum>(VI)</enum><text>leading the United States commitment to the Extractive Industries Transparency Initiative; and</text></subclause><subclause id="H1A7B0C0449BB461CA3FEEE80C1AA90EC"><enum>(VII)</enum><text>coordinating energy security and other relevant functions within the Department currently undertaken by—</text><item id="H9A293ADFDF1C4F448E3FBC0C17F11671"><enum>(aa)</enum><text>the Bureau of Economic and Business Affairs;</text></item><item id="H4FDE0AA56B05459DB3F017D2AA6591F4"><enum>(bb)</enum><text>the Bureau of Oceans and International Environmental and Scientific Affairs; and</text></item><item id="H5063E52AA3BA4058BD8CACF6DBF88E8C"><enum>(cc)</enum><text>other offices within the Department of State.</text></item></subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
