R. 1239</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210223">February 23, 2021</action-date><action-desc><sponsor name-id="J000288">Mr. Johnson of Georgia</sponsor> (for himself, <cosponsor name-id="S001145">Ms. Schakowsky</cosponsor>, and <cosponsor name-id="B001303">Ms. Blunt Rochester</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Comptroller General of the United States to conduct a study on motor vehicle recalls, and for other purposes.</official-title></form><legis-body id="H7AC2D57383B64CFDA1DF73EB43B8AE0A" style="OLC"><section id="H0D7DA1ECF9B14164B8FD6B25435B952E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe Recall Information Distributed Equitably Act of 2021</short-title></quote> or the <quote><short-title>Safe RIDE Act of 2021</short-title></quote>. </text></section><section id="H5A09F3DD9C0345BF974B32C1A6A5FD29"><enum>2.</enum><header>Study on open recalls</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Comptroller General of the United States shall—</text><paragraph id="H180A321AEA434563B7CBBBA2C0B2277D"><enum>(1)</enum><text>conduct a study to determine—</text><subparagraph id="H8315584AE7054C33B2C960C4E31D0360"><enum>(A)</enum><text>the number of passenger motor vehicles in each State that—</text><clause id="HFDA0E7A1336E41999C9EFD9964F8A51D"><enum>(i)</enum><text>are used—</text><subclause id="H4A0AB73DD762475988359C9F82DE7E9B"><enum>(I)</enum><text>as taxicabs; or</text></subclause><subclause id="H4745D8354B8A4B23AD01D2AB68F1C826"><enum>(II)</enum><text>by transportation network companies for similar for-hire purposes; and</text></subclause></clause><clause id="H7614B849B1FB46F09FEE4EA155C60D4D"><enum>(ii)</enum><text>have 1 or more open recalls; and</text></clause></subparagraph><subparagraph id="H9EF04CB883B449E8A35812063B67762B"><enum>(B)</enum><text>the reasons why vehicle owners do not have repairs performed for vehicles subject to open recalls; and</text></subparagraph></paragraph><paragraph id="HC47251B0582C445999A02D9EBB461325"><enum>(2)</enum><text>submit to Congress a report on the results of the study under paragraph (1), including any recommendations for increasing the rate of repair for vehicles subject to open recalls.</text></paragraph></section><section id="H7E2C9B29DFAD4A2094A36BCA2C9305FE"><enum>3.</enum><header>Study on recall notices</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator of the National Highway Traffic Safety Administration shall—</text><paragraph id="H6209FB9D5B244A62B9754295FDEAAF0F"><enum>(1)</enum><text>conduct a study to determine the ways in which vehicle recall notices could—</text><subparagraph id="HAAF1C331389D4E6AB58224B707843A6D"><enum>(A)</enum><text>more effectively reach vehicle owners;</text></subparagraph><subparagraph id="HF5D0CEAC41774AB289D66D5867922674"><enum>(B)</enum><text>be made easier for all consumers to understand; and</text></subparagraph><subparagraph id="H347EAC25DD8C472F817CEB95B437F239"><enum>(C)</enum><text>incentivize vehicle owners to complete the repairs described in the recall notices; and</text></subparagraph></paragraph><paragraph id="H23201FABB8AB43A9A20B468F9C573681"><enum>(2)</enum><text>submit to Congress a report on the results of the study under paragraph (1).</text></paragraph></section><section id="H7DAC6D015BAD482A995E62F7C061FBB3"><enum>4.</enum><header>Rule of construction</header><text display-inline="no-display-inline">Nothing in this Act may be construed to restrict the authority of the Secretary including under section 30111 of title 49, United States Code or to meet the requirements enacted in <external-xref legal-doc="public-law" parsable-cite="pl/112/141">Public Law 112–141</external-xref> and <external-xref legal-doc="public-law" parsable-cite="pl/114/94">Public Law 114–94</external-xref>.</text></section></legis-body></bill>
