R. 1199</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210222">February 22, 2021</action-date><action-desc><sponsor name-id="H001085">Ms. Houlahan</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize the Secretary of State to waive certain requirements with respect to eligibility for civil service positions relating to the departmental formulation and direction of foreign affairs and international relations, and for other purposes.</official-title></form><legis-body id="HF2843677BDEF436BB7317031C814016E" style="OLC"><section id="H1E0795E33003420EA136E27C667883CC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Technical Experts in Managing Diplomacy Act</short-title></quote> or the <quote><short-title>STEM Diplomacy Act</short-title></quote>.</text></section><section id="H96F48FB88C8D4E6AA314EB9E98E36F33"><enum>2.</enum><header>Waiver authority for occupational requirements</header><text display-inline="no-display-inline">The Secretary of State may waive any or all of the individual occupational requirements with respect to an employee or prospective employee of the Department of State for a civilian position categorized under the GS–0130 occupational series if the Secretary determines that the individual possesses significant scientific, technological, engineering, or mathematical expertise that is integral to performing the duties of the applicable position, based on demonstrated job performance and qualifying experience. With respect to each waiver granted under this section, the Secretary shall set forth in a written document that is transmitted to the Director of the Office of Personnel Management the rationale for the decision of the Secretary to waive such requirements.</text></section></legis-body></bill>
