which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 39, United States Code, to establish rules and procedures for the United States Postal Service regarding the use of centralized delivery of the mail with respect to residential housing units, and for other purposes.</official-title></form><legis-body id="H80490AD4B0C541D1870F48616CF83702" style="OLC"><section id="HD8074424553A444E9917D6A255BF7A94" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Easy Access to Mail Act</short-title></quote>.</text></section><section id="H0FF150DB612144ED859F7B17BFA649DC"><enum>2.</enum><header>Limitation on centralized delivery for certain residential housing units</header><subsection id="H22BE447E0102466DB3761E28CA2AC9FB"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter VII of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/39/36">chapter 36</external-xref> of title 39, United States Code, is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H981EBE30F90A4D73A6E833445A1C7411" style="USC"><section id="H1B4A94BEADED4D29A098581C49B9C660"><enum>3692.</enum><header>Limitation on centralized delivery</header><subsection id="HA388221C28464D76936F01F5F453F8CA"><enum>(a)</enum><header>Definitions</header><text>In this section—</text><paragraph id="HE747574E8E784124B6989EC63586BAC5"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>centralized delivery</term> means a primary mode of mail delivery whereby mail receptacles of a number of delivery points are grouped or clustered at a single location;</text></paragraph><paragraph id="H2CE6FD90745A48D8AEEEBBD91C630725"><enum>(2)</enum><text>the term <term>primary mode of mail delivery</term> means the typical method by which the Postal Service delivers letter mail to the delivery point of a postal patron; and</text></paragraph><paragraph id="HF079C8DEBD3542E6B081716C8B25A7FC"><enum>(3)</enum><text display-inline="yes-display-inline">the term <term>housing development</term> means any single-family residential home or townhouse, but does not include any multi-home apartment or condominium building.</text></paragraph></subsection><subsection commented="no" id="HA62A195D63BE45D8BEEC5A5027B36162"><enum>(b)</enum><header>Retroactive change to mode of delivery prohibited</header><text display-inline="yes-display-inline">For any housing development with respect to which the primary mode of mail delivery is any such mode except for centralized delivery on the date of the enactment of this section, the Postal Service may not change such mode of delivery to centralized delivery.</text></subsection><subsection id="HAFE787232D124FB0AD397966C6038128"><enum>(c)</enum><header>Approval required</header><paragraph commented="no" id="H9EC48C6CBF2F4B0CB33913E4CEAE18C6"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Postal Service may not require centralized delivery with respect to any housing development constructed after the date of the enactment of this section without prior approval from the local legislative body, or, in the absence of a local legislative body, the legislature of the State with jurisdiction over the affected property.</text></paragraph><paragraph commented="no" id="H8F815FD3E284441490122CB16D327283"><enum>(2)</enum><header>Notice and comment</header><text display-inline="yes-display-inline">If approval for centralized delivery is granted under paragraph (1), at least 60 days before commencing such delivery, the local postmaster shall provide—</text><subparagraph commented="no" id="H42E8A22265014E88B9129ECC71D7FC2F"><enum>(A)</enum><text>written notice to any other units of local government and any planning commissions located within the applicable county; and</text></subparagraph><subparagraph commented="no" id="H1E91505101D447A78E87CD1E5757E22D"><enum>(B)</enum><text display-inline="yes-display-inline">a period of 60 days for public comment from residents, property owners, and home builders within such county regarding the use of centralized delivery at the applicable housing development.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H2D67A72CF700474690996BC21757C128"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/39/36">chapter 36</external-xref> of title 39, United States Code, is amended by adding after the item relating to section 3691 the following:</text><quoted-block id="H759732F01E74496D9955AA3FA7CD84C4" style="OLC"><toc regeneration="no-regeneration"><toc-entry level="section">3692. Limitation on centralized delivery.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" id="H5CC4BDC2F0D14D89B7516C79B2CF870B"><enum>(c)</enum><header>Postal Service policies affecting vulnerable communities</header><text display-inline="yes-display-inline">The Postal Regulatory Commission shall ensure that the United States Postal Service does not change any Postal Service policy in effect on the date of the enactment of this Act that would result in a disproportionate negative affect on rural, lower income, elderly, disabled, or predominately minority communities.</text></subsection></section></legis-body></bill>
