Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To establish a national system for individuals to register for the administration of a COVID–19 vaccine, and for other purposes.</official-title></form><legis-body id="H5E28992F1BB64837B420EC0C045CAF41" style="OLC"><section id="HF0C5DD003ABC4C4DBEF738514524E299" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Vaccine Administration Centralization to Coordinate and Improve National Execution Act</short-title></quote> or the <quote><short-title>VACCINE Act</short-title></quote>.</text></section><section id="H74D38449B1B5457CA0F18E621F2B52BA"><enum>2.</enum><header>National system for COVID–<enum-in-header>19 </enum-in-header>vaccination administration</header><subsection id="H0923DBA656294D2DAAA74A50D902CD9D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall award grants to States to enable such States to establish, expand, or provide a statewide system as the sole and exclusive means by which individuals may register for the administration of a COVID–19 vaccine in such State.</text></subsection><subsection id="HB8B89523BAEA4009AA3BB82D27997416"><enum>(b)</enum><header>Eligibility</header><paragraph id="H930FD01AF27F4593BA511884E06395B8"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">To be eligible to receive a grant, a State shall establish mechanisms, including an internet website and a call center, through which a resident of such State that elects to receive a vaccine may register to receive administration of a COVID–19 vaccine in that State.</text></paragraph><paragraph id="HBBA91F240F8040FA93029A8E5D824AE1"><enum>(2)</enum><header>Criteria</header><text display-inline="yes-display-inline">A State that receives a grant under this section shall comply with criteria established by the Secretary for carrying out activities under such grant.</text></paragraph><paragraph id="H79F6065856DF4B71B7D0359E30C5E596"><enum>(3)</enum><header>Required information</header><text display-inline="yes-display-inline">An internet website or a call center established pursuant to paragraph (1) shall, to the extent practicable, provide to the residents of the State involved information on at least the following:</text><subparagraph id="HC3B829BE5CFE47499E72FEF8A0BBE41C"><enum>(A)</enum><text>The date on which a resident becomes eligible for the administration of a COVID–19 vaccine.</text></subparagraph><subparagraph id="H25B4F381639A47B3AF5B1357767148CC"><enum>(B)</enum><text>The locations at which the resident may receive administration of a COVID–19 vaccine.</text></subparagraph><subparagraph id="H6AD1044C465A43C1BB480E84D03F26B2"><enum>(C)</enum><text>The hours of operation at each such location.</text></subparagraph></paragraph></subsection><subsection id="H4806D567C9B1403294B807BE1BA1CA60"><enum>(c)</enum><header>National communication mechanism</header><text display-inline="yes-display-inline">The Secretary shall establish communication mechanisms, including an internet website and a call center, through which any individual may receive information on each State mechanism established pursuant to subsection (b)(1).</text></subsection><subsection id="H1A9A209E32304E238C97764D490ACB7B"><enum>(d)</enum><header>Electronic exchange standards</header><text display-inline="yes-display-inline">For purposes of establishing the statewide systems described in subsection (a), the Secretary shall establish standards and the architecture to allow for and promote the electronic exchange of information required to facilitate coordination between and among Federal, State, local, Tribal, and territorial entities and public and private health care entities for the administration of a COVID–19 vaccine to individuals eligible and registered to receive such a vaccine.</text></subsection><subsection id="H5C0D7EA6A8244DD59191A6C9CB5FA72F"><enum>(e)</enum><header>Funding</header><text display-inline="yes-display-inline">Of the funds in the Public Health Emergency Fund under section 319(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d(b)</external-xref>), the Secretary may use such sums as may be necessary to carry out this section.</text></subsection><subsection id="H17A9033F8C8746E5B1615ED776181F35"><enum>(f)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HADB452D4BDDA469BB5BF65F17825C168"><enum>(1)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Health and Human Services.</text></paragraph><paragraph id="H5E8E12B543C1439EA17E479B4C34D520"><enum>(2)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means each of the 50 States and the District of Columbia, each of the territories, and Indian tribes.</text></paragraph></subsection><subsection id="HFDD1307CB66F440BA15DEEFD24B55EEA"><enum>(g)</enum><header>Sunset</header><text display-inline="yes-display-inline">This section shall be in effect only until the date on which the duration of the public health emergency declared by the Secretary under section 319 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/247d">42 U.S.C. 247d</external-xref>) on January 31, 2020, with respect to COVID–19 (including any renewal thereof) terminates.</text></subsection></section></legis-body></bill>
