Boyle of Pennsylvania</sponsor> (for himself, <cosponsor name-id="S001145">Ms. Schakowsky</cosponsor>, <cosponsor name-id="T000468">Ms. Titus</cosponsor>, <cosponsor name-id="E000297">Mr. Espaillat</cosponsor>, <cosponsor name-id="S001193">Mr. Swalwell</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="S000510">Mr. Smith of Washington</cosponsor>, <cosponsor name-id="M001137">Mr. Meeks</cosponsor>, and <cosponsor name-id="K000389">Mr. Khanna</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HHA00">Committee on House Administration</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the chief election officials of the States to provide voter registration forms at certain naturalization proceedings, and for other purposes.</official-title></form><legis-body id="HA184F18E5369414B9B04631BF3BEF640" style="OLC"><section id="H54B43A5A25CF47998C700C3FA3597410" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Citizenship Empowerment Act</short-title></quote>.</text></section><section id="H0D1E23122DAC4A4F9A8CA4544468F448"><enum>2.</enum><header>Voter registration requirement</header><subsection id="H85E2851359B845F0AAB9DED5473121AA"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 6(b) of the National Voter Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/52/20505">52 U.S.C. 20505(b)</external-xref>) is amended by striking <quote>programs.</quote> and inserting <quote>programs, and shall distribute such forms to each person who becomes a citizen of the United States at a naturalization ceremony in that State, at the conclusion of the ceremony.</quote>.</text></subsection><subsection id="H708B28104C304E8EAA7DE1738AC35619"><enum>(b)</enum><header>Federal cooperation</header><text>Section 9 of the National Voter Registration Act of 1993 (<external-xref legal-doc="usc" parsable-cite="usc/52/20508">52 U.S.C. 20508</external-xref>) is amended by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="HBE07774BB0BE40A896F5698221302FF9" style="OLC"><subsection id="H29343DFE30FF4B5D91FFE39C95B16B40"><enum>(c)</enum><header>Special procedures for Department of Homeland Security</header><paragraph display-inline="no-display-inline" id="H4EE068F1A1604035B196EA24C4AE6E45"><enum>(1)</enum><header>In general</header><text>The Secretary of Homeland Security shall implement such procedures as may be necessary to enable the chief election officers of the States to carry out the requirement under section 6(b) to provide mail voter registration forms at an administrative naturalization ceremony, pursuant to section 332(d) of the Immigration and Nationality Act, or a judicial naturalization ceremony, pursuant to section 310(b) of the Immigration and Nationality Act.</text></paragraph><paragraph display-inline="no-display-inline" id="HEA5030E96DF643F0AF06C8575F7CEB85"><enum>(2)</enum><header>Permission to place exhibits</header><text display-inline="yes-display-inline">The Secretary of Homeland Security shall implement procedures to allow the chief election officer of a State to provide information about voter registration, including through a display or exhibit, after the conclusion of an administrative naturalization ceremony in that State.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section id="H2280C8FB96D9436380BD24B065FD6E9B"><enum>3.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this Act shall apply with respect to administrative and judicial naturalization ceremonies conducted on or after the date that is 90 days after the date of the enactment of this Act.</text></section></legis-body></bill>
