<section id="H611FFE82454148B7AE229917E1A194D1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Southeast Asia Strategy Act</short-title></quote>.</text></section> <section id="H6D2198FE408C4DC3AC7FD57DAFBA7286"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="HECA075D4B78B4C4CACFA14A41657D78C"><enum>(1)</enum><text display-inline="yes-display-inline">Southeast Asia is the fulcrum of the Indo-Pacific region, providing both a geographic and maritime link between East and South Asia.</text></paragraph> <paragraph id="HAB65C926A13142A29548602C8201A7F4"><enum>(2)</enum><text display-inline="yes-display-inline">The Association of Southeast Asian Nations (ASEAN), a regional intergovernmental organization, remains central to the Indo-Pacific region’s institutional architecture and to United States foreign policy toward the region.</text></paragraph> 
<paragraph id="HE4549FC5AA674466A477F13AA05E381F"><enum>(3)</enum><text>The United States has reaffirmed that the security and sovereignty of its Southeast Asian allies and partners, including a strong, independent ASEAN, remain vital to the prosperity and stability of the Indo-Pacific region.</text></paragraph> <paragraph id="HB1D40FB27BE0453F9214EE445C64038E"><enum>(4)</enum><text display-inline="yes-display-inline">The United States has committed to deepen longstanding alliances and partnerships with a range of Southeast Asian nations, including by promoting our shared values, democracy, human rights, and civil society.</text></paragraph> 
<paragraph id="HA292606339954C8A81D234B8A220B34E"><enum>(5)</enum><text display-inline="yes-display-inline">Since the end of the Second World War, United States investments in strengthening alliances and partnerships with Southeast Asian nations have yielded tremendous returns for United States interests, as working with and through these alliances and partnerships have increased the region’s ability to address common challenges.</text></paragraph> <paragraph id="H9C1F13314DCB4317B8C4CDE78507C0DC"><enum>(6)</enum><text>ASEAN member states are critical United States security partners in protecting the freedom and openness of the maritime domain and preventing violent extremism and the trafficking of weapons of mass destruction.</text></paragraph> 
<paragraph id="HDD3CED7F58A743C5AE8EA9B39A74957E"><enum>(7)</enum><text display-inline="yes-display-inline">ASEAN member states have contributed significantly to regional disaster monitoring and management and emergency response through initiatives such as the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management, an inter-governmental organization that facilitates coordination and cooperation among ASEAN member states and international organizations in times of emergency.</text></paragraph> <paragraph id="H7951C38CDE384ADBBE03A388DD59CF3F"><enum>(8)</enum><text display-inline="yes-display-inline">According to the 2018 ASEAN Business Outlook Survey, ASEAN member states are vital to the prosperity of the United States economy and exports to ASEAN economies support more than 500,000 jobs in the United States.</text></paragraph> 
<paragraph id="H403616FCEAE14C55A068FC6AC46F45FC"><enum>(9)</enum><text>The United States and ASEAN have established a new strategic partnership that will enhance cooperation across the economic, political-security, and people-to-people pillars of the relationship.</text></paragraph></section> <section id="HECBB9E9B898343A988AC6E78E2C0F679"><enum>3.</enum><header>Statement of policy</header><text display-inline="no-display-inline">It is the policy of the United States to—</text> 
<paragraph id="H6B18D4066BAD4D4EA5D035DAD345A3C8"><enum>(1)</enum><text display-inline="yes-display-inline">deepen cooperation with ASEAN and ASEAN member states in the interest of promoting peace, security, and stability in the Indo-Pacific region;</text></paragraph> <paragraph id="H3A37BE8F81E1490A9FE7A78C0D5B541F"><enum>(2)</enum><text>affirm the importance of ASEAN centrality and ASEAN-led mechanisms in the evolving institutional architecture of the Indo-Pacific region; and</text></paragraph> 
<paragraph id="HCBBB1D99CDBA47D98FFE4F0F245E2C29"><enum>(3)</enum><text>establish and communicate a comprehensive strategy toward the Indo-Pacific region that articulates—</text> <subparagraph id="HE079A5B1058C492ABBE1E1C779281D41"><enum>(A)</enum><text>the role and importance of Southeast Asia to the United States;</text></subparagraph> 
<subparagraph id="H8E1DF74ED526421E86A39C2CB52D0595"><enum>(B)</enum><text>the value of the United States-ASEAN relationship;</text></subparagraph> <subparagraph id="H275912E1438B4FFF882181497039347A"><enum>(C)</enum><text>the mutual interests of all parties;</text></subparagraph> 
<subparagraph id="HFFE6230D59774721B1866AC16B6B52F1"><enum>(D)</enum><text>the concrete and material benefits all nations derive from strong United States engagement and leadership in Southeast Asia; and</text></subparagraph> <subparagraph id="H66692B1703E34086B88AFDDC14CF9380"><enum>(E)</enum><text>efforts to forge and maintain ASEAN consensus, especially on key issues of political and security concern to the region, such as the South China Sea.</text></subparagraph></paragraph></section> 
<section id="H2A4837C1B17342CC8820135429D1E58D"><enum>4.</enum><header>Strategy for engagement with Southeast Asia and ASEAN</header> 
<subsection id="H1BB418A1FC5C46D987A7AD700525B9FE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of State, in consultation with the heads of other Federal departments and agencies as appropriate, shall develop and submit to the appropriate congressional committees a comprehensive strategy for engagement with Southeast Asia and ASEAN.</text></subsection> <subsection id="H77811E778DE64DC8925F75E7C0E02462"><enum>(b)</enum><header>Matters To be included</header><text>The strategy required by subsection (a) shall include the following:</text> 
<paragraph id="H774560F23DF1472DA1F436B203F3A6F5"><enum>(1)</enum><text display-inline="yes-display-inline">A statement of enduring United States interests in Southeast Asia and a description of efforts to bolster the effectiveness of ASEAN.</text></paragraph> <paragraph id="H8D53E407A5884962ABB96A0FDC93A39E"><enum>(2)</enum><text>A description of efforts to—</text> 
<subparagraph id="HBF8DC15E4A8D401D9362C229908E37EA"><enum>(A)</enum><text>deepen and expand Southeast Asian alliances, partnerships, and multilateral engagements, including efforts to expand broad based and inclusive economic growth, security ties, security cooperation and interoperability, economic connectivity, and expand opportunities for ASEAN to work with other like-minded partners in the region; and</text></subparagraph> <subparagraph id="H74BDCC4869184DF0B10BC9164CB0BAFD"><enum>(B)</enum><text>encourage like-minded partners outside of the Indo-Pacific region to engage with ASEAN.</text></subparagraph></paragraph> 
<paragraph id="H303AF678E5244DDE89DC6DCC677E29DC"><enum>(3)</enum><text>A summary of initiatives across the whole of the United States Government to strengthen the United States partnership with Southeast Asian nations and ASEAN, including to promote broad based and inclusive economic growth, trade, investment, energy innovation and sustainability, public-private partnerships, physical and digital infrastructure development, education, disaster management, public health and global health security, and economic, political, and public diplomacy in Southeast Asia.</text></paragraph> <paragraph id="H24DD20AD2CC74E17BFFCE9466A46092F"><enum>(4)</enum><text>A summary of initiatives across the whole of the United States Government to enhance the capacity of Southeast Asian nations with respect to enforcing international law and multilateral sanctions, and initiatives to cooperate with ASEAN as an institution in these areas.</text></paragraph> 
<paragraph id="H5078CC5577134537A3BBE57471FAF77D"><enum>(5)</enum><text>A summary of initiatives across the whole of the United States Government to promote human rights and democracy, to strengthen the rule of law, civil society, and transparent governance, to combat disinformation and to protect the integrity of elections from outside influence.</text></paragraph> <paragraph id="HEC0E4E1A4E804A398FF8CF9A050FFC50"><enum>(6)</enum><text>A summary of initiatives to promote security cooperation and security assistance within Southeast Asian nations, including—</text> 
<subparagraph id="H9C2A6F81E1934BD3A4051FB2B7B1B74F"><enum>(A)</enum><text>maritime security and maritime domain awareness initiatives for protecting the maritime commons and supporting international law and freedom of navigation in the South China Sea; and</text></subparagraph> <subparagraph id="H44155DC4DAED4BB79A1D68528CF15B63"><enum>(B)</enum><text>efforts to combat terrorism, human trafficking, piracy, and illegal fishing, and promote more open, reliable routes for sea lines of communication.</text></subparagraph></paragraph></subsection> 
<subsection id="HADF8C14A0F1A4297A39173E5D37D42CE"><enum>(c)</enum><header>Distribution of strategy</header><text display-inline="yes-display-inline">For the purposes of assuring allies and partners in Southeast Asia and deepening United States engagement with ASEAN, the Secretary of State shall direct each United States chief of mission to ASEAN and its member states to distribute the strategy required by subsection (a) to host governments. </text></subsection> <subsection id="H75FB836DFD3B4B0AB7B253A19DAC7EF4"><enum>(d)</enum><header>Appropriate congressional committees defined</header><text display-inline="yes-display-inline">In this section, the term <term>appropriate congressional committees</term> means—</text> 
<paragraph id="HDB1CE38CC691460AB3691F03478AB5AD"><enum>(1)</enum><text>the Committee on Foreign Affairs and the Committee on Armed Services of the House of Representatives; and</text></paragraph> <paragraph id="HBBB646317F714ABFB06AB25AF5C54039"><enum>(2)</enum><text>the Committee on Foreign Relations and the Committee on Armed Services of the Senate.</text></paragraph></subsection></section>
