which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Assistant Secretary of Commerce for Communications and Information to submit a plan to Congress to track requests for communications use authorization on Federal land.</official-title></form><legis-body id="H3D77BE8A67CD4CF187EC4DA925ABECBF" style="OLC"><section id="H8EC0DEE331C847E291D73A0C1633F2EC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Broadband Deployment Tracking Act</short-title></quote>.</text></section><section id="HCAA58E87219D41B1B25115EF2EFBB6DC" section-type="subsequent-section"><enum>2.</enum><header>Report on tracking Form <enum-in-header>299</enum-in-header> requests</header><subsection id="HDE29CBD1D82C4F9DA7420DA0EB547D41"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Assistant Secretary shall submit to the appropriate committees of Congress a report containing the elements described in subsection (b).</text></subsection><subsection id="HE0F726E446F840FF8EBD2B427246B560"><enum>(b)</enum><header>Elements described</header><text>The elements described in this subsection are the following:</text><paragraph id="H70F4BA4853C94427B93C4AED68B338FB"><enum>(1)</enum><text>A plan describing how the Assistant Secretary will track the acceptance, processing, and disposal of a Form 299 submitted to the Secretary concerned by a requesting party.</text></paragraph><paragraph id="H2BF3E6E319444014AC1E92345BCF2FAF"><enum>(2)</enum><text>A description of how the Assistant Secretary would most expeditiously implement the plan described in paragraph (1).</text></paragraph><paragraph id="H3E15C0BD24344873BF16FFEC8A65D22C"><enum>(3)</enum><text>A description of how the Assistant Secretary may increase transparency to a requesting party on the status of a Form 299 received by the Secretary concerned.</text></paragraph><paragraph id="HC92D4AE1BF6D41FC89BD0A9297D9483F"><enum>(4)</enum><text>A description of any barriers the Assistant Secretary determines could delay the implementation of the plan described in paragraph (1).</text></paragraph></subsection><subsection id="H1C3C5A9BB77344038FA8F791D43653F8"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HAED436AB232D4AB78BCDCE4F75085664"><enum>(1)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph id="HB13A795862464A11A9ED33A82FED2116"><enum>(A)</enum><text>the Committee on Energy and Commerce of the House of Representatives; and</text></subparagraph><subparagraph id="HB835712FB65B4B24BA5F79A9817D610B"><enum>(B)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate.</text></subparagraph></paragraph><paragraph id="H1E87A83DF27C4B6382286D0E7AF8BF65"><enum>(2)</enum><header>Assistant Secretary</header><text>The term <term>Assistant Secretary</term> means the Assistant Secretary of Commerce for Communications and Information.</text></paragraph><paragraph id="H910E58599E904C73919021C6884921BA"><enum>(3)</enum><header>Form 299</header><text display-inline="yes-display-inline">The term <term>Form 299</term> means the form developed pursuant to section 6409(b)(2)(A) of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1455">47 U.S.C. 1455(b)(2)(A)</external-xref>), or any successor form.</text></paragraph><paragraph id="HE2364F5FA25248E78DCBE86497DC21F4"><enum>(4)</enum><header>National forest system</header><text display-inline="yes-display-inline">The term <term>National Forest System</term> has the meaning given the term in section 11(a) of the Forest and Rangeland Renewable Resources Planning Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/16/1609">16 U.S.C. 1609(a)</external-xref>).</text></paragraph><paragraph id="H5518F7363E1345729EB4D0AEB40E3D33"><enum>(5)</enum><header>Public land</header><text display-inline="yes-display-inline">The term <term>public land</term> means land under the management of—</text><subparagraph id="H185DA4D038394D6D8BD807C194ADEE44"><enum>(A)</enum><text>the Bureau of Land Management;</text></subparagraph><subparagraph id="H2E31E844318F4475840CA7E224A9D156"><enum>(B)</enum><text>the National Park Service;</text></subparagraph><subparagraph id="HA18F4660747A4738A12B6E023922CE6B"><enum>(C)</enum><text>the United States Fish and Wildlife Service; or</text></subparagraph><subparagraph id="H28F2FAED3D734A358AC36D08ED6844AA"><enum>(D)</enum><text>the Bureau of Reclamation.</text></subparagraph></paragraph><paragraph id="H164E2BF0E75248D3A97C84B62C0A6D24"><enum>(6)</enum><header>Secretary concerned</header><text>The term <term>Secretary concerned</term> means—</text><subparagraph id="HED315EFD5537406DB443668533D83484"><enum>(A)</enum><text>the Secretary of the Interior, with respect to public land; and</text></subparagraph><subparagraph id="HF4CD943C4E46471D8C7D945F1069E138"><enum>(B)</enum><text>the Secretary of Agriculture, with respect to National Forest System land. </text></subparagraph></paragraph></subsection></section></legis-body></bill>
