<section id="idC8AE36A092BC42FC85869CF082ECE763" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the “Expediting Federal Broadband Deployment Reviews Act”. </text></section> <section id="id4EB747D5A48C4B4A8850C905E0968998"><enum>2.</enum><header>Strike force</header> <subsection id="idE6CE0AE8338F4494BAEF04DAFB55E6E4"><enum>(a)</enum><header>Definitions</header><text>In this section: </text>
<paragraph id="idE801C928C69448A6B1B16A8B6928218A"><enum>(1)</enum><header>Appropriate committees of congress</header><text>The term “appropriate committees of Congress” means— </text> <subparagraph id="id25D6D72A6F8D488AADD06CF71DEBFBD1"><enum>(A)</enum><text>the Committee on Energy and Commerce of the House of Representatives;</text></subparagraph>
<subparagraph id="id411179B024BA4549A248C1424C8AC4B4"><enum>(B)</enum><text>the Committee on Natural Resources of the House of Representatives;</text></subparagraph> <subparagraph id="idDEB3C9FC5C7D4A3B964ED8028AAD8676"><enum>(C)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate; and</text></subparagraph>
<subparagraph id="id7F6F6B68C2514EDB9F20A13E41B8937F"><enum>(D)</enum><text>the Committee on Environment and Public Works of the Senate.</text></subparagraph></paragraph> <paragraph id="idCD31A71ED2324549AB8B121E9D7F84CF"><enum>(2)</enum><header>Assistant secretary</header><text>The term <term>Assistant Secretary</term> means the Assistant Secretary of Commerce for Communications and Information.</text></paragraph>
<paragraph id="id085202FB07214B9B99D4C3907E8736FE"><enum>(3)</enum><header>Communications facility</header><text>The term <term>communications facility</term> includes—</text> <subparagraph id="id967657134CE1444E9044C32A9091E604"><enum>(A)</enum><text>any infrastructure, including any transmitting device, tower, or support structure, and any equipment, switches, wiring, cabling, power sources, shelters, or cabinets, associated with the licensed or permitted unlicensed wireless or wireline transmission of writings, signs, signals, data, images, pictures, and sounds of all kinds; and</text></subparagraph>
<subparagraph id="id4DDED1689052460398821A53870147D2"><enum>(B)</enum><text>any antenna or apparatus that—</text> <clause id="id53E1657CF31E47D58772ACD17EF58708"><enum>(i)</enum><text>is designed for the purpose of emitting radio frequency;</text></clause>
<clause id="id7FE6520E3790465B8934B4BD0FD83CCA"><enum>(ii)</enum><text>is designed to be operated, or is operating, from a fixed location pursuant to authorization by the Commission or is using duly authorized devices that do not require individual licenses; and</text></clause> <clause id="id11519D48F6B54DADBEC6F9BEB1525832"><enum>(iii)</enum><text>is added to a tower, building, or other structure.</text></clause></subparagraph></paragraph>
<paragraph id="id4D36105D8DBA4044B8966F679BE772EC"><enum>(4)</enum><header>Communications use</header><text>The term <term>communications use</term> means the placement and operation of a communications facility.</text></paragraph> <paragraph id="id5490A81E210C44988315F3C5A263F8DE"><enum>(5)</enum><header>Communications use authorization</header><text>The term <term>communications use authorization</term> means an easement, right-of-way, lease, license, or other authorization to locate or modify a communications facility on covered land by the Department concerned for the primary purpose of authorizing the occupancy and use of the covered land for communications use.</text></paragraph>
<paragraph id="idA69ACF2D010145A89A85442F7A34EFE6"><enum>(6)</enum><header>Covered land</header><text>The term <term>covered land</term> means—</text> <subparagraph id="id5E9B86B4272F45C9B7A0FD681D6A94C7"><enum>(A)</enum><text>public land administered by the Secretary of the Interior; and</text></subparagraph>
<subparagraph id="id53ED30B14070422C8FCDA4D539781B60"><enum>(B)</enum><text>National Forest System land.</text></subparagraph></paragraph> <paragraph id="idEDE16BB95BE94FF88C53CFF6DF9A0DC1"><enum>(7)</enum><header>Department concerned</header><text>The term <term>Department concerned</term> means the Department of the Interior or the Department of Agriculture.</text></paragraph>
<paragraph id="id181F24732E604C8195D0E921F14C54EA"><enum>(8)</enum><header>Organization unit</header><text>The term <term>organizational unit</term> means—</text> <subparagraph id="id87CD988861E0441CBEB7F67B1E4E678F"><enum>(A)</enum><text>with respect to public land administered by the Secretary of the Interior—</text>
<clause id="id04040B1BC9404E66B7E6C0A9C48E4674"><enum>(i)</enum><text>a State office;</text></clause> <clause id="id7012C9080EFD4CB0ADDA6E7F704E699E"><enum>(ii)</enum><text>a district office; or</text></clause>
<clause id="id62F974E88B944E9994909BFA357A9CF4"><enum>(iii)</enum><text>a field office; and</text></clause></subparagraph> <subparagraph id="id253733A6E556430180B84F53BAC479C6"><enum>(B)</enum><text>within the Forest Service—</text>
<clause id="idD5705FCB74A8493DA6440154B3B63409"><enum>(i)</enum><text>a regional office;</text></clause> <clause id="id0C28E86510924BAB83B634B2D22E7EF9"><enum>(ii)</enum><text>the headquarters;</text></clause>
<clause id="id07EA7583B8ED4322B9D5F79D2F3CD3A2"><enum>(iii)</enum><text>a management unit; or</text></clause> <clause id="id87CD9AC9B84B42E39419C6BCA0DBA215"><enum>(iv)</enum><text>a ranger district office.</text></clause></subparagraph></paragraph>
<paragraph id="id8F9D0E24C6CB47728620264940C04EEE"><enum>(9)</enum><header>Strike force</header><text>The term <term>Strike Force</term> means the interagency strike force established in subsection (b)(1).</text></paragraph></subsection> <subsection id="idFBD4C4AAC049421A9C0E886D3FCC764F"><enum>(b)</enum><header>Strike force</header> <paragraph id="id636FD724E4C14FC08D30D4B0FC65D451"><enum>(1)</enum><header>Establishment</header><text>Not later than 180 days after the date of enactment of this Act, the Assistant Secretary shall establish an interagency strike force to increase prioritization by the Department concerned, senior management of the Department concerned, or an organizational unit of reviews for communications use authorizations.</text></paragraph>
<paragraph id="idD00A626B0EFC4837AFDCF20350A9D81A"><enum>(2)</enum><header>Duties</header><text>In carrying out the prioritization under paragraph (1), the Strike Force shall— </text> <subparagraph id="id2A1A30F5F47E458D819CDC0406577DDF"><enum>(A)</enum><text>conduct periodic calls between members of the Strike Force relating to requests for communications use authorizations; and </text></subparagraph>
<subparagraph id="id2D90A8D6CB364C1887428890378A8683"><enum>(B)</enum><text>monitor and facilitate accountability of the Department concerned and organizational units to meet objective and reasonable goals for the review of requests for communications use authorizations.</text></subparagraph></paragraph> <paragraph id="idD7DC2DB42F2A46079025B357B7419463"><enum>(3)</enum><header>Members</header><text>The Strike Force shall be composed of such representatives of Departments concerned as the Assistant Secretary considers appropriate, in addition to—</text>
<subparagraph id="id77D5FBE76C914D64ACF5C448A7DFB12B"><enum>(A)</enum><text>the Assistant Secretary;</text></subparagraph> <subparagraph id="idE501094E571646DD8613ABDF29FCC8F2"><enum>(B)</enum><text>a representative of the Department concerned;</text></subparagraph>
<subparagraph id="id8C6909D5FE424FF688B13AB67829177E"><enum>(C)</enum><text>senior management of the Department concerned; and</text></subparagraph> <subparagraph id="id59BC98B444D44AF09A0F64A1D918FB6C"><enum>(D)</enum><text>the head of each organizational unit.</text></subparagraph></paragraph>
<paragraph id="idE92B8FDB058B478495B78EEDAB11D3AD"><enum>(4)</enum><header>Report to congress</header><text>Not later than 270 days after the date of enactment of this Act, the Strike Force shall submit to the appropriate committees of Congress a report on the effectiveness of the Strike Force in increasing the prioritization of reviews for communications use authorization requests.</text></paragraph></subsection></section> </legis-body> </bill>
