Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To create a task force at the Federal Communications Commission to ensure the policy and funding decisions of the Commission are informed by data collection and analysis required in title VIII of the Communications Act of 1934, and for other purposes.</official-title></form><legis-body id="H1B761C1DE83045EF91320AEBD66AF801" style="OLC"><section id="HB45C41D6D48C42988A911E48B0656087" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Broadband - Measuring Availability and Aligning Policies Task Force Act</short-title></quote> or the <quote><short-title>Broadband MAPS Act</short-title></quote>.</text></section><section id="HA92A4E24A1BE45D2833B316BE92734BB"><enum>2.</enum><header>Broadband MAAPS Task Force</header><subsection id="HE17E42CA29D1490EBAC310700FF5B768"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this section, the Commission shall establish the Broadband MAAPS Task Force.</text></subsection><subsection id="H7DC97F9DD3AA4DCAB22E6DD0793E1F03" commented="no"><enum>(b)</enum><header>Chair</header><text>The Commission shall designate a Chair of the Task Force. </text></subsection><subsection id="H05A8382B49BE4D3585AC556CA2343E4B"><enum>(c)</enum><header>Membership</header><text>The members of the Task Force shall include designees selected by the Commission from bureaus and offices of the Commission.</text></subsection><subsection id="H036A48B889F044988BC47B7EFEA25387"><enum>(d)</enum><header>Responsibilities</header><text display-inline="yes-display-inline">The Task Force shall be responsible for the following:</text><paragraph id="H00316B95A7DD43FAA2EDE29A05D3D366"><enum>(1)</enum><text display-inline="yes-display-inline">Coordinate, monitor, and oversee the work of the bureaus and offices to implement title VIII of the Communications Act (<external-xref legal-doc="usc" parsable-cite="usc/47/641">47 U.S.C. 641</external-xref> et seq.) and the Secure and Trusted Communications Networks Act of 2019 (<external-xref legal-doc="usc" parsable-cite="usc/47/1601">47 U.S.C. 1601</external-xref> et seq.), including creating and updating the broadband availability maps.</text></paragraph><paragraph id="H82025D329AAF4243965732146D56B567"><enum>(2)</enum><text display-inline="yes-display-inline">Identify any ongoing and anticipated Commission action, including any report, rulemaking, and funding program, such as the Universal Service Fund programs, that should be informed by the broadband availability maps.</text></paragraph><paragraph id="H88E57DB3739C4CD1BDC6A15D4D6DE360"><enum>(3)</enum><text>Ensure that any relevant ongoing and anticipated Commission action, including any report, rulemaking, and funding program, such as the Universal Service Fund programs, is informed by the broadband availability maps.</text></paragraph><paragraph id="H3D871E42208140E19CEF63A25917B8DA"><enum>(4)</enum><text>Not later than 18 months after the date of the enactment of this section, provide the committees of jurisdiction an estimate of the ongoing cost associated with maintaining the broadband availability maps.</text></paragraph><paragraph id="HE179B9546E8B421FADD2DD115FBDEEDC"><enum>(5)</enum><text>Provide any recommendation, if necessary, to the committees of jurisdiction to ensure that the Commission can produce accurate broadband availability maps with sufficient granularity to allow the Commission to determine the areas in the United States that lack broadband internet access service.</text></paragraph></subsection><subsection id="HC2371D41C7D74E72A3D9CA36F4A2EE58"><enum>(e)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H7A049689CE0140D1954F030308C78379"><enum>(1)</enum><header>Broadband availability maps</header><text display-inline="yes-display-inline">The term <term>broadband availability maps</term> means the maps required under section 802 of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/642">47 U.S.C. 642</external-xref>).</text></paragraph><paragraph id="H06E516398D0E4C45B08240930BF18818"><enum>(2)</enum><header>Broadband internet access service</header><text display-inline="yes-display-inline">The term <term>broadband internet access service</term> has the meaning given that term in section 8.1(b) of title 47, Code of Federal Regulations, or any successor regulation. </text></paragraph><paragraph id="HAD85C109C4EA49D491CE1C93BBC01C94"><enum>(3)</enum><header>Commission</header><text display-inline="yes-display-inline">The term <term>Commission</term> means the Federal Communications Commission.</text></paragraph><paragraph id="H76CE683935B44FD2A2EE1E18BB8ACE13"><enum>(4)</enum><header>Committees of jurisdiction</header><text>The term <term>committees of jurisdiction</term> means the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate.</text></paragraph><paragraph id="HD50128E0BF9A495D87C0A0D1C6798631"><enum>(5)</enum><header>Task force</header><text display-inline="yes-display-inline">The term <term>Task Force</term> means the Broadband MAAPS Task Force established pursuant to subsection (a).</text></paragraph><paragraph id="H2FF82FC697E9486A9283C83435CD9143"><enum>(6)</enum><header>Universal Service Fund program</header><text display-inline="yes-display-inline">The term <quote>Universal Service Fund program</quote> means any program authorized in section 254(h) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/254">47 U.S.C. 254(h)</external-xref>).</text></paragraph></subsection></section></legis-body></bill>
