which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To Waive the application fee for any special use permit for veterans’ special events at war memorials on land administered by the National Park Service in the District of Columbia and its environs, and for other purposes.</official-title></form><legis-body id="HDCAE9344784544E19E615C8514EB601E" style="OLC"><section id="HF4C4CBA5CDED4A3E96769992A62462A6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Free Veterans from Fees Act</short-title></quote>.</text></section><section id="H5C2D92EFD8F041248EA5EFE7CDFC992B"><enum>2.</enum><header>Waiver of special use permit application fee for veterans’ special events</header><subsection id="H5F9F8E86686C4C6FAFDE5CB516B30752"><enum>(a)</enum><header>Waiver</header><text display-inline="yes-display-inline">The application fee for any special use permit solely for a veterans’ special event at war memorials on land administered by the National Park Service in the District of Columbia and its environs shall be waived.</text></subsection><subsection id="H7033B8302F8949058F75A463ABE33D77"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H1CB0343B42804997A3196721DA22C45F" display-inline="no-display-inline"><enum>(1)</enum><header>District of Columbia and its environs</header><text display-inline="yes-display-inline">The term <term>the District of Columbia and its environs</term> has the meaning given that term in section 8902(a) of title 40, United States Code.</text></paragraph><paragraph id="HF397975198F7494CA44BE9AD18F529F1"><enum>(2)</enum><header>Gold Star Families</header><text display-inline="yes-display-inline">The term <term>Gold Star Families</term> includes any individual described in section 3.2 of Department of Defense Instruction 1348.36.</text></paragraph><paragraph id="HF2AFA420319748769D410686B5DB858A"><enum>(3)</enum><header>Special event</header><text>The term <term>special events</term> has the meaning given that term in section 7.96 of title 36, Code of Federal Regulations.</text></paragraph><paragraph id="H5E1DBD1B5409498B816CEF12FFA017F1"><enum>(4)</enum><header>Veteran</header><text>The term <term>veteran</term> has the meaning given that term in section 101(2) of title 38, United States Code.</text></paragraph><paragraph id="H782DBBC7FC3749D1B274E9CB05AF014C"><enum>(5)</enum><header>Veterans’ special event</header><text display-inline="yes-display-inline">The term <term>veterans’ special event</term> means a special event of which the majority of attendees are veterans or Gold Star Families.</text></paragraph><paragraph id="H74E2DF58B6DA48758FB7A93617F46F67"><enum>(6)</enum><header>War memorial</header><text display-inline="yes-display-inline">The term <term>war memorial</term> means any memorial or monument which has been erected or dedicated to commemorate a military unit, military group, war, conflict, victory, or peace.</text></paragraph></subsection><subsection id="H5BFD07601F51433290E6A303412628E6"><enum>(c)</enum><header>Applicability</header><text>This section shall apply to any special use permit application submitted after the date of the enactment of this Act.</text></subsection><subsection id="HF5F9799204EA409CB90E27C034EB10D3"><enum>(d)</enum><header>Applicability of existing laws</header><text display-inline="yes-display-inline">Permit applicants remain subject to all other laws, regulations, and policies regarding the application, issuance and execution of special use permits for a veterans’ special event at war memorials on land administered by the National Park Service in the District of Columbia and its environs.</text></subsection></section></legis-body></bill>
