R. 1021</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20210211">February 11, 2021</action-date><action-desc><sponsor name-id="R000614">Mr. Roy</sponsor> (for himself, <cosponsor name-id="T000165">Mr. Tiffany</cosponsor>, <cosponsor name-id="D000615">Mr. Duncan</cosponsor>, <cosponsor name-id="B001291">Mr. Babin</cosponsor>, <cosponsor name-id="W000814">Mr. Weber of Texas</cosponsor>, <cosponsor name-id="L000583">Mr. Loudermilk</cosponsor>, <cosponsor name-id="W000795">Mr. Wilson of South Carolina</cosponsor>, <cosponsor name-id="M001212">Mr. Moore of Alabama</cosponsor>, <cosponsor name-id="S001214">Mr. Steube</cosponsor>, <cosponsor name-id="B001302">Mr. Biggs</cosponsor>, <cosponsor name-id="G000596">Mrs. Greene of Georgia</cosponsor>, <cosponsor name-id="J000304">Mr. Jackson</cosponsor>, <cosponsor name-id="W000816">Mr. Williams of Texas</cosponsor>, <cosponsor name-id="R000603">Mr. Rouzer</cosponsor>, <cosponsor name-id="P000605">Mr. Perry</cosponsor>, <cosponsor name-id="M001177">Mr. McClintock</cosponsor>, <cosponsor name-id="B001311">Mr. Bishop of North Carolina</cosponsor>, and <cosponsor name-id="B001305">Mr. Budd</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HFA00">Committee on Foreign Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit contributions to the United Nations Human Rights Council, and for other purposes.</official-title></form><legis-body id="H308B18DF06AB498D8CBAE6006896B3B0" style="OLC"><section id="HAD798C2778FC4A88AB976F1A2068BF41" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No taxpayer funding for United Nations Human Rights Council Act</short-title></quote>. </text></section><section id="HEE0BE4847BB04E178854B9F83C2BB3BF"><enum>2.</enum><header>Prohibition</header><subsection id="H528B6DB64937474A83A5B61B5912AB20"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, the Secretary of State—</text><paragraph id="H2D40F1560C754F1C9B51365FA793D9DB"><enum>(1)</enum><text>shall withhold from a United States contribution each fiscal year to a regular budget of the United Nations an amount that is equal to the percentage of such contribution that the Secretary determines would be allocated by the United Nations to support the United Nations Human Rights Council; and</text></paragraph><paragraph id="H94AD22489EB74AFCB0348DD4A1D6B55E"><enum>(2)</enum><text>may not make any voluntary contributions to the United Nations Human Rights Council.</text></paragraph></subsection><subsection id="H7F64FF8EBDAA430C9A1FE21569A1DD2C"><enum>(b)</enum><header>Rescission</header><text display-inline="yes-display-inline">On the date the Secretary of State withholds funds pursuant to this section, such funds are rescinded and shall not be considered arrears to be repaid to any United Nations Entity.</text></subsection></section></legis-body></bill>
