Boyle of Pennsylvania</cosponsor>) submitted the following joint resolution; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>JOINT RESOLUTION</legis-type><official-title display="yes">Proposing an amendment to the Constitution of the United States limiting the pardon power of the President.</official-title></form><resolution-body style="traditional" id="H68D434212A8A4044B05B5437CA58111F"><section display-inline="yes-display-inline" section-type="undesignated-section" id="HD6B062A270204E01A27B7CA347A2DA1F"><enum/><text>That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification:</text><quoted-block display-inline="no-display-inline" id="H1813F5FFFDF9429DAF8F4A64A0203275" style="traditional"><constitution-article id="H228738EB51534D248438BA577EBE7933"><enum> —</enum><section id="H9B1348A313EA4189BC43C0335007CE43" section-type="undesignated-section"><text display-inline="yes-display-inline">The President shall not have the power to grant pardons and reprieves to—</text><paragraph id="H81AA374CC1414434849148DC89DA5D1C"><enum>(1)</enum><text>himself or herself;</text></paragraph><paragraph id="H6EA69ACB90E149D28ECCF160EADC2BF8"><enum>(2)</enum><text>any family member, up to a third degree relation, of the President, or a spouse thereof;</text></paragraph><paragraph id="HA9574045450D4442857AF34D2FAF499E"><enum>(3)</enum><text>any current or former member of the President’s administration;</text></paragraph><paragraph id="H00CC337FF59E497383231ED678C36C3B"><enum>(4)</enum><text>any person who worked on the President’s presidential campaign as a paid employee;</text></paragraph><paragraph id="H083236039839455FA29C54EA333214DE"><enum>(5)</enum><text>any person or entity for an offense that was motivated by a direct and significant personal or pecuniary interest of any of the foregoing persons; or</text></paragraph><paragraph id="H510A7091D1EA4242AD3887D6B43B013A"><enum>(6)</enum><text>any person or entity for an offense that was at the direction of, or in coordination with, the President. </text></paragraph><continuation-text continuation-text-level="section">Any pardon issued for a corrupt purpose shall be invalid.</continuation-text></section></constitution-article><after-quoted-block>.</after-quoted-block></quoted-block></section></resolution-body></resolution>
