<whereas><text>Whereas the preamble to the Universal Declaration of Human Rights says that <quote>disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of humankind, and the advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear and want has been proclaimed as the highest aspiration of the common people</quote>;</text></whereas> <whereas><text>Whereas the Constitution of the United Nations Educational, Scientific and Cultural Organization (UNESCO) reminds us that <quote>a peace based exclusively upon the political and economic arrangements of Governments would not be a peace which could secure the unanimous, lasting and sincere support of the peoples of the world, and the peace must therefore be founded, if it is not to fail, upon the intellectual and moral solidarity of mankind</quote>;</text></whereas> 
<whereas><text>Whereas the 2020 Global Peace Index found that peacefulness declined for the ninth time in 12 years, with 80 countries showing declining peacefulness scores;</text></whereas> <whereas><text>Whereas the 2020 Global Peace Index also noted that global violence cost $14.5 trillion in 2019;</text></whereas> 
<whereas><text>Whereas strengthening and supporting domestic and global efforts to study, discuss, teach, and develop techniques and methods to encourage and augment global peace efforts is a critical international goal;</text></whereas> <whereas><text>Whereas, on November 30, 1981, during the 77th plenary meeting, the United Nations General Assembly adopted a resolution to declare the third Tuesday of September as the International Day of Peace;</text></whereas> 
<whereas><text>Whereas nearly 20 years later, the United Nations General Assembly adopted A/RES/55/282, which officially designated September 21 as a global day to recognize and celebrate international cease-fire and nonviolence;</text></whereas> <whereas><text>Whereas, in 2001, the United Nations Economic and Social Council Organization proclaimed November 10 as World Science Day for Peace and Development;</text></whereas> 
<whereas><text>Whereas, on February 24, 2003, the United Nations General Assembly adopted a resolution declaring each May 29th as International Day of United Nations Peacekeepers, recognizing the significant sacrifices people have made and continue to make in pursuit of peace;</text></whereas> <whereas><text>Whereas, on December 22, 2005, the United Nations General Assembly adopted a resolution declaring December 20th International Human Solidarity Day and defined solidarity as a fundamental and universal value underlying modern human relations;</text></whereas> 
<whereas><text>Whereas, on June 15, 2007, the United Nations General Assembly adopted a resolution declaring October 2 as International Day of Non-Violence, extolling the virtues of nonviolent action such as protests, marches, vigils, and other acts of peaceful resistance;</text></whereas> <whereas><text>Whereas, on August 19, 2013, the United Nations General Assembly adopted a resolution declaring April 6th as the International Day of Sport for Development and Peace;</text></whereas> 
<whereas><text>Whereas, on February 2, 2017, the United Nations General Assembly adopted a resolution declaring December 12 as International Day of Neutrality;</text></whereas> <whereas><text>Whereas, on January 15, 2018, the United Nations General Assembly adopted a resolution declaring May 16 as International Day of Living Together in Peace, and affirmed that, in order to accomplish the goal of peace, we must eliminate all forms of discrimination and intolerance;</text></whereas> 
<whereas><text>Whereas, on December 12, 2018, the United Nations General Assembly adopted a resolution declaring April 24th International Day of Multilateralism and Diplomacy for Peace, recognizing that peace requires good-faith cooperation;</text></whereas> <whereas><text>Whereas, on July 25, 2019, the United Nations General Assembly adopted a resolution declaring April 5th as the International Day of Conscience in order to <quote>mobiliz[e] the efforts of the international community to promote peace, tolerance, inclusion, understanding and solidarity, in order to build a sustainable world of peace, solidarity and harmony</quote>;</text></whereas> 
<whereas><text>Whereas attaining peace involves the active and persistent process of persuading people of the benefits of peace, cooperation, tolerance, and nonviolence;</text></whereas> <whereas><text>Whereas peace is only attainable via a sustained commitment by a critical mass of those striving to do good; and</text></whereas> 
<whereas><text>Whereas peace is a global goal that can only be achieved through thoughtful, deliberative, cooperative actions that center peace as their primary objective: Now, therefore, be it</text></whereas></preamble><resolution-body style="OLC" id="H64361B0C3CC8458195D424494D766904"> <section id="H9BB4EF694F8344308A14A2181074797A" display-inline="yes-display-inline" section-type="undesignated-section"><text>That Congress—</text> 
<paragraph id="H46E3D09040754BB4ACDFB9A366C0EB28"><enum>(1)</enum><text>recognizes the—</text> <subparagraph id="H2B54EF506B684E0D97E33F2B0FA69D74"><enum>(A)</enum><text>40th anniversary of the International Day of Peace;</text></subparagraph> 
<subparagraph id="H7B70BB7640C14B0C8611948824D6DF9B"><enum>(B)</enum><text>20th anniversary of the International Day of Peace being recognized as a period of nonviolence and cease-fire;</text></subparagraph> <subparagraph id="H972CA52329684E02984E89F398188523"><enum>(C)</enum><text>20th anniversary of the World Science Day for Peace and Development;</text></subparagraph> 
<subparagraph id="H6D53DA8CF2AE40559FFB2B02849F0EC7"><enum>(D)</enum><text>18th anniversary of the International Day of United Nations Peacekeepers;</text></subparagraph> <subparagraph id="H7A0C0FB7567B40F9910D54F7DD927483"><enum>(E)</enum><text>16th anniversary of Human Solidarity Day;</text></subparagraph> 
<subparagraph id="HA04C550F7E3C4D34A8530E6A1222A87C"><enum>(F)</enum><text>14th anniversary of the International Day of Non-Violence;</text></subparagraph> <subparagraph id="H90B35EBDA3B640B6B3354DEE7C0C11B7"><enum>(G)</enum><text>8th anniversary of the International Day of Sport for Development and Peace;</text></subparagraph> 
<subparagraph id="HD9DC4A280B3C4E1A87E3021A388801B9"><enum>(H)</enum><text>4th anniversary of the International Day of Neutrality;</text></subparagraph> <subparagraph id="HD4A9A9D13D9B42D7B13F93EC59986E8D"><enum>(I)</enum><text>3d anniversary of the International Day of Living Together in Peace;</text></subparagraph> 
<subparagraph id="H6D73BC45F09D477FB6F5A8F3E82649B4"><enum>(J)</enum><text>3d anniversary of the International Day of Multilateralism and Diplomacy for Peace; and</text></subparagraph> <subparagraph id="HC25A94EE1C3042F08D7A6AD9155CD893"><enum>(K)</enum><text>2d anniversary of the International Day of Conscience; and</text></subparagraph> </paragraph> 
<paragraph id="HCCD9505986934013928B7B5E60762153"><enum>(2)</enum><text>commits to—</text> <subparagraph id="H5007204E1F7B4D99A97151D8E691824E"><enum>(A)</enum><text>encouraging the people of the United States to continue commemorating international days of peace, coexistence, and cooperation;</text></subparagraph> 
<subparagraph id="H7D7D73F426C54774BD52CB8E27150004"><enum>(B)</enum><text>supporting activities on international days of peace, coexistence, and cooperation that promote thoughtful, deliberative, and cooperative actions to achieve peace; and</text></subparagraph> <subparagraph id="H32FCB813400A4BF68CDE99448B8B3375"><enum>(C)</enum><text>facilitating the application of peace, tolerance, cease-fire, and nonviolence throughout the year.</text></subparagraph></paragraph> </section>
