Res. 100.</official-title></form><resolution-body style="traditional" id="HF486B055F1BB4FB282239F398209CFF0"> 
<section display-inline="yes-display-inline" section-type="undesignated-section" id="H047611B461AF404B988AA680B5A3F049"><text display-inline="yes-display-inline">That, in the enrollment of the joint resolution H.J. Res. 100, the Clerk of the House of Representatives shall make the following corrections:</text> <paragraph id="H408FCA505C7442FD99F9ABD7C050718F"><enum>(1)</enum><text>Amend section 1—</text> 
<subparagraph id="H4D775A0D2775417BBD6B5302151C04BE"><enum>(A)</enum><text>by redesignating subsection (b) as subsection (c); and</text></subparagraph> <subparagraph id="H9DBC9E9042B5483F915F52FAFF3D9A5D"><enum>(B)</enum><text>by inserting after subsection (a) the following:</text>

<subsection id="HA13BEB891ADF4D27BB24D3E7B9AB0E12"><enum>(b)</enum><header>Paid sick leave</header> 
<paragraph id="H584617F6730B42EFA364E28061004AF8"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Any tentative agreements, side letters, or local carrier agreements entered into by the parties and ratified before the date of enactment of this joint resolution and the tentative agreements, side letters, and local carrier agreements made binding by subsection (a) shall, beginning 60 days after the date of enactment of this joint resolution, provide—</text> <subparagraph id="H381B90DC8C7F4D7692F5D01283649062"><enum>(A)</enum><text>for 7 days of paid sick leave annually, except that nothing in this subparagraph shall supersede any existing labor agreement between such parties that provides for more than 7 days of paid sick leave annually; and</text></subparagraph> 
<subparagraph id="HD7877FEF377A40CD94399C4ABD48DAD0"><enum>(B)</enum><text display-inline="yes-display-inline">that the use of any 7 days of paid sick leave annually, regardless of whether such days are provided under a tentative agreement, side letter, or local carrier agreement or under an existing labor agreement described in subparagraph (A), will not result in any points, demerits, or disciplinary citations under any party's attendance policy.</text></subparagraph></paragraph> <paragraph id="H5001D58375364A77A4B523440291AFB8"><enum>(2)</enum><header>Effect</header><text display-inline="yes-display-inline">The modification referenced in paragraph (1) shall each have the same effect as though arrived at by agreement of such parties under the Railway Labor Act (<external-xref legal-doc="usc" parsable-cite="usc/45/151">45 U.S.C. 151 et seq.</external-xref>).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="H6FB0887E93944D569BE2606BB7592789"><enum>(2)</enum><text>Redesignate section 2 as section 3.</text></paragraph> <paragraph id="H1E80E23A23ED4B988DFE533D425EC8B8"><enum>(3)</enum><text>After section 1, insert the following:</text>

<section id="HFC21070E493F431196A6168C28F6E9C8"><enum>2.</enum><header>Negotiations and arbitration</header> 
<subsection id="H6A4B7EB266DB4F6AA0C09F9F9AB60239"><enum>(a)</enum><header>Negotiations</header><text display-inline="yes-display-inline">The parties to the disputes subject to Presidential Emergency Board No. 250, established pursuant to Executive Order 14077 of July 15, 2022, shall negotiate the implementation of the 7 days of paid sick leave imposed on such parties by section 1(b).</text></subsection> <subsection id="H0E8B54EFAE574BE3A71D791E5C05C99A"><enum>(b)</enum><header>Binding arbitration</header><text>If, after 30 days after the date of enactment of this joint resolution, the parties are not able to reach agreement on the matter described in subsection (a), such parties shall enter into binding arbitration on such matter to provide for a final resolution of such unresolved matter.</text></subsection> 
<subsection id="H71353B3DEC654E76B4A9A6D123F5B2A6"><enum>(c)</enum><header>Arbitration</header><text>The arbitration described in subsection (b) shall be conducted pursuant to the provisions of section 7 of the Railway Labor Act (<external-xref legal-doc="usc" parsable-cite="usc/45/157">45 U.S.C. 157</external-xref>), and any award shall be enforceable under section 9 of the Railway Labor Act (<external-xref legal-doc="usc" parsable-cite="usc/45/159">45 U.S.C. 159</external-xref>), except that, in the public interest, compensation and expenses of the arbitrators shall be borne equally by the parties.</text></subsection> <subsection id="H5F7D83978CA5405C8AA00EB5BF82D5DE"><enum>(d)</enum><header>Deadline</header><text>Not later than 60 days after the date of enactment of this joint resolution, any binding arbitration proceeding entered into pursuant to subsection (b) shall be completed, including issuance of any award by the arbitration board.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
