 <section commented="no" display-inline="no-display-inline" id="id710c7a3e-b41f-4af7-a1d1-8c6eece5dc0d" section-type="subsequent-section"><enum>12302.</enum><header display-inline="yes-display-inline">Purposes</header><text display-inline="no-display-inline">The purposes of this subtitle are—</text> <paragraph commented="no" display-inline="no-display-inline" id="id58154357-12d9-476f-8ac3-2c352161fa55"><enum>(1)</enum><text display-inline="yes-display-inline">to establish and sustain a national integrated System of ocean, coastal, and Great Lakes observing systems, comprised of Federal and non-Federal components coordinated at the national level by the Council and at the regional level by a network of regional coastal observing systems, and that includes in situ, remote, and other coastal and ocean observation and modeling capabilities, technologies, data management systems, communication systems, and product development systems, and is designed to address regional and national needs for ocean and coastal information, to gather specific data on key coastal, ocean, and Great Lakes variables, and to ensure timely and sustained dissemination and availability of these data—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="idfad76175-d075-4e72-8821-13480f54f7d1"><enum>(A)</enum><text display-inline="yes-display-inline">to the public;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6d91bbcb-f59f-4c09-8e17-674ced53620c"><enum>(B)</enum><text display-inline="yes-display-inline">to support national defense, search and rescue operations, marine commerce, navigation safety, weather, climate, and marine forecasting, energy siting and production, economic development, ecosystem-based marine, coastal, and Great Lakes resource management, public safety, and public outreach and education;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5243c62d-bc7b-4fad-a909-80e8b7a8d0f4"><enum>(C)</enum><text display-inline="yes-display-inline">to promote greater public awareness and stewardship of the Nation’s ocean, coastal, and Great Lakes resources and the general public welfare;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfa29d923-73a4-4727-88bc-e8af15210067"><enum>(D)</enum><text display-inline="yes-display-inline">to provide easy access to ocean, coastal, and Great Lakes data and promote data sharing between Federal and non-Federal sources and promote public data sharing;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1b5c0a62-97d0-4d85-b673-c4e3d03156a8"><enum>(E)</enum><text display-inline="yes-display-inline">to enable advances in scientific understanding to support the sustainable use, conservation, management, and understanding of healthy ocean, coastal, and Great Lakes resources to ensure the Nation can respond to opportunities to enhance food, economic, and national security; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id274dd93b-a32c-48ca-a838-62581c81717d"><enum>(F)</enum><text display-inline="yes-display-inline">to monitor and model changes in the oceans and Great Lakes, including with respect to chemistry, harmful algal blooms, hypoxia, water levels, and other phenomena;</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id23d4d142-76c1-4bd1-a4a9-e96aeba343bc"><enum>(2)</enum><text display-inline="yes-display-inline">to improve the Nation’s capability to measure, track, observe, understand, and predict events related directly and indirectly to weather and climate, natural climate variability, and interactions between the oceanic and atmospheric environments, including the Great Lakes;</text>
 </paragraph><paragraph commented="no" id="idbb06fde3f4b546748ec70cb5fde332a8"><enum>(3)</enum><text>to sustain, upgrade, and modernize the Nation’s ocean and Great Lakes observing infrastructure to detect changes and ensure delivery of reliable and timely information; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd87c112b-32fd-4bb4-8adf-4c3c47b4ec86"><enum>(4)</enum><text display-inline="yes-display-inline">to authorize activities—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id1bc349d0-07c8-40e3-ab2a-e946311087e2"><enum>(A)</enum><text display-inline="yes-display-inline">to promote basic and applied research to develop, test, and deploy innovations and improvements in coastal and ocean observation technologies, including advanced observing technologies such as unmanned maritime systems needed to address critical data gaps, modeling systems, other scientific and technological capabilities to improve the understanding of weather and climate, ocean-atmosphere dynamics, global climate change, and the physical, chemical, and biological dynamics of the ocean, coastal and Great Lakes environments; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id67be457c-82f6-4402-aeb9-08b0610659c5"><enum>(B)</enum><text display-inline="yes-display-inline">to conserve healthy and restore degraded coastal ecosystems.</text></subparagraph></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block> </section><section commented="no" display-inline="no-display-inline" id="idfd2c219e-f90f-4186-ae97-aef75f1d1cdf" section-type="subsequent-section"><enum>102.</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="no-display-inline">Section 12303 of the Integrated Coastal and Ocean Observation System Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3602">33 U.S.C. 3602</external-xref>) is amended—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="id199cd470-cd8c-4f64-8291-28e984b05006"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking <quote>section 7902</quote> and inserting <quote>section 8932</quote>;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idB7EAEAA085854C5C8CD996C86568A2A3"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (5), by striking <quote>integrated into the System and are managed through States, regional organizations, universities, nongovernmental organizations, or the private sector</quote> and inserting <quote>managed through States, regional organizations, universities, nongovernmental organizations, or the private sector and integrated into the System by a regional coastal ocean observing system, the National Oceanic and Atmospheric Administration, or the agencies participating in the Interagency Ocean Observation Committee</quote>;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1d91eea3-89af-4a4f-958e-782778a169c6"><enum>(3)</enum><text display-inline="yes-display-inline">by amending paragraph (6) to read as follows:</text> <quoted-block display-inline="no-display-inline" id="id7E0B3F6A11504D828DC9FC4CB59D67F3" style="OLC"> <paragraph commented="no" display-inline="no-display-inline" id="id85814a31-e09a-412a-8094-6eacbc5c35b9"><enum>(6)</enum><header display-inline="yes-display-inline">Regional coastal observing system</header><text display-inline="yes-display-inline">The term <term>regional coastal observing system</term> means an organizational body that is certified or established by contract or memorandum by the lead Federal agency designated in section 12304(c)(3) and coordinates State, Federal, local, tribal, and private interests at a regional level with the responsibility of engaging the private and public sectors in designing, operating, and improving regional coastal and ocean observing systems in order to ensure the provision of data and information that meet the needs of user groups from the respective regions.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id60d0b68c-454c-49cf-94d6-44f97ee69e31"><enum>(4)</enum><text display-inline="yes-display-inline">in paragraph (7), by striking <quote>National Oceanic and Atmospheric Administration</quote> and inserting <quote>Administrator</quote>.</text> </paragraph></section><section commented="no" display-inline="no-display-inline" id="id68fcc85f-82e0-4e15-9f37-724c40d1528f" section-type="subsequent-section"><enum>103.</enum><header display-inline="yes-display-inline">Integrated Coastal and Ocean Observation System</header> <subsection commented="no" display-inline="no-display-inline" id="idcb5dbe5e-886c-4c55-86e6-85453c1c8d0a"><enum>(a)</enum><header display-inline="yes-display-inline">System elements</header> <paragraph commented="no" display-inline="no-display-inline" id="id3c64b02b-3305-4850-a550-6c0cf62f5676"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 12304(b) of the Integrated Coastal and Ocean Observation System Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3603">33 U.S.C. 3603(b)</external-xref>) is amended by striking paragraph (1) and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="id636AB592F2BD4ECBB740AA218C48F30A" style="OLC">
 <paragraph commented="no" display-inline="no-display-inline" id="idccf0b177-419d-4a01-8859-cb55513c611a"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">In order to fulfill the purposes of this subtitle, the System shall be national in scope and consist of—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id922f0f44-fbe4-4e53-9ab7-4ed75bab66c3"><enum>(A)</enum><text display-inline="yes-display-inline">Federal assets to fulfill national and international observation missions and priorities;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf806949e-ae14-4cba-a875-baccddf4dbea"><enum>(B)</enum><text display-inline="yes-display-inline">non-Federal assets, including a network of regional coastal observing systems identified under subsection (c)(4), to fulfill regional and national observation missions and priorities;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb14f5844-5f07-496a-b6d3-ba984c1954e8"><enum>(C)</enum><text display-inline="yes-display-inline">observing, modeling, data management, and communication systems for the timely integration and dissemination of data and information products from the System, including reviews of data collection procedures across regions and programs to make recommendations for data collection standards across the System to meet national ocean, coastal, and Great Lakes observation, applied research, and weather forecasting needs;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3ac2af43-9f4e-4ff8-a685-f9687172735e"><enum>(D)</enum><text display-inline="yes-display-inline">a product development system to transform observations into products in a format that may be readily used and understood; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc3a14c23-7ae2-4497-8bc3-3eff9c1ff972"><enum>(E)</enum><text display-inline="yes-display-inline">a research and development program conducted under the guidance of the Council, consisting of—</text> <clause commented="no" display-inline="no-display-inline" id="id506d2b4f-6a1e-4df8-a198-98590ccf2807"><enum>(i)</enum><text display-inline="yes-display-inline">basic and applied research and technology development—</text>
 <subclause commented="no" display-inline="no-display-inline" id="id75a36b0c-ff40-45a8-b591-81b0f4ce7443"><enum>(I)</enum><text display-inline="yes-display-inline">to improve understanding of coastal and ocean systems and their relationships to human activities; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="ideb21cfff-7008-4bc9-af6f-3142261dceea"><enum>(II)</enum><text display-inline="yes-display-inline">to ensure improvement of operational assets and products, including related infrastructure, observing technologies such as unmanned maritime systems, and information and data processing and management technologies;</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id2644edb6-2639-4334-b5e9-67778deea6f7"><enum>(ii)</enum><text display-inline="yes-display-inline">an advanced observing technology development program to fill gaps in technology;</text> </clause><clause commented="no" display-inline="no-display-inline" id="id11bd6e3e-43e9-41d0-b2cb-682fb2b04583"><enum>(iii)</enum><text display-inline="yes-display-inline">large scale computing resources and research to advance modeling of coastal, ocean, and Great Lakes processes;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id00f70b44-2694-4abb-b2a4-3b2560780ef0"><enum>(iv)</enum><text display-inline="yes-display-inline">models to improve regional weather forecasting capabilities and regional weather forecasting products; and</text>
 </clause><clause id="id367b7b5aad3a4617b0fb1fba6149ae5e"><enum>(v)</enum><text>reviews of data collection procedures across regions and programs to make recommendations for data collection standards across the System to meet national ocean, coastal, and Great Lakes observation, applied research, and weather forecasting needs.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id938fd585-78eb-451e-b79c-50027ee0e899"><enum>(2)</enum><header display-inline="yes-display-inline">Availability of data</header><text display-inline="yes-display-inline">Section 12304(b)(3) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/33/3603">33 U.S.C. 3603(b)(3)</external-xref>) is amended by inserting <quote>for research and for use in the development of products to address societal needs</quote> before the period at the end.</text> </paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idf8c02276-1ef1-42b3-bf25-24bfdac3adb4"><enum>(b)</enum><header display-inline="yes-display-inline">Policy oversight, administration, and regional coordination</header><text display-inline="yes-display-inline">Section 12304(c) of the Integrated Coastal and Ocean Observation System Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3603">33 U.S.C. 3603(c)</external-xref>) is amended by striking paragraphs (2), (3), and (4), and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="idf33e54e7-9ec5-48fa-94a8-78d23174b770" style="OLC">
						<paragraph commented="no" display-inline="no-display-inline" id="idcd796ad2-3fbd-46db-afc7-d96991e1b533"><enum>(2)</enum><header display-inline="yes-display-inline">Interagency ocean observation committee</header>
 <subparagraph commented="no" display-inline="no-display-inline" id="idb3dff79d-616c-4748-90ed-624929d75cf1"><enum>(A)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">The Council shall establish or designate a committee, which shall be known as the Interagency Ocean Observation Committee.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide0045af9-4ca0-4acc-84a3-50d30b1e55bc"><enum>(B)</enum><header display-inline="yes-display-inline">Duties</header><text display-inline="yes-display-inline">The Interagency Ocean Observation Committee shall—</text> <clause commented="no" display-inline="no-display-inline" id="id8532766e-9d76-444f-8bf5-2bbecb1651be"><enum>(i)</enum><text display-inline="yes-display-inline">prepare annual and long-term plans for consideration and approval by the Council for the integrated design, operation, maintenance, enhancement, and expansion of the System to meet the objectives of this subtitle and the System Plan;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id9a123812-52d1-40af-9e99-a1b929a396a5"><enum>(ii)</enum><text display-inline="yes-display-inline">develop and transmit to Congress, along with the budget submitted by the President to Congress pursuant to section 1105(a) of title 31, United States Code, an annual coordinated, comprehensive budget—</text>
 <subclause commented="no" display-inline="no-display-inline" id="id556f3c20-bdd2-447d-848e-b1a794060994"><enum>(I)</enum><text display-inline="yes-display-inline">to operate all elements of the System identified in subsection (b); and</text> </subclause><subclause commented="no" display-inline="no-display-inline" id="id50c13c6d-b747-4c46-b6d3-22045807247c"><enum>(II)</enum><text display-inline="yes-display-inline">to ensure continuity of data streams from Federal and non-Federal assets;</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id9b9d9eab-9c5e-4671-9279-29be176b6c23"><enum>(iii)</enum><text display-inline="yes-display-inline">establish requirements for observation data variables to be gathered by both Federal and non-Federal assets and identify, in consultation with regional coastal observing systems, priorities for System observations;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="ida1530e3b-1bad-4f96-a87e-4e0f95dc82b3"><enum>(iv)</enum><text display-inline="yes-display-inline">establish and define protocols and standards for System data processing, management, collection, configuration standards, formats, and communication for new and existing assets throughout the System network;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id28363305-aee1-40c4-badf-7bbca2321fff"><enum>(v)</enum><text display-inline="yes-display-inline">develop contract requirements for each regional coastal observing system—</text> <subclause commented="no" display-inline="no-display-inline" id="id197ca972-5c3f-4514-b7af-e24bf43b48ab"><enum>(I)</enum><text display-inline="yes-display-inline">to establish eligibility for integration into the System;</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id5f370615-ae79-444a-99b8-5c8b24e4096e"><enum>(II)</enum><text display-inline="yes-display-inline">to ensure compliance with all applicable standards and protocols established by the Council; and</text> </subclause><subclause commented="no" display-inline="no-display-inline" id="id198f361f-bf12-4899-b202-1c0693e3e0dd"><enum>(III)</enum><text display-inline="yes-display-inline">to ensure that regional observations are integrated into the System on a sustained basis;</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id3535d8be-e15e-44de-b17e-2ba5d4bd9748"><enum>(vi)</enum><text display-inline="yes-display-inline">identify gaps in observation coverage or needs for capital improvements of both Federal assets and non-Federal assets;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id6e7b0e14-6d7b-420f-89ca-c05a8878d2a0"><enum>(vii)</enum><text display-inline="yes-display-inline">subject to the availability of appropriations, establish through 1 or more Federal agencies participating in the Interagency Ocean Observation Committee, in consultation with the System advisory committee established under subsection (d), a competitive matching grant or other programs—</text>
 <subclause commented="no" display-inline="no-display-inline" id="idfd445797-8b46-4d13-987c-96202f9f828c"><enum>(I)</enum><text display-inline="yes-display-inline">to promote intramural and extramural research and development of new, innovative, and emerging observation technologies including testing and field trials; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="idf28d3c7c-6c74-48bf-8045-b0919f51fbc6"><enum>(II)</enum><text display-inline="yes-display-inline">to facilitate the migration of new, innovative, and emerging scientific and technological advances from research and development to operational deployment;</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id6a231f35-9804-473e-bbdb-435c302fa44e"><enum>(viii)</enum><text display-inline="yes-display-inline">periodically—</text> <subclause commented="no" display-inline="no-display-inline" id="idbefd595a-8f0d-4a92-a51e-147bbc71282f"><enum>(I)</enum><text display-inline="yes-display-inline">review the System Plan; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id5ba9c48a-81e7-48c8-affc-a07de3452fa0"><enum>(II)</enum><text display-inline="yes-display-inline">submit to the Council such recommendations as the Interagency Ocean Observation Committee may have for improvements to the System Plan;</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id71761aa7-d949-4aa3-959d-58ea859c7b61"><enum>(ix)</enum><text display-inline="yes-display-inline">ensure collaboration among Federal agencies participating in the Interagency Ocean Observation Committee; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id5b325451-4853-4b31-afcf-2f199ce1f98b"><enum>(x)</enum><text display-inline="yes-display-inline">perform such additional duties as the Council may delegate.</text> </clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5379a6ba-345b-45ac-b5c6-6de962f38fb6"><enum>(3)</enum><header display-inline="yes-display-inline">Lead Federal agency</header> <subparagraph commented="no" display-inline="no-display-inline" id="id3f0172a1-997d-4cc0-aee8-e6ebba61d712"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The National Oceanic and Atmospheric Administration shall function as the lead Federal agency for the implementation and administration of the System.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf88e6bab-7240-4529-bfb2-eb4f637cdd7d"><enum>(B)</enum><header display-inline="yes-display-inline">Consultation required</header><text display-inline="yes-display-inline">In carrying out this paragraph, the Administrator shall consult with the Council, the Interagency Ocean Observation Committee, other Federal agencies that maintain portions of the System, and the regional coastal observing systems.</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf0c1ef27-ff8c-4f12-8779-f705d6cba8c0"><enum>(C)</enum><header display-inline="yes-display-inline">Requirements</header><text display-inline="yes-display-inline">In carrying out this paragraph, the Administrator shall—</text> <clause commented="no" display-inline="no-display-inline" id="idfe061aae-366d-4de5-8fac-64a6c6f69573"><enum>(i)</enum><text display-inline="yes-display-inline">establish and operate an Integrated Ocean Observing System Program Office within the National Oceanic and Atmospheric Administration that—</text>
 <subclause commented="no" display-inline="no-display-inline" id="id48c3da19-857b-4650-9f62-326b4b572ad2"><enum>(I)</enum><text display-inline="yes-display-inline">utilizes, to the extent necessary, personnel from Federal agencies participating in the Interagency Ocean Observation Committee; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="idd0aa55b5-5479-4ada-bc84-eb8ce1dc02d6"><enum>(II)</enum><text display-inline="yes-display-inline">oversees daily operations and coordination of the System;</text> </subclause></clause><clause commented="no" display-inline="no-display-inline" id="ida634e630-d178-4224-bb67-69d7835b8c93"><enum>(ii)</enum><text display-inline="yes-display-inline">implement policies, protocols, and standards approved by the Council and delegated by the Interagency Ocean Observation Committee;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id3afcf5ab-0471-42be-bc8e-d9a2804c76c9"><enum>(iii)</enum><text display-inline="yes-display-inline">promulgate program guidelines—</text> <subclause commented="no" display-inline="no-display-inline" id="id6123a39e-35a1-4cea-bf97-cfb89606def5"><enum>(I)</enum><text display-inline="yes-display-inline">to certify and integrate regional associations into the System; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id62e04a18-98f6-42da-952b-521669bae463"><enum>(II)</enum><text display-inline="yes-display-inline">to provide regional coastal and ocean observation data that meet the needs of user groups from the respective regions;</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id283ccee1-310c-447d-8e00-7784632512af"><enum>(iv)</enum><text display-inline="yes-display-inline">have the authority to enter into and oversee contracts, leases, grants, or cooperative agreements with non-Federal assets, including regional coastal observing systems, to support the purposes of this subtitle on such terms as the Administrator deems appropriate;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id75436b52-9ae4-47d2-adf0-e481cb047e58"><enum>(v)</enum><text display-inline="yes-display-inline">implement and maintain a merit-based, competitive funding process to support non-Federal assets, including the development and maintenance of a national network of regional coastal observing systems, and develop and implement a process for the periodic review and evaluation of the regional associations;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id39d66699-c9b8-4445-ab21-677ecf01ea97"><enum>(vi)</enum><text display-inline="yes-display-inline">provide opportunities for competitive contracts and grants for demonstration projects to design, develop, integrate, deploy, maintain, and support components of the System;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id14fecf90-074e-4454-bddc-26802fd6c9e3"><enum>(vii)</enum><text display-inline="yes-display-inline">establish and maintain efficient and effective administrative procedures for the timely allocation of funds among contractors, grantees, and non-Federal assets, including regional coastal observing systems;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id08ccd598-ee98-4028-9a9e-a458c488d387"><enum>(viii)</enum><text display-inline="yes-display-inline">develop and implement a process for the periodic review and evaluation of the regional coastal observing systems;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id299fab0f-7e41-43ab-9cd8-bc7ca26efccd"><enum>(ix)</enum><text display-inline="yes-display-inline">formulate an annual process by which gaps in observation coverage or needs for capital improvements of Federal assets and non-Federal assets of the System are—</text>
 <subclause commented="no" display-inline="no-display-inline" id="id93d60ea5-8e37-4d43-bc62-71a77670e14a"><enum>(I)</enum><text display-inline="yes-display-inline">identified by the regional associations described in the System plan, the Administrator, or other members of the System; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id5e43a27b-1429-49fb-8e60-b3d762193be1"><enum>(II)</enum><text display-inline="yes-display-inline">submitted to the Interagency Ocean Observation Committee;</text> </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id288efbe5-ce90-4f8f-a50a-29bf9c6c121d"><enum>(x)</enum><text display-inline="yes-display-inline">develop and be responsible for a data management and communication system, in accordance with standards and protocols established by the Interagency Ocean Observation Committee, by which all data collected by the System regarding ocean and coastal waters of the United States including the Great Lakes, are processed, stored, integrated, and made available to all end-user communities;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idd30d2095-570f-4f08-820c-b842d0485547"><enum>(xi)</enum><text display-inline="yes-display-inline">not less frequently than once each year, submit to the Interagency Ocean Observation Committee a report on the accomplishments, operational needs, and performance of the System to contribute to the annual and long-term plans prepared pursuant to paragraph (2)(B)(i);</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id84be36fa-2a3e-45fb-924b-2108a7beb8f9"><enum>(xii)</enum><text display-inline="yes-display-inline">develop and periodically update a plan to efficiently integrate into the System new, innovative, or emerging technologies that have been demonstrated to be useful to the System and which will fulfill the purposes of this subtitle and the System Plan; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id6d5f2a53-72dd-4a56-9975-1b720457c712"><enum>(xiii)</enum><text display-inline="yes-display-inline">work with users and regional associations to develop products to enable real-time data sharing for decision makers, including with respect to weather forecasting and modeling, search and rescue operations, corrosive seawater forecasts, water quality monitoring and communication, and harmful algal bloom forecasting.</text>
								</clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id05b30e6d-7db3-4c01-bedf-3224966f347b"><enum>(4)</enum><header display-inline="yes-display-inline">Regional coastal observing systems</header>
 <subparagraph commented="no" display-inline="no-display-inline" id="id8606e8cd-5fca-4ba6-a0c4-cb0601b99588"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">A regional coastal observing system described in the System Plan as a regional association may not be certified or established under this subtitle unless it—</text>
 <clause commented="no" display-inline="no-display-inline" id="idfa42c6b9-43e0-4cc4-acd0-6a69643d282b"><enum>(i)</enum><text display-inline="yes-display-inline">has been or shall be certified or established by contract or agreement by the Administrator;</text> </clause><clause commented="no" display-inline="no-display-inline" id="id9a2cab15-e752-4596-9059-fad7420a6126"><enum>(ii)</enum><text display-inline="yes-display-inline">meets—</text>
 <subclause commented="no" display-inline="no-display-inline" id="id1d8eebb5-df7a-49ff-a1ab-5d0285cd2507"><enum>(I)</enum><text display-inline="yes-display-inline">the certification standards and compliance procedure guidelines issued by the Administrator; and</text> </subclause><subclause commented="no" display-inline="no-display-inline" id="id2999bb08-cc63-4cb2-98ce-73b9b89d977e"><enum>(II)</enum><text display-inline="yes-display-inline">the information needs of user groups in the region while adhering to national standards;</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="idfdae2042-4336-4603-a0e7-bb5cc4bf0a5f"><enum>(iii)</enum><text display-inline="yes-display-inline">demonstrates an organizational structure, that under funding limitations is capable of—</text> <subclause commented="no" display-inline="no-display-inline" id="id3091ffa4-372a-4143-a242-e33a22149335"><enum>(I)</enum><text display-inline="yes-display-inline">gathering required System observation data;</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="ida6bd6329-4869-409b-a539-699597f39b0c"><enum>(II)</enum><text display-inline="yes-display-inline">supporting and integrating all aspects of coastal and ocean observing and information programs within a region; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id1a8dbace-4268-4917-b6bf-5d702712e108"><enum>(III)</enum><text display-inline="yes-display-inline">reflecting the needs of State, local, and tribal governments, commercial interests, and other users and beneficiaries of the System and other requirements specified under this subtitle and the System Plan;</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id95b2b6d4-8cbf-4884-89ef-12f0fc4910c0"><enum>(iv)</enum><text display-inline="yes-display-inline">identifies—</text> <subclause commented="no" display-inline="no-display-inline" id="id62b1133b-6183-4741-aac7-810b11496560"><enum>(I)</enum><text display-inline="yes-display-inline">gaps in observation coverage needs for capital improvements of Federal assets and non-Federal assets of the System; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id98904c61-5947-4bbc-9a07-99d9d8100e12"><enum>(II)</enum><text display-inline="yes-display-inline">other recommendations to assist in the development of the annual and long-term plans prepared pursuant to paragraph (2)(B)(i) and transmits such information to the Interagency Ocean Observation Committee through the Program Office established under paragraph (3)(C)(i);</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id9b97af55-5b21-4736-a339-5de8c93db30d"><enum>(v)</enum><text display-inline="yes-display-inline">develops and operates under a strategic plan that will ensure the efficient and effective administration of programs and assets to support daily data observations for integration into the System, pursuant to the standards approved by the Council;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idb3c5c9a1-3534-43fc-9bae-cdd43a293158"><enum>(vi)</enum><text display-inline="yes-display-inline">works cooperatively with governmental and nongovernmental entities at all levels to identify and provide information products of the System for multiple users within the service area of the regional coastal observing system; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id1dbea084-5fd9-4395-9635-6a7dd313dc80"><enum>(vii)</enum><text display-inline="yes-display-inline">complies with all financial oversight requirements established by the Administrator, including requirements relating to audits.</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2a6d54d4-b008-4d95-980f-f142b21d2540"><enum>(B)</enum><header display-inline="yes-display-inline">Participation</header><text display-inline="yes-display-inline">For the purposes of this subtitle, employees of Federal agencies are permitted to be members of the governing body for the regional coastal observing systems and may participate in the functions of the regional coastal ocean observing systems.</text></subparagraph></paragraph><after-quoted-block>. </after-quoted-block></quoted-block>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="id0ea42061-f84f-4622-af26-f2ca82b5c4ce"><enum>(c)</enum><header display-inline="yes-display-inline">System advisory committee</header><text display-inline="yes-display-inline">Section 12304(d) of the Integrated Coastal and Ocean Observation System Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3603">33 U.S.C. 3603(d)</external-xref>) is amended—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="idf86da02c-2235-4de8-869f-a20296300e7a"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>or the Interagency Ocean Observing Committee.</quote> and inserting <quote>or the Council under this subtitle</quote>; and</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id509fc70a-68b5-4eff-a529-4cb2f7c54079"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (2)—</text>

 <subclause commented="no" display-inline="no-display-inline" id="id507ab13f-87db-4abc-9104-84335582399c"><enum>(I)</enum><text display-inline="yes-display-inline">is comprised of existing high frequency radar and other sea surface current mapping infrastructure operated by national programs and regional coastal observing systems;</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="idaa2cd211-c143-48a5-a536-2d7ffdaab54b"><enum>(II)</enum><text display-inline="yes-display-inline">incorporates new high frequency radar assets or other fine scale sea surface mapping technology assets, and other assets needed to fill gaps in coverage on United States coastlines; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id873161ac-e8ae-4bfa-8148-32bd39e09a43"><enum>(III)</enum><text display-inline="yes-display-inline">follows a deployment plan that prioritizes closing gaps in high frequency radar infrastructure in the United States, starting with areas demonstrating significant sea surface current data needs, especially in areas where additional data will improve Coast Guard search and rescue models;</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id4f950d82-d1b0-4a0c-9dcc-e90059e9fa29"><enum>(ii)</enum><text display-inline="yes-display-inline">fleet acquisition for unmanned maritime systems for deployment and data integration to fulfill the purposes of this subtitle;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idc2795349-3d66-4146-b54a-58a4d52577fc"><enum>(iii)</enum><text display-inline="yes-display-inline">an integrative survey program for application of unmanned maritime systems to the real-time or near real-time collection and transmission of sea floor, water column, and sea surface data on biology, chemistry, geology, physics, and hydrography;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id887d16e2-ba35-4ab3-8733-39cf3a4f3970"><enum>(iv)</enum><text display-inline="yes-display-inline">remote sensing and data assimilation to develop new analytical methodologies to assimilate data from the System into hydrodynamic models;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id6492f353-9df6-45d8-bf24-6958c2de2b19"><enum>(v)</enum><text display-inline="yes-display-inline">integrated, multi-State monitoring to assess sources, movement, and fate of sediments in coastal regions; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id201f4a81-15cb-420d-8d25-e81b50924b6f"><enum>(vi)</enum><text display-inline="yes-display-inline">a multi-region marine sound monitoring system to be—</text> <subclause commented="no" display-inline="no-display-inline" id="id19964d0e-68b5-48b8-a529-4815b013f61f"><enum>(I)</enum><text display-inline="yes-display-inline">planned in consultation with the Interagency Ocean Observation Committee, the National Oceanic and Atmospheric Administration, the Department of the Navy, and academic research institutions; and</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="ida8c9f895-1515-4d33-83b0-25d6e8e7bbed"><enum>(II)</enum><text display-inline="yes-display-inline">developed, installed, and operated in coordination with the National Oceanic and Atmospheric Administration, the Department of the Navy, and academic research institutions; and</text>
 </subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id5c7c0b67-fb5b-4c96-9f60-54520970a732"><enum>(E)</enum><text display-inline="yes-display-inline">any other purpose identified by the Administrator or the Council.</text></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id85a0d0c7-3a8a-49ba-b3b0-25b50837a57e"><enum>(D)</enum><text display-inline="yes-display-inline">in paragraph (3)(B), by inserting <quote>The Administrator may stagger the terms of the System advisory committee members.</quote> before <quote>Members</quote>; and</text>

 </subsection></section><section commented="no" display-inline="no-display-inline" id="id229473d5-ac45-4dc7-a042-ce65d3334f09" section-type="subsequent-section"><enum>104.</enum><header display-inline="yes-display-inline">Financing and agreements</header><text display-inline="no-display-inline">Section 12305(a) of the Integrated Coastal and Ocean Observation System Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3604">33 U.S.C. 3604(a)</external-xref>) is amended to read as follows:</text>

 </section><section commented="no" display-inline="no-display-inline" id="idcde6f22f-9513-41aa-95a6-bb69148153b3" section-type="subsequent-section"><enum>105.</enum><header display-inline="yes-display-inline">Reports to Congress</header><text display-inline="no-display-inline">Section 12307 of the Integrated Coastal and Ocean Observation System Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3606">33 U.S.C. 3606</external-xref>) is amended to read as follows:</text>

					<section commented="no" display-inline="no-display-inline" id="id508C19AC59794C25B5709BB97EF4C589" section-type="subsequent-section"><enum>12307.</enum><header display-inline="yes-display-inline">Report to Congress</header>
 <subsection commented="no" display-inline="no-display-inline" id="ide2a289f6-3f03-4c04-abfa-c214b5ee61a8"><enum>(a)</enum><header display-inline="yes-display-inline">Requirement</header><text display-inline="yes-display-inline">Not later than 2 years after March 30, 2020, and every 5 years thereafter, the Administrator shall prepare, and the President acting through the Council shall approve and transmit to Congress, a report on progress made in implementing this subtitle.</text>
 </subsection><subsection commented="no" display-inline="no-display-inline" id="id4143dc94-ed5d-4c15-965b-22bd90d295ae"><enum>(b)</enum><header display-inline="yes-display-inline">Contents</header><text display-inline="yes-display-inline">Each report required under subsection (a) shall include—</text> <paragraph commented="no" display-inline="no-display-inline" id="idb10918bb-d938-4810-afe9-2abd21427770"><enum>(1)</enum><text display-inline="yes-display-inline">a description of activities carried out under this subtitle and the System Plan;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0e5b9baf-e19e-4904-b8d6-8e824eccd7d7"><enum>(2)</enum><text display-inline="yes-display-inline">an evaluation of the effectiveness of the System, including an evaluation of progress made by the Council to achieve the goals identified under the System Plan;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id867c9afa-4965-4316-ac0f-4840c4b2ac5d"><enum>(3)</enum><text display-inline="yes-display-inline">the identification of Federal and non-Federal assets as determined by the Council that have been integrated into the System, including assets essential to the gathering of required observation data variables necessary to meet the respective missions of Council agencies;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id801811da-2f79-4e59-8663-25a1fb66d574"><enum>(4)</enum><text display-inline="yes-display-inline">a review of procurements, planned or initiated, by each department or agency represented on the Council to enhance, expand, or modernize the observation capabilities and data products provided by the System, including data management and communication subsystems;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb320ba27-b70f-4ce3-95b8-a92903dbbd8a"><enum>(5)</enum><text display-inline="yes-display-inline">a summary of the existing gaps in observation infrastructure and monitoring data collection, including—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="id77fb9eb2-8ff6-4107-aa82-8d1ab29b214b"><enum>(A)</enum><text display-inline="yes-display-inline">priorities considered by the System advisory committee;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idef9dbcf7-839e-4d81-a13a-48f8bb0e2ba2"><enum>(B)</enum><text display-inline="yes-display-inline">the national sea surface current mapping network;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id27CDD2C3D8C544FAADFACC87E78FA102"><enum>(C)</enum><text display-inline="yes-display-inline">coastal buoys;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id8F5D5ADAE83541C8A14930E021DC1E4A"><enum>(D)</enum><text display-inline="yes-display-inline">ocean chemistry monitoring;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD8CB70B79E84450E82C0D3C7AC90F62E"><enum>(E)</enum><text display-inline="yes-display-inline">marine sound monitoring; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id00BC47ED4D6B4392B813E808B2BE9FED"><enum>(F)</enum><text display-inline="yes-display-inline">unmanned maritime systems technology gaps;</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida431d6f1-fb30-4a65-b12a-30d2e362a3bd"><enum>(6)</enum><text display-inline="yes-display-inline">an assessment regarding activities to integrate Federal and non-Federal assets, nationally and on the regional level, and discussion of the performance and effectiveness of regional coastal observing systems to coordinate regional observation operations;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id45002a77-9b99-48dc-88da-5a7cfa0a4093"><enum>(7)</enum><text display-inline="yes-display-inline">a description of benefits of the program to users of data products resulting from the System (including the general public, industries, scientists, resource managers, emergency responders, policy makers, and educators);</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1693b275-ba14-48e4-8751-fa2e2fddf0f4"><enum>(8)</enum><text display-inline="yes-display-inline">recommendations concerning—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id1b444cd6-cc29-452a-bf11-ba567e8087c8"><enum>(A)</enum><text display-inline="yes-display-inline">modifications to the System; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbac50d27-6282-4987-a773-30d979aa8945"><enum>(B)</enum><text display-inline="yes-display-inline">funding levels for the System in subsequent fiscal years; and</text> </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5b0f6701-fab7-41f4-b524-9baee34e0890"><enum>(9)</enum><text display-inline="yes-display-inline">the results of a periodic external independent programmatic audit of the System.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </section><section commented="no" display-inline="no-display-inline" id="idf7873b39-d7cf-479b-aac1-3a6398a26685" section-type="subsequent-section"><enum>106.</enum><header display-inline="yes-display-inline">Public-private use policy</header><text display-inline="no-display-inline">Section 12308 of the Integrated Coastal and Ocean Observation System Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3607">33 U.S.C. 3607</external-xref>) is amended to read as follows:</text>

 <subsection commented="no" display-inline="no-display-inline" id="idae8024cf-81f8-4817-95e3-91b394f57684"><enum></enum><text display-inline="yes-display-inline">The Council shall maintain a policy that defines processes for making decisions about the roles of the Federal Government, the States, regional coastal observing systems, the academic community, and the private sector in providing to end-user communities environmental information, products, technologies, and services related to the System. The Administrator shall ensure that National Oceanic and Atmospheric Administration adheres to the decision making process developed by the Council regarding the roles of the Federal Government, the States, the regional coastal observing systems, the academic community, and the private sector in providing end-user communities environmental information, data products, technologies, and services related to the System.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>

 <subparagraph commented="no" display-inline="no-display-inline" id="id181B25EA672D48DC99A053F13B1C9DF5"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of the <short-title>Coordinated Ocean Monitoring and Research Act</short-title>, and every 6 years thereafter, the Subcommittee shall transmit to the appropriate committees of Congress a report that—</text>
 <clause commented="no" display-inline="no-display-inline" id="idfd343290-7347-4ce6-ad89-c499720b364c"><enum>(i)</enum><text display-inline="yes-display-inline">is named the <quote>Ocean Chemistry Coastal Community Vulnerability Assessment</quote>;</text> </clause><clause commented="no" display-inline="no-display-inline" id="idca942adc-1dff-43a4-a344-5375c2e4664a"><enum>(ii)</enum><text display-inline="yes-display-inline">identifies gaps in ocean acidification monitoring by public, academic, and private assets in the network of regional coastal observing systems;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id02cf4024-69d5-4e62-b0a8-35110861d72a"><enum>(iii)</enum><text display-inline="yes-display-inline">identifies geographic areas which have gaps in ocean acidification research;</text> </clause><clause commented="no" display-inline="no-display-inline" id="id86181d41-0b9f-44f7-b334-f566674ca688"><enum>(iv)</enum><text display-inline="yes-display-inline">identifies United States coastal communities, including fishing communities, low-population rural communities, tribal and subsistence communities, and island communities, that may be impacted by ocean acidification;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idc2be9991-89f6-4c47-8415-0c6966485427"><enum>(v)</enum><text display-inline="yes-display-inline">identifies impacts of changing ocean carbonate chemistry on the communities described in clause (iv), including impacts from changes in ocean and coastal marine resources that are not managed by the Federal Government;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idae4444d7-2349-4ba6-8392-8208f9b8f95f"><enum>(vi)</enum><text display-inline="yes-display-inline">identifies gaps in understanding of the impacts of ocean acidification on economically or commercially important species, particularly those which support United States commercial, recreational, and tribal fisheries and aquaculture;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idf1c14e0c-a3d8-4eef-a94f-e076f5bf31fd"><enum>(vii)</enum><text display-inline="yes-display-inline">identifies habitats that may be particularly vulnerable to corrosive sea water, including areas experiencing multiple stressors such as hypoxia, sedimentation, and harmful algal blooms;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="idb1fb7c11-ad87-4d30-a5ac-88f059a1ab18"><enum>(viii)</enum><text display-inline="yes-display-inline">identifies areas in which existing National Integrated Coastal and Ocean Observation System assets, including unmanned maritime systems, may be leveraged as platforms for the deployment of new sensors or other applicable observing technologies; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id481fe4e0-5a6f-48fd-b3f4-8b4e41a441b2"><enum>(ix)</enum><text display-inline="yes-display-inline">is written in collaboration with the agencies responsible for carrying out this subtitle.</text> </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC91CAACE9799493C8B76D2A953F04A58"><enum>(B)</enum><header display-inline="yes-display-inline">Form of report</header> <clause commented="no" display-inline="no-display-inline" id="idE139B234CAB5426E8B226FA9C177013B"><enum>(i)</enum><header display-inline="yes-display-inline">Initial report</header><text display-inline="yes-display-inline">The initial report required under subparagraph (A) shall include the information described in clauses (i) through (ix) on a national level.</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id7C2972E28D3741E6A7FE9811533E9D58"><enum>(ii)</enum><header display-inline="yes-display-inline">Subsequent reports</header><text display-inline="yes-display-inline">Each report required under subparagraph (A) after the initial report—</text> <subclause commented="no" display-inline="no-display-inline" id="idA892E4CC2D1A47119F660377F7E952DE"><enum>(I)</enum><text display-inline="yes-display-inline">may describe the information described in clauses (i) through (ix) on a national level; or</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="id41FF05AF2FA947C2AD4C8794D1D47BBC"><enum>(II)</enum><text display-inline="yes-display-inline">may consist of separate reports for each region of the National Oceanic and Atmospheric Administration.</text>
 </subclause></clause><clause commented="no" display-inline="no-display-inline" id="id8F902937BE6D4F66832D37736D08EF6F"><enum>(iii)</enum><header display-inline="yes-display-inline">Regional reports</header><text display-inline="yes-display-inline">If the Subcommittee opts to prepare a report required under subparagraph (A) as separate regional reports under clause (ii)(II), the Subcommittee shall submit a report for each region of the National Oceanic and Atmospheric Administration not less frequently than once during each 6-year reporting period.</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id1FA7FFE991B54F3CA3F97070F255DB20"><enum>(C)</enum><header display-inline="yes-display-inline">Appropriate committees of Congress defined</header><text display-inline="yes-display-inline">In this paragraph and in paragraph (5), the term <term>appropriate committees of Congress</term> means the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation of the Senate</committee-name>, the <committee-name committee-id="">Committee on Science, Space, and Technology of the House of Representatives</committee-name>, and the <committee-name committee-id="">Committee on Natural Resources of the House of Representatives</committee-name>.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida6633123-c47e-48ac-b97b-22fa18c6e8db"><enum>(5)</enum><header display-inline="yes-display-inline">Monitoring prioritization plan</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the submission of the initial report under paragraph (4)(A), the Subcommittee shall transmit to the appropriate committees of Congress a report that develops a plan to deploy new sensors or other applicable observing technologies such as unmanned maritime systems—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="idc3756e8e-23ff-4f3d-bdef-18f3ff19ad71"><enum>(A)</enum><text display-inline="yes-display-inline">based on such initial report;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb957b551-cc15-41e8-b1c8-45aea4a0d8a1"><enum>(B)</enum><text display-inline="yes-display-inline">prioritized by—</text>
 <clause commented="no" display-inline="no-display-inline" id="ide7fa207f-5087-4c9a-a4fe-8ad977f0814c"><enum>(i)</enum><text display-inline="yes-display-inline">the threat to coastal economies and ecosystems;</text> </clause><clause commented="no" display-inline="no-display-inline" id="id2371f3f9-d329-4ae6-bd93-fd844f5be383"><enum>(ii)</enum><text display-inline="yes-display-inline">gaps in data; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="id87f16550-3738-4128-928a-cdc286cda1a5"><enum>(iii)</enum><text display-inline="yes-display-inline">research needs; and</text> </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="iddb51683c-6a0d-4222-97ba-d11db2434246"><enum>(C)</enum><text display-inline="yes-display-inline">that leverage existing platforms, where possible.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="ideab87509-31fc-4e08-bdca-1fedcf611bfb"><enum>(7)</enum><text display-inline="yes-display-inline">Applied research to identify adaptation strategies for species impacted by changes in ocean chemistry including vegetation-based systems, shell recycling, species and genetic diversity, applied technologies, aquaculture methodologies, and management recommendations.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="idfd4a3d31997a41faba820dbe04d13e14"><enum>(c)</enum><header>Revised strategic research plan</header><text>Not later than one year after the date of the enactment of this Act, the Joint Subcommittee on Ocean Science and Technology of the National Science and Technology Council shall submit to Congress a revised strategic research plan under section 12405 of the Federal Ocean Acidification Research And Monitoring Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3704">33 U.S.C. 3704</external-xref>) that includes the matters required by the amendments made by this section.</text>
 </subsection></section><section commented="no" display-inline="no-display-inline" id="id5a41ba17-5a81-4631-ba7e-d46d080d90ef" section-type="subsequent-section"><enum>111.</enum><header display-inline="yes-display-inline">Stakeholder input on monitoring</header><text display-inline="no-display-inline">Section 12406(a) of the Federal Ocean Acidification Research And Monitoring Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3705">33 U.S.C. 3705(a)</external-xref>) is amended—</text>

 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8927d86d-beb9-4ef6-bbcb-e53117d4d581"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="id2c56c53c-785a-4f7e-8065-26ac57f043ad" style="OLC"> <paragraph commented="no" display-inline="no-display-inline" id="id0e45ee39-1c90-45c1-8949-023f6487bcf7"><enum>(4)</enum><text display-inline="yes-display-inline">includes an ongoing mechanism that allows industry, coastal stakeholders, fishery management councils and commissions, non-Federal resource managers, and scientific experts to provide input on monitoring needs that are necessary to support on the ground management, decision making, and adaptation related to ocean acidification.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section commented="no" display-inline="no-display-inline" id="ida7805771-8543-43ea-82e3-30d6073b9292" section-type="subsequent-section"><enum>112.</enum><header display-inline="yes-display-inline">Research activities</header><text display-inline="no-display-inline">Section 12407(a) of the Federal Ocean Acidification Research And Monitoring Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3706">33 U.S.C. 3706(a)</external-xref>) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="id8365a7af-0101-425f-b325-10d5234c192f" style="OLC">
 <subsection commented="no" display-inline="no-display-inline" id="iddae1c850-d81d-4002-96b0-a9b1d14f2dee"><enum>(a)</enum><header display-inline="yes-display-inline">Research activities</header><text display-inline="yes-display-inline">The Director of the National Science Foundation shall continue to carry out research activities on ocean acidification which shall support competitive, merit-based, peer-reviewed proposals for research, observation, and monitoring of ocean acidification and its impacts, including—</text>
 <paragraph commented="no" display-inline="no-display-inline" id="idcc2f69e8-d185-4f0a-9389-387490223aca"><enum>(1)</enum><text display-inline="yes-display-inline">impacts on marine organisms, including species cultured for aquaculture, and marine ecosystems;</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id065b5620-1bbf-407b-aa84-02745cf2bc96"><enum>(2)</enum><text display-inline="yes-display-inline">impacts on ocean, coastal, and estuarine biogeochemistry;</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5e5f6943-14d0-4b88-a923-d35c88aff10b"><enum>(3)</enum><text display-inline="yes-display-inline">the development of methodologies and technologies to evaluate ocean acidification and its impacts; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0a490d26-78b2-4de6-ab70-4554adf38223"><enum>(4)</enum><text display-inline="yes-display-inline">impacts of multiple stressors on ecosystems exhibiting hypoxia, harmful algal blooms, or sediment delivery, combined with changes in ocean chemistry.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="id6B30F8A7275E48AEAF51F9E24C6EDD62" style="OLC"><enum>II</enum><header>Named Storm Event Model and post-storm assessments</header>
			<section id="id457AA09FBBD04E3EB7A04D2732C7E0E3"><enum>201.</enum><header>Named Storm Event Model and post-storm assessments</header>
 <subsection id="idada2fc55-7e0c-494d-a65f-e882afb99ce2"><enum>(a)</enum><header>Amendments to the Omnibus Public Land Management Act of 2009</header><text>Section 12312 of the Omnibus Public Land Management Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/33/3611">33 U.S.C. 3611</external-xref>) is amended—</text> <paragraph id="idb5b55651-eb5f-4f62-b708-71f1c0839f99"><enum>(1)</enum><text>in subsection (a)—</text>
 <subparagraph id="id408f2d3739b74e468d13fa17c9f7acb7"><enum>(A)</enum><text>in paragraph (2), by striking the period at the end and inserting the following: <quote>, except that the term shall not apply with respect to a State or territory that has an operational wind and flood loss allocation system.</quote>;</text>
 </subparagraph><subparagraph id="idaeec1c58-2a13-4dbd-9563-dc9d18e267bc"><enum>(B)</enum><text>in paragraph (6), by inserting <quote>sustained</quote> before <quote>winds</quote>; and</text> </subparagraph><subparagraph id="id16a6ed90-5abd-43f2-9cb5-39ea372c61d6"><enum>(C)</enum><text>in paragraph (7), by striking <quote>that threaten any portion of a coastal State</quote> and inserting <quote>for which post-storm assessments are conducted</quote>;</text>
 </subparagraph></paragraph><paragraph id="id963cc01b-78cd-451c-a72f-3bec34ad816e"><enum>(2)</enum><text>in subsection (b)—</text> <subparagraph id="id4c4a9fe3-c583-452a-a3d3-dcfe655f7dad"><enum>(A)</enum><text>in paragraph (1)—</text>
 <clause id="id9ce84e24-b68f-4400-a1de-dcbf2b42c416"><enum>(i)</enum><text>in subparagraph (A)—</text> <subclause id="id26648592-1c0c-42b2-8030-60adff36aadb"><enum>(I)</enum><text>by striking <quote>540 days after the date of the enactment of the Consumer Option for an Alternative System to Allocate Losses Act of 2012</quote> and inserting <quote>December 31, 2019</quote>; and</text>

 </clause></subparagraph><subparagraph id="id90397459-4df1-4ca7-b12c-3c0a1db9e8bc"><enum>(B)</enum><text>in paragraph (2)—</text> <clause id="idadabe9e5-0ecc-484e-b2c8-efdf99edd6c7"><enum>(i)</enum><text>by redesignating subparagraphs (B) and (C) as subparagraphs (D) and (E), respectively;</text>
 </clause><clause id="id43d13061-cef1-4ecb-892f-ea5e1921dcb1"><enum>(ii)</enum><text>by inserting after subparagraph (A) the following:</text> <quoted-block act-name="" id="id55a8d860-ae4d-4dfb-94c0-dd38678ee51f" style="OLC"> <subparagraph id="idc777082c-c1e7-42ab-b2fe-f78ad9dff0ce"><enum>(B)</enum><header>Data collection</header> <clause id="idc81a17eb-e69c-4b6a-b0b1-2f0e19e5fc24"><enum>(i)</enum><header>In general</header><text>Upon identification of a named storm under subparagraph (A), and pursuant to the protocol established under subsection (c), the Administrator may deploy sensors to enhance the collection of covered data in the areas in coastal States that the Administrator determines are at the highest risk of experiencing geophysical events that would cause indeterminate losses.</text>
 </clause><clause id="id0e5afce1-57ed-4a7f-b7ef-4755f81c792a"><enum>(ii)</enum><header>Rule of construction</header><text>If the Administrator takes action under clause (i), that action may not be construed as indicating that a post-storm assessment will be developed for any coastal State in which that action is taken.</text>
 </clause></subparagraph><subparagraph id="id5b7123c9-a86d-46c3-ba0b-ab466816d40f"><enum>(C)</enum><header>Identification of indeterminate losses in coastal States</header><text>Not later than 30 days after the first date on which sustained winds of not less than 39 miles per hour are measured in a coastal State during a named storm identified under subparagraph (A), the Secretary of Homeland Security shall notify the Administrator with respect to the existence of any indeterminate losses in that coastal State resulting from that named storm.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </clause><clause id="id799e4bce-4b54-4ad6-9ad2-560dfe0eeb92"><enum>(iii)</enum><text>in subparagraph (D), as so redesignated—</text> <subclause id="ida3a36a92-c66e-498a-91db-4acf5519477a"><enum>(I)</enum><text>by striking <quote>identification of a named storm under subparagraph (A)</quote> and inserting <quote>confirmation of indeterminate losses identified under subparagraph (C) with respect to a named storm</quote>; and</text>
 </subclause><subclause id="id3fedb848-c71c-4209-aedc-ad93cab59ea6"><enum>(II)</enum><text>by striking <quote>assessment for such named storm</quote> and inserting <quote>assessment for each coastal State that suffered such indeterminate losses as a result of the named storm</quote>;</text>
 </subclause></clause><clause id="id506f30a2-23cd-4128-9214-a71edfaab323"><enum>(iv)</enum><text>in subparagraph (E), as so redesignated—</text> <subclause id="id4cbb91f2-3249-4222-8676-b92325188d60"><enum>(I)</enum><text>by striking <quote>an identification of a named storm is made under subparagraph (A)</quote> and inserting <quote>any indeterminate losses are identified under subparagraph (C)</quote>; and</text>
 </subclause><subclause id="id0492bac6-6fc2-4303-bf5f-698e8105ed05"><enum>(II)</enum><text>by striking <quote>for such storm under subparagraph (B)</quote> and inserting <quote>under subparagraph (D) for any coastal State that suffered such indeterminate losses</quote>; and</text> </subclause></clause><clause id="id431e24e6-b12f-408a-97c9-ae48e191938c"><enum>(v)</enum><text>by adding at the end the following:</text>

									<subparagraph id="id5cbc4308-53f7-4d4c-9f01-30a672056f81"><enum>(F)</enum><header>Separate post-storm assessments for a single named storm</header>
 <clause id="idc2624d8c-8ff6-4ddd-99e1-aed0c225cfcd"><enum>(i)</enum><header>In general</header><text>The Administrator may conduct a separate post-storm assessment for each coastal State in which indeterminate losses are identified under subparagraph (C).</text>
 </clause><clause id="ida59babd4-54b6-4354-8d5d-d44d52df4004"><enum>(ii)</enum><header>Timeline</header><text>If the Administrator conducts a separate post-storm assessment under clause (i), the Administrator shall complete the assessment based on the dates of actions that the Administrator takes under subparagraphs (C) and (D).</text></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </clause></subparagraph></paragraph><paragraph id="id4286d895-b4c4-4c1b-a1f4-2b6d64686b4f"><enum>(3)</enum><text>in subsection (c)—</text> <subparagraph id="id6bed8db1-e9f6-4d49-ae43-cad480e2adac"><enum>(A)</enum><text>in paragraph (1), by striking <quote>540 days after the date of the enactment of the Consumer Option for an Alternative System to Allocate Losses Act of 2012</quote> and inserting <quote>December 31, 2019</quote>;</text>
 </subparagraph><subparagraph id="iddaa3e34d-7ec2-4bec-92b5-3572bad7cb32"><enum>(B)</enum><text>in paragraph (2), by inserting <quote>, in the discretion of the Administrator,</quote> after <quote>of sensors as may</quote>; and</text> </subparagraph><subparagraph id="id67af26f0-fc06-473b-9c12-71c4add35151"><enum>(C)</enum><text>in paragraph (4)(B), by inserting <quote>and expend</quote> after <quote>receive</quote>.</text>
 </subparagraph></paragraph></subsection><subsection id="id7D181AE719B445B99394995B77B83FE1"><enum>(b)</enum><header>Amendments to the National Flood Insurance Act of 1968</header><text>Section 1337 of the National Flood Insurance Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/4057">42 U.S.C. 4057</external-xref>) is amended—</text> <paragraph id="id3779E015D488486881F16B0824D1EF36"><enum>(1)</enum><text>in subsection (a)—</text>
 <subparagraph id="idDAFF657FC25B4A2289C486F8EF53D1C5"><enum>(A)</enum><text>in paragraph (3), by striking the period at the end and inserting the following: <quote>, except that the term shall not apply with respect to a State or territory that has an operational wind and flood loss allocation system.</quote>; and</text>
 </subparagraph><subparagraph id="id53519711708041B1A3FED83D3EACB093"><enum>(B)</enum><text>in paragraph (5), by inserting <quote>sustained</quote> after <quote>maximum</quote>;</text> </subparagraph></paragraph><paragraph id="id3C61BB021A92419CB5206146D0A6A881"><enum>(2)</enum><text>in subsection (b)—</text>
 <subparagraph commented="no" id="id308FD45077D648F1A2C2077E8705C14B"><enum>(A)</enum><text>in paragraph (1), by striking <quote>establish by rule</quote> and inserting <quote>publish for comment in the Federal Register</quote>; and</text> </subparagraph><subparagraph id="idB8504C0FCE884A2DB3310D07506D27F9"><enum>(B)</enum><text>in paragraph (2)(B), by inserting after <quote>Elevation Certificate</quote> the following: <quote>, or other data or information used to determine a property's current risk of flood, as determined by the Administrator,</quote>;</text>
 </subparagraph></paragraph><paragraph id="id722D71C6251245B1A0170C70FF1214BE"><enum>(3)</enum><text>in subsection (c)(3)(A)(i), by striking <quote>the issuance of the rule establishing the COASTAL Formula</quote> and inserting <quote>publication of the COASTAL Formula in the Federal Register as required by subsection (b)(1)</quote>;</text> </paragraph><paragraph id="id13E95DE117E040E3BAE83055AC0C4B8B"><enum>(4)</enum><text>in subsection (h)—</text>
 <subparagraph id="id62DCED5AD1DC4DE291509BE1BFB4C23F"><enum>(A)</enum><text>by inserting <quote>that issues a standard flood insurance policy under the national flood insurance program</quote> after <quote>company</quote>; and</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC7DC6CDE33F34618A13D623D957343AC"><enum>(B)</enum><text>by striking <quote>or the COASTAL Formula</quote> and inserting <quote>, the COASTAL Formula, or any other loss allocation or post-storm assessment arising under the laws or ordinances of any State</quote>;</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id45F13DEF2FC6432797A5D297702C6BD4"><enum>(5)</enum><text>in subsection (i), by striking <quote>after the date on which the Administrator issues the rule establishing the COASTAL Formula under subsection (b)</quote> and inserting <quote>60 days after publication of the COASTAL Formula in the Federal Register as required by subsection (b)(1)</quote>; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4935A7081D0840E682ED3116A83F0D15"><enum>(6)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="idE5098A4AC0714ED9B70B8A3067E98F16" style="OLC"> <subsection commented="no" display-inline="no-display-inline" id="id4E521B220CD947168C3D2C56D9CDD082"><enum>(k)</enum><header>Rule of construction</header><text>Nothing in this section shall be construed to create a cause of action under this Act.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection></section></title><title id="idF3A4C3AA501E422E8B71455E93250577" style="OLC"><enum>III</enum><header>Water prediction and forecasting</header>
			<section id="idf5b9158958964a11b36354a75cb81f76"><enum>301.</enum><header>Water prediction and forecasting</header>
				<subsection id="ide07d917b7a864823b7c36807d6809b21"><enum>(a)</enum><header>National Water Center</header>
					<paragraph id="id91223309bdcf4874a934454b3a2efea6"><enum>(1)</enum><header>Establishment</header>
 <subparagraph id="id5C7262DEAEA84A938C3D1E7B398D30D7"><enum>(A)</enum><header>In general</header><text>The Under Secretary of Commerce for Oceans and Atmosphere shall establish a center—</text> <clause id="idE03CB55DC9424F50B923AD32B439A576"><enum>(i)</enum><text>to serve as the research and operational center of excellence for hydrologic analyses, forecasting, and related decision support services within the National Oceanic and Atmospheric Administration and the National Weather Service; and</text>
 </clause><clause id="id8CBFC6E800BB46B6BB7A8E34291913DE"><enum>(ii)</enum><text>to facilitate collaboration across Federal and State departments and agencies, academia, and the private sector on matters relating to water resources.</text>
 </clause></subparagraph><subparagraph id="id77C7E642DCFE4777B21A5A6CDD263A77"><enum>(B)</enum><header>Designation</header><text>The center established under subparagraph (A) shall be known as the <quote>National Water Center</quote>.</text> </subparagraph></paragraph><paragraph id="id70360fbbd5ed41b8a4e6b385c5d50e99"><enum>(2)</enum><header>Functions</header><text>The functions of the National Water Center shall include the following:</text>
 <subparagraph id="id100ac27fcba74699a857a04a9a2b1b73"><enum>(A)</enum><text>Improving understanding of water resources, stakeholder needs regarding water resources, and identifying science and services gaps relating to water resources.</text>
 </subparagraph><subparagraph id="id8b545771aa9248529d1a7c76faa0fd86"><enum>(B)</enum><text>Developing and implementing advanced water resources modeling capabilities.</text> </subparagraph><subparagraph id="id51edff3743424cb7a2d12239a9c1ea59"><enum>(C)</enum><text>Facilitating the transition of hydrologic research into operations.</text>
 </subparagraph><subparagraph id="idcc77e2cb4be34a37903aaa10e3693e54"><enum>(D)</enum><text>Delivering analyses, forecasts, and inundation information and guidance for all hydrologic events in the United States, including flash flooding, riverine flooding, and water resources outlooks.</text>
 </subparagraph><subparagraph id="id6f40228987ab4ef4b68dd476d59d0f8d"><enum>(E)</enum><text>In coordination with warning coordination meteorologists, providing decision-support services to inform emergency management and water resources decisions.</text>
						</subparagraph></paragraph></subsection><subsection id="id7b913d110bf74a43a4543c0b1e4d92c3"><enum>(b)</enum><header>National instructions</header>
 <paragraph id="ideb5904c7e7dc42f68d1c0aa64107abfe"><enum>(1)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, the Under Secretary, acting through the Director of the National Weather Service, shall make public an operations and services policy directive for the National Water Center.</text>
 </paragraph><paragraph id="id245b41a1996045178673cafa191e2c65"><enum>(2)</enum><header>Contents</header><text>The directive required by paragraph (1) shall include national instructions to perform the functions of the National Water Center, including the following:</text>
 <subparagraph id="id085e33f75ba843f7af8a77646d1dc60a"><enum>(A)</enum><text>Operational staff responsibilities.</text> </subparagraph><subparagraph id="id09f604913d274b2c83e0d7f3e41f10af"><enum>(B)</enum><text>Guidelines for content, format, and provision of hydrologic and inundation products developed by the National Water Center.</text>
 </subparagraph><subparagraph id="id16b6300c80eb41da9db53c29a3e8cedd"><enum>(C)</enum><text>Procedures for cooperation and coordination between the National Water Center, the National Weather Service National Centers for Environmental Prediction, National Weather Service River Forecast Centers, and National Weather Service Weather Forecast Offices.</text>
 </subparagraph></paragraph></subsection><subsection id="id72e28466ec85404db93a87658b1c9365"><enum>(c)</enum><header>Total water prediction</header><text>The Under Secretary, acting through the Director of the Office of Water Prediction of the National Weather Service, shall—</text>
 <paragraph id="idfaa2a6962c654016a87bfff9ac11e677"><enum>(1)</enum><text>initiate and lead research and development activities to develop operational water resource prediction and related decision support products;</text>
 </paragraph><paragraph id="idec89842e97524db7b08b0f2509f534da"><enum>(2)</enum><text>collaborate with, and provide decision support regarding total water prediction to—</text> <subparagraph id="ida3bf2e721d1a400cb091d59d264356c8"><enum>(A)</enum><text>the relevant Federal agencies represented on the National Science and Technology Council, Committee on Environment, Natural Resources, and Sustainability and the Subcommittee on Disaster Reduction;</text>
 </subparagraph><subparagraph id="id91c6c210809248148cb0616aee3cdcfb"><enum>(B)</enum><text>State water resource agencies; and</text> </subparagraph><subparagraph id="ide7a018e07800486a84e7e0f5acf3eb1b"><enum>(C)</enum><text>State and local emergency management agencies; and</text>
 </subparagraph></paragraph><paragraph id="id4d845e0cd416488582958ae5ee0a1fd9"><enum>(3)</enum><text>in carrying out the responsibilities described in paragraphs (1) and (2), collaboratively develop capabilities necessary for total water predictive capacity, including observations, modeling, data management, supercomputing, social science, and communications.</text>
 </paragraph></subsection><subsection id="id9f227cd52cdd4035b48ed33bfbeee824"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out the activities under this section amounts as follows:</text>
 <paragraph id="idc29aaca5171a47aabad290b05cbe7e91"><enum>(1)</enum><text>$44,000,000 for fiscal year 2020.</text> </paragraph><paragraph id="idbcb1f4c54bb64a49a1d1fa3ec333bf6f"><enum>(2)</enum><text>$44,500,000 for fiscal year 2021.</text>
 </paragraph><paragraph id="idb7f82fce5740436c9ea44f6dd3ee8d91"><enum>(3)</enum><text>$45,000,000 for fiscal year 2022.</text> </paragraph><paragraph id="idda6dae4900ff42a08087e4858769cb19"><enum>(4)</enum><text>$45,500,000 for fiscal year 2023.</text>
 </paragraph><paragraph id="id4b347b2096904c85a733954bc855abb2"><enum>(5)</enum><text>$46,000,000 for fiscal year 2024.</text> </paragraph></subsection><subsection id="ida9cb403d86414648b90c7f8e49cb2518"><enum>(e)</enum><header>Derivation of funds</header><text>Amounts made available to carry out this section shall be derived from amounts appropriated or otherwise made available to the National Weather Service and the National Ocean Service.</text>
