		  <quote><short-title>United States Semiquincentennial Commission Amendments Act of 2020</short-title></quote>.</text></section><section id="id09402bf0183349be93e8255bd0da606e"><enum>2.</enum><header>United States Semiquincentennial Commission</header><subsection id="id14B22B2DD69745C7B4A02CEA3D789E5B"><enum>(a)</enum><header>Establishment of Commission</header><text>Section 4 of the United States Semiquincentennial Commission Act of 2016 (Public Law 114–196; 130 Stat. 685) is amended—</text><paragraph id="id28569F5BFEA34CF28099EB5BC16AB03F"><enum>(1)</enum><text>in subsection (b)(4), by striking subparagraph (I) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idD782CE8CF2504A5A8E5D74CBEF2DA4A1"><subparagraph id="id87B37CA752CF4DDEBE2C3CD03328860F"><enum>(I)</enum><text>The Chairperson of the National Endowment for the Arts.</text></subparagraph><subparagraph id="id9B01CA22E630443A978F37AC7F951ED1"><enum>(J)</enum><text>The Chairperson of the National Endowment for the Humanities.</text></subparagraph><subparagraph id="idd3eab1a65c0446cc91c104a3ec02df7e"><enum>(K)</enum><text>The Director of the Institute of Museum and Library Services.</text></subparagraph><subparagraph id="id85F9E8BBFF7A4FA282FAA9F83E3A2D37"><enum>(L)</enum><clause commented="no" display-inline="yes-display-inline" id="id08F204DB8A334B60BFA4DEAB30619D9C"><enum>(i)</enum><text>The Chief Justice of the United States; or</text></clause><clause id="id7DCA9EC32FFE476EA3A7B01109C75A03" indent="up1"><enum>(ii)</enum><text>an Associate Justice or former Associate Justice appointed by the Chief Justice of the United States.</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="idCFB2033DC0D44DDEA022C038B0CC6233"><enum>(2)</enum><text>in subsection (c), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA822EF3BA62547ABB2B80706AC522076"><paragraph id="idBBC6F3FE80C24F879FA0C80DB2A6A696"><enum>(3)</enum><header>Removal of members who are private citizens</header><text>On an affirmative vote of  not less than <fraction>2/3</fraction> of the members of the Commission, the Commission may remove a member of the Commission appointed under subsection (b)(3).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="idFAD637DA0E5846E28F3D2F832B09EF90"><enum>(3)</enum><text>in subsection (d)—</text><subparagraph id="id7848E9F27D52428F8A5C0A769049EBD2"><enum>(A)</enum><text>by striking <quote>All meetings</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idE650922B42494E2FAE54C1B8087A9886"><paragraph id="idCFA0E3D91CC1439EA94DC0758808048B"><enum>(1)</enum><header>Location of first meeting</header><text>The first meeting</text></paragraph><after-quoted-block>; and </after-quoted-block></quoted-block></subparagraph><subparagraph id="id7D5B545E10674E88B796F5DB564EFA95"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idB67799B8B6DF47589555404C43B902E4"><paragraph id="id1EE375ABE81C45BF84671A5E754379BB"><enum>(2)</enum><header>Location of subsequent meetings</header><text>At least 1 meeting of the Commission each year shall be held in Philadelphia, Pennsylvania.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="id07d3ca43ecb549a6ac8b568af40d4bf7"><enum>(b)</enum><header>Duties</header><text>Section 5(c)(1)  of the United States Semiquincentennial Commission Act of 2016 (Public Law 114–196; 130 Stat. 687) is amended by striking <quote>2 years after the date of enactment of this Act</quote> and inserting <quote>March 31, 2020</quote>.</text></subsection><subsection id="id894764059db841048e7084d8bd49e195"><enum>(c)</enum><header>Coordination</header><text>Section 6(b) of the United States Semiquincentennial Commission Act of 2016 (Public Law 114–196; 130 Stat. 689) is amended—</text><paragraph id="id86A4CA578E7D4E88872E7148FE37386B"><enum>(1)</enum><text>in paragraph (3)(A), by striking <quote>presiding officer of the Federal Council on the Arts and the Humanities, the Chairperson of the National Endowment for the Arts, and the Chairperson of the National Endowment for the Humanities</quote> and inserting <quote>Chairperson of the National Endowment for the Arts, the Chairperson of the National Endowment for the Humanities, and the Director of the Institute of Museum and Library Services</quote>; and  </text></paragraph><paragraph id="id617D1E856B8F419E8A18DCC6E88E3C19"><enum>(2)</enum><text>in paragraph (4), in the matter preceding subparagraph (A), by inserting <quote>and other</quote> after <quote>founding</quote>.</text></paragraph></subsection><subsection id="idce8417b58df34f518933caff4e02db08"><enum>(d)</enum><header>Expenditures of commission</header><text display-inline="yes-display-inline">Section 9 of the United States Semiquincentennial Commission Act of 2016 (Public Law 114–196; 130 Stat. 691) is amended—</text><paragraph id="id79DBD6A48C7F4A78B9290094B96B5601"><enum>(1)</enum><text display-inline="yes-display-inline">by striking subsection (a) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idEA901D354B9345E2A7856A184A1A44BE"><subsection id="id21781cd019434c0f8a44c4d112acd9ae"><enum>(a)</enum><header>In general</header><text>All expenditures of the Commission shall be made from donations, earned income, and any funds made available to carry out this Act under subsection (g).</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="idacd32af8fd0e4d6aa313083bdf24aef2"><enum>(2)</enum><text>in subsection (d),  by striking “Once each year during the period beginning on the date of enactment of this Act” and inserting “Annually during the period beginning 1 year after the Commission submits the report to the  President under section 5(c)(1)”; and </text></paragraph><paragraph id="idDAE927DFE5AC478884D3AA57E4B21807"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idC736CBA7ABB3422289F2726B97B3C90D"><subsection id="idbc2a6198adfb422b94ae528cb3f6eb5e"><enum>(e)</enum><header>Intellectual property protections</header><text>The Commission shall have the sole power to authorize, license, and, as applicable, derive income from, the usage of official marks,  imprimaturs, products, and logos of the Commission and the official United States Semiquincentennial activities  sponsored or cosponsored by the Commission. </text></subsection><subsection id="id8d7b182ea6844dffb4142da70b90dc97"><enum>(f)</enum><header>Enforcement</header><paragraph id="id9F12995987A7492AAE1871E7B61EC5DA"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), except as authorized under rules and regulations officially issued  by the Commission, any person who knowingly manufactures, reproduces, or uses any logo, symbol, or mark  originated under authority of, and certified by, in accordance with paragraph (2), the Commission or the secretariat of the Commission described in subsection (b) for  use in connection with the commemoration of the United States Semiquincentennial, or any facsimile of the logo, symbol, or mark,  or holds out to the public objects in a manner to suggest any  logo, symbol, or  mark not officially authorized by the Commission or the secretariat of the Commission, shall be fined  not more than $1,000 for each unauthorized use,  imprisoned for not more than 1 year, or  both.</text></paragraph><paragraph id="idF9E93900C8EC485F9500D33E50658EA8"><enum>(2)</enum><header>Applicability date</header><text>The requirements of paragraph (1) shall apply beginning on the date of publication in the Federal Register of  notice of certification by the Commission or secretariat of the Commission with respect to a logo, symbol, or mark. </text></paragraph></subsection><subsection id="idDAFB103A9DE9456192414D705C905B79"><enum>(g)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated such sums as are necessary to carry out this Act.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
