which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Scientific and Advanced-Technology Act of 1992 to further support advanced technological manufacturing, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Advanced Technological Manufacturing Act</short-title></quote>.</text></section><section id="idffc15876fa484f6bb64184aa59e0bcc9"><enum>2.</enum><header>Harnessing our Nation’s research potential</header><subsection id="idd149c57ffc3842dab676cbe6249fdfed"><enum>(a)</enum><header>Establishment</header><text>The Director of the National Science Foundation shall conduct multiple pilot programs within the Foundation to expand the number of institutions of higher education (including such institutions that are community colleges), and other eligible entities that the Director determines appropriate, that are able to successfully compete for National Science Foundation grants.</text></subsection><subsection id="idd0e7165167e64160bcacbd05aaaf97f4" commented="no"><enum>(b)</enum><header>Components</header><text>Each pilot program described in subsection (a) shall include at least one of the following elements:</text><paragraph id="id408b723f07f64386aef40ea1658f8f2d" commented="no"><enum>(1)</enum><text>A mentorship program.</text></paragraph><paragraph id="idb212d3db3ea0437cb2b53160677017c9" commented="no"><enum>(2)</enum><text>Grant writing technical assistance.</text></paragraph><paragraph id="idcd50da6125eb4163815706570370160a" commented="no"><enum>(3)</enum><text>Targeted outreach.</text></paragraph><paragraph id="ida5184d31975c4a29a6a5392c15cdcb77" commented="no"><enum>(4)</enum><text>Programmatic support or solutions for institutions or entities that do not have an experienced grant management office.</text></paragraph><paragraph id="id2f648f8d69a7458e8468e73d948315d6" commented="no"><enum>(5)</enum><text>Appropriate reduction of administrative burdens.</text></paragraph><paragraph id="id3054e776f929412899dcf3556ac22752" commented="no"><enum>(6)</enum><text>An increase in the number of grant reviewers from institutions of higher education that have not traditionally received funds from the National Science Foundation.</text></paragraph></subsection><subsection id="idc0e9c7bb61414239bc05a5da91efb597"><enum>(c)</enum><header>Agency-Wide programs</header><text>Not later than 5 years after the date of enactment of this Act, the Director of the National Science Foundation shall—</text><paragraph id="id834A877149EB4DCF8F23FAFA03BA6C43"><enum>(1)</enum><text>review the results of the pilot programs described in subsection (a); and </text></paragraph><paragraph id="id2EB3F1F88D1E4941823367F09420CBF9"><enum>(2)</enum><text>include agency-wide best practices from the pilot programs when implementing the criteria required under section 203(c) of the Academic Research Facilities Modernization Act of 1988 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862b">42 U.S.C. 1862b(c)</external-xref>).</text></paragraph></subsection><subsection id="idcd3f53443c93451d94686bcaee0c2d94" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header>Institution of higher education</header><text>In this section, the term <term>institution of higher education</term> has the meaning given the term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>). </text></subsection></section><section id="idC5E37DD6508C4BBD99C8DE2FD8769700"><enum>3.</enum><header>Advanced scientific and technical manufacturing</header><subsection id="id2D86DECA5BD0414E9E926FB45111A064"><enum>(a)</enum><header>Findings and purpose</header><text>Section 2 of the Scientific and Advanced-Technology Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862h">42 U.S.C. 1862h</external-xref>) is amended—</text><paragraph id="idC4D72DC135F142F095BAB0049B8F77D3"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="id23DB9B66AFED4968A596152BCC3C2B61"><enum>(A)</enum><text>in paragraph (3), by striking <quote>science, mathematics, and technology</quote> and inserting <quote>science, technology, engineering, and mathematics or STEM</quote>;</text></subparagraph><subparagraph id="id54B64283CB314C3A8CCF4818F3EB55A0"><enum>(B)</enum><text>in paragraph (4), by striking <quote>trained</quote> and inserting <quote>educated</quote>; and</text></subparagraph><subparagraph id="id91C16AC892EE45529A7F7B33BB82AD5F" commented="no"><enum>(C)</enum><text>in paragraph (5), by striking <quote>scientific and technical education and training</quote> and inserting <quote>STEM education and training</quote>; and</text></subparagraph></paragraph><paragraph commented="no" id="idFC49173E214645A6A8C45480D28990BE"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph commented="no" id="id997A9A81270C4A5A88B33E1B2FFED846"><enum>(A)</enum><text>in paragraph (2), by striking <quote>mathematics and science</quote> and inserting <quote>STEM fields</quote>; and</text></subparagraph><subparagraph commented="no" id="id6CAFCD37288E4A13B60A5F8EB1276884"><enum>(B)</enum><text>in paragraph (4), by striking <quote>mathematics and science instruction</quote> and inserting <quote>STEM instruction</quote>.</text></subparagraph></paragraph></subsection><subsection id="idC8DEDC3F5D9145BFAE2FC9DB47CE5C4A"><enum>(b)</enum><header>Modernizing references to STEM</header><text display-inline="yes-display-inline">Section 3 of the Scientific and Advanced-Technology Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862i">42 U.S.C. 1862i</external-xref>) is amended—</text><paragraph id="idD56782D98AA048659D01788B45D78286"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text style="OLC" level="section">Scientific and technical education</header-in-text></quote> and inserting <quote><header-in-text style="OLC" level="section">STEM education</header-in-text></quote>;</text></paragraph><paragraph id="idF7B5AB8B446A4E79BED5D9851D3BF4F5"><enum>(2)</enum><text>in subsection (a)—</text><subparagraph id="id9047893266F140F2B520654C1B9A08C6"><enum>(A)</enum><text>in the subsection heading, by striking <quote><header-in-text style="OLC" level="subsection">scientific and technical education</header-in-text></quote> and inserting <quote><header-in-text style="OLC" level="subsection">STEM education</header-in-text></quote>;</text></subparagraph><subparagraph id="id18B1DD62E69544EFA6092905C4779C1B"><enum>(B)</enum><text>in the matter preceding paragraph (1)—</text><clause id="id34AE04DC052F43EC84B5A61EDEA7566B"><enum>(i)</enum><text>by striking <quote>core education courses in science and mathematics</quote> and inserting <quote>core education courses in STEM fields</quote>; and</text></subclause><subclause id="id630B31A776CF461FB5DCAAB3B9BC9DE4"><enum>(III)</enum><text>in clause (ii), by striking <quote>courses at the bachelor-degree-granting institution</quote> and inserting <quote>the career and educational pathways supported by the articulation agreements</quote>; </text></subclause></clause><clause id="id2C5B8FD999274BCA95D1CDD1C9E37D08"><enum>(ii)</enum><text>in subparagraph (B)—</text><subclause id="idEBA652B10E414364928259A541031102"><enum>(I)</enum><text>in clause (i), by inserting <quote>veterans and individuals engaged in</quote> before <quote>work in the home</quote>; </text></subclause><subclause id="id07378696DDF54C208A58CD569C0E7916"><enum>(II)</enum><text>in clause (iii)—</text><item id="id949FDEB48DC74052AEBDDF1D026539CC"><enum>(aa)</enum><text>by striking <quote>bachelor's-degree-granting institutions</quote> and inserting <quote>institutions or work sites</quote>; and</text></clause><clause id="idB30D6A6966CC4C49B8860382301DCF61"><enum>(iv)</enum><text>by striking <quote>agreements with local educational agencies</quote> and inserting <quote>articulation agreements or dual credit courses with local secondary schools</quote>; and</text></clause></subparagraph><subparagraph id="idCB658A8C2E6A4C1E84AFE2D1BD1703B0"><enum>(C)</enum><text>by striking paragraph (3) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id640066E590A545F19DAACED390BF34AD"><paragraph id="idd74a5787861c40698425296b98c97ded"><enum>(3)</enum><header>Mentor training grants</header><text>The Director shall establish a program to encourage and make grants available to institutions of higher education that award associate degrees to recruit and train individuals from STEM fields to mentor students who are described in section 33 or 34 of the Science and Engineering Equal Opportunities Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1885a">42 U.S.C. 1885a</external-xref> or 1885b) in order to assist those students in identifying, qualifying for, and entering higher-paying technical jobs in those fields.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="id437EB14DF7F0498DBFE494E4F0A98F7A"><enum>(5)</enum><text>in subsection (g), by striking the second sentence;</text></paragraph><paragraph id="id4227252511754DE695503D61841712EA"><enum>(6)</enum><text>in subsection (i)—</text><subparagraph id="id13DA601A41864FB7AAB2A0631D1361EA"><enum>(A)</enum><text>by striking paragraph (3); and</text></subparagraph><subparagraph id="id2D678E3FC3694FD9B70AB6F2B7FCB559"><enum>(B)</enum><text>by redesignating paragraphs (4) and (5) as paragraphs (3) and (4), respectively; and</text></subparagraph></paragraph><paragraph id="idE3AEC60686F948ED9CAD3326DC4C44F1"><enum>(7)</enum><text>in subsection (j)—</text><subparagraph id="idAE748031963643C18BEC75BE51462847"><enum>(A)</enum><text>by striking paragraph (1) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id3F595AC0BAB04764B86A77A7E6B669BF"><paragraph id="id6a9bb8fc420347ca98cbabb9be1b7e62"><enum>(1)</enum><text>the term <term>advanced-technology</term> includes technological fields such as advanced manufacturing, agricultural-, biological- and chemical-technologies, energy and environmental technologies, engineering technologies, information technologies, micro- and nano-technologies, cybersecurity technologies, geo­spa­tial technologies, and new, emerging technology areas;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="idE0B6C473AC9545F2B88BCDB43955938D"><enum>(B)</enum><text>by striking paragraph (2) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id167286B839294B1CA490563A613BD9A5"><paragraph id="idD992552443384244A91EAD390D5AC6C7"><enum>(2)</enum><text>the term <term>associate-degree-granting college</term> means an institution of higher education (as defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)) that offers a 2-year associate-degree program or 2-year certificate program;</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="idB248CE69EC0047248AA89725370FFE8E"><enum>(C)</enum><text>in paragraph (3), by striking <quote>as determined under section 101 of the Higher Education Act of 1965</quote> and inserting <quote>as defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)</quote>;</text></subparagraph><subparagraph id="id1AD858B7BF9E41CDA8D1416B0187752B"><enum>(D)</enum><text>in paragraph (4), by striking <quote>separate bachelor-degree-granting institutions</quote> and inserting <quote>other entities</quote>; </text></subparagraph><subparagraph id="idB541D4360FB74F2FA7992E45B6E53F32"><enum>(E)</enum><text>by striking paragraph (7); </text></subparagraph><subparagraph id="id096992A044DE45BCB5BEECB77EC56165"><enum>(F)</enum><text>by redesignating paragraphs (8) and (9) as paragraphs (7) and (8), respectively; and </text></subparagraph><subparagraph id="id3B70C869F0D54234AF51051F9BF721E4"><enum>(G)</enum><text>in paragraph (8), as redesignated by subparagraph (F)—</text><clause id="idD20BA4460FE54F65B5F8289EE5A087DB"><enum>(i)</enum><text>by striking <quote>mathematics, science, engineering, or technology</quote> and inserting <quote>science, technology, engineering, or mathematics</quote>; and</text></clause><clause id="idED6A06B682F64B579398C2DD2099B255"><enum>(ii)</enum><text>by inserting <quote>and cybersecurity</quote> after <quote>computer science</quote>.</text></clause></subparagraph></paragraph></subsection></section></legis-body></bill>
