	<legis-body display-enacting-clause="yes-display-enacting-clause" id="H5D9965114B044AC7B74A46FF641EFA4A" style="OLC">
 <section id="H4C16670873EA465C90BE32696261A2A0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mill Springs Battlefield National Monument Act</short-title></quote>.</text> </section><section id="H1869656579B54A1186117146A8938DE2"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="H093860D8D6FF44138C840BAAF8CD0F1D"><enum>(1)</enum><header>Map</header><text>The term <quote>Map</quote> means the map entitled <quote>Mill Springs Battlefield National Monument, Nancy, Kentucky</quote>, numbered 297/145513, and dated June 2018.</text> </paragraph><paragraph id="H8250C95B90D84BC9AFD5D5ED4AED2FCA"><enum>(2)</enum><header>Monument</header><text>The term <quote>Monument</quote> means the Mill Springs Battlefield National Monument established by section 3(a)(1).</text>
 </paragraph><paragraph id="H791F8C4D19AA4350B0A58B21713BF4B7"><enum>(3)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of the Interior, acting through the Director of the National Park Service.</text> </paragraph></section><section id="H2F6C3D986F6D467DB345A5E0E8D3B09D"><enum>3.</enum><header>Establishment of mill springs battlefield national monument</header> <subsection id="H5FAF9758B03747D690F07AC6EB572619"><enum>(a)</enum><header>Establishment</header> <paragraph id="H1483FFC2FAB6477D9E894C687A623A37"><enum>(1)</enum><header>In general</header><text>Subject to paragraph (2), there is established as a unit of the National Park System, the Mill Springs Battlefield National Monument in the State of Kentucky, to preserve, protect, and interpret for the benefit of present and future generations—</text>
 <subparagraph id="H8B09B206AFE34CB29A66F0B281F80EB1"><enum>(A)</enum><text>the nationally significant historic resources of the Mill Springs Battlefield; and</text> </subparagraph><subparagraph id="H069C8625B6864DC2BEE37A68B3F949A6"><enum>(B)</enum><text>the role of the Mill Springs Battlefield in the Civil War.</text>
 </subparagraph></paragraph><paragraph id="H90F80F518C7047F8BC4A3DF2C78F6725"><enum>(2)</enum><header>Determination by the Secretary</header><text>The Monument shall not be established until the date on which the Secretary determines that a sufficient quantity of land or interests in land has been acquired to constitute a manageable park unit.</text>
 </paragraph><paragraph id="HED37130960AB4419B5059AD13EB6827F"><enum>(3)</enum><header>Notice</header><text>Not later than 30 days after the date on which the Secretary makes a determination under paragraph (2), the Secretary shall publish in the Federal Register notice of the establishment of the Monument.</text>
 </paragraph><paragraph id="H63D02546885542DAAC5B652F91F8F0C1"><enum>(4)</enum><header>Boundary</header><text>The boundary of the Monument shall be as generally depicted on the Map.</text> </paragraph><paragraph id="HC3E941A109474334B74FE6D6D00EA07F"><enum>(5)</enum><header>Availability of map</header><text>The Map shall be on file and available for public inspection in the appropriate offices of the National Park Service.</text>
 </paragraph><paragraph id="H0D55F84DB5B94F8C8F1264E334C7F513"><enum>(6)</enum><header>Acquisition authority</header><text>The Secretary may only acquire land or an interest in land located within the boundary of the Monument by—</text>
 <subparagraph id="H3211AFA7D60F49A392FD739AFC1F65C2"><enum>(A)</enum><text>donation;</text> </subparagraph><subparagraph id="H8EEC819B0FB34131973DE46C49FD33AB"><enum>(B)</enum><text>purchase from a willing seller with donated or appropriated funds; or</text>
 </subparagraph><subparagraph id="HF0AD1954F0E743F1B15195A2AAE45075"><enum>(C)</enum><text>exchange.</text> </subparagraph></paragraph></subsection><subsection id="H8385F5693C3B40098B024C9E366BD951"><enum>(b)</enum><header>Administration</header> <paragraph id="H3681CCB1027F42BDBA79DDE39FB2588A"><enum>(1)</enum><header>In general</header><text>The Secretary shall administer the Monument in accordance with—</text>
 <subparagraph id="H989368CFE07B4478B30C76289E798B0D"><enum>(A)</enum><text>this Act; and</text> </subparagraph><subparagraph id="HA55130B6A28B4CB495ED6DA86C58C128"><enum>(B)</enum><text>the laws generally applicable to units of the National Park System, including—</text>
 <clause id="HF01AFA8CF0314063B8EC2CA5F0BA0585"><enum>(i)</enum><text>section 100101(a), chapter 1003, and sections 100751(a), 100752, 100753, and 102101 of title 54, United States Code; and</text>
 </clause><clause id="H290E588355E64EE88937593009196E44"><enum>(ii)</enum><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/3201">chapter 3201</external-xref> of title 54, United States Code.</text> </clause></subparagraph></paragraph><paragraph id="HBE1383ACA8BC43AA85AE21AA4FBA52BF"><enum>(2)</enum><header>Management plan</header> <subparagraph id="H54523A19E01E4A6EA264C05B6DB8E9EE"><enum>(A)</enum><header>In general</header><text>Not later than 3 years after the date on which funds are first made available to prepare a general management plan for the Monument, the Secretary shall prepare the general management plan in accordance with section 100502 of title 54, United States Code.</text>
 </subparagraph><subparagraph id="HB8B93A92F0E345CC92CE600209A4DA76"><enum>(B)</enum><header>Submission to congress</header><text>On completion of the general management plan, the Secretary shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate the general management plan.</text>
 </subparagraph></paragraph></subsection><subsection id="H8715AA60ECFB4C4A96FBFF8A4252E838"><enum>(c)</enum><header>Private property protection</header><text>Nothing in this Act affects the land use rights of private property owners within or adjacent to the Monument.</text>
			</subsection><subsection id="HD361CAF6DC694F1FAF983623AA9FD565"><enum>(d)</enum><header>No buffer zones</header>
 <paragraph id="H032C8383C53C42E898B75CC9781B065B"><enum>(1)</enum><header>In general</header><text>Nothing in this Act, the establishment of the Monument, or the management of the Monument creates a buffer zone outside the Monument.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFF8B560ED1C449BEBC75660262BD8365"><enum>(2)</enum><header>Activity or use outside Monument</header><text>The fact that an activity or use can be seen, heard, or detected from within the Monument shall not preclude the conduct of the activity or use outside the Monument.</text></paragraph></subsection></section></legis-body></bill>
