			 collective bargaining agreements under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/71">chapter 71</external-xref> of title 5, United
			 States Code.</official-title></form>
	<legis-body>
		<section id="id959720E3A3BC414FAAD9EA3EDA61672E" section-type="section-one"><enum>1.</enum><header>Fair negotiation of collective bargaining agreements</header>
 <subsection id="id1DCCDE924DC24063B3E24B895D482FC6"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Any collective bargaining agreement under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/71">chapter 71</external-xref> of title 5, United States Code, or any article or term thereof, that has an effective date on or after April 30, 2019, shall have no force or effect if the collective bargaining agreement was not—</text>
 <paragraph id="idbdbde8cfd76243d1aa9940505046b2ac"><enum>(1)</enum><text>mutually and voluntarily agreed to by all parties to the agreement; or</text> </paragraph><paragraph id="id5516cd8b4a174c9194c09d5c970a8aa7"><enum>(2)</enum><text>ordered following the completion of binding arbitration pursuant to section 7119(b)(2) of title 5, United States Code.</text>
 </paragraph></subsection><subsection id="id75AA4404ECC6428DA655C9215704EFDA"><enum>(b)</enum><header>Continuation of certain agreements</header><text>Any collective bargaining agreement under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/71">chapter 71</external-xref> of title 5, United States Code, or any article or term thereof, that expired on or before April 30, 2019, and with respect to which a new collective bargaining agreement having force and effect under subsection (a) of this section has not been executed, shall remain in full force and effect until a new collective bargaining agreement reached through mutual and voluntary agreement, or ordered following the completion of binding arbitration pursuant to section 7119(b)(2) of title 5, United States Code, takes effect.</text></subsection></section></legis-body></bill>
