		<official-title>To establish and ensure an inclusive and transparent Drone Advisory Committee. </official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Drone Advisory Committee for the 21st Century Act</short-title></quote>.</text>
 </section><section id="id940488F498DC4EB389A0C61AAE978F68"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> <paragraph id="id08604d9651b24c4697785c129e6b95bc"><enum>(1)</enum><text>In 2016, a Drone Advisory Committee (in this section referred to as the <quote>DAC</quote>) was established at the Federal Aviation Administration (in this Act referred to as the <quote>FAA</quote>) as a broad-based, long-term Federal advisory committee to provide the FAA with advice on key unmanned aircraft systems (in this Act referred to as <quote>UAS</quote>) integration issues by helping to identify challenges and prioritize improvements.</text>
 </paragraph><paragraph id="id7698636d7adc41fabb9e9f780b73d5e5"><enum>(2)</enum><text>Pursuant to FAA Order 1110.157, dated June 15, 2018, the DAC is charged with helping create broad support for an overall UAS integration strategy and vision.</text>
 </paragraph><paragraph id="idd46d05701a0c4198a3145d3451ab3931"><enum>(3)</enum><text>As of the date of introduction of this legislation, no direct representatives from rural America or the agriculture, forestry, or rangeland sectors were members of the DAC.</text>
 </paragraph><paragraph id="id9653ad5aaca149c1a182efdba8f8d96c"><enum>(4)</enum><text>According to the FAA’s 2019 market forecast, the market for UAS is growing faster than anticipated.</text> </paragraph><paragraph id="id2155BBB755AB41C5BDE9800655851ACC"><enum>(5)</enum><text>The agricultural drone market has an estimated value in the realm of $250,000,000 and is predicted to grow substantially.</text>
 </paragraph><paragraph id="id0472d20cb82f48f5b232521453eb642c"><enum>(6)</enum><text>Recent studies have suggested as many as three out of every four farmers in the United States <quote>are currently using or considering adopting [UAS] technology to assess, monitor and manage their farm</quote>.</text>
 </paragraph><paragraph id="id7ffb25ced3c24ac2ab20772d024f0ef9"><enum>(7)</enum><text>Rural counties are the majority of counties in the United States.</text> </paragraph><paragraph id="ideeb6ef0bb4ef4203946ca13c0f77a37d"><enum>(8)</enum><text>Pursuant to the Federal Advisory Committee Act, Congress is to determine whether or not the Federal advisory committees are <quote>fairly balanced in terms of the points of view represented</quote>.</text>
			</paragraph></section><section id="id67f0dd545a374e05b216f1b4f03a606c"><enum>3.</enum><header>Drone Advisory Committee</header>
 <subsection id="idbd665e06f1a34e319551100bd81c85b1"><enum>(a)</enum><header>Establishment</header><text>The FAA shall maintain a Drone Advisory Committee (in this section referred to as the <quote>Committee</quote>).</text> </subsection><subsection id="idEFAC967B2D804F5EA123DB2470805657"><enum>(b)</enum><header>Duties</header><text>The Committee shall provide independent advice and recommendations to, and respond to specific other tasks requested by, the FAA regarding issues involving the efficiency and safety of integrating unmanned aircraft systems into the National Airspace System.</text>
			</subsection><subsection id="idb574b49c25554dd9aea0d31bdbb3c2df"><enum>(c)</enum><header>Charter</header>
 <paragraph id="idE787ED575C5244BCA4DE09E414241D87"><enum>(1)</enum><header>In general</header><text>There shall be a charter to govern the structure and mission of the Committee.</text> </paragraph><paragraph id="id7CD7636E611D4FD7ABA5C41FACE02180"><enum>(2)</enum><header>Updates</header><text>The Administrator of the FAA (in this section referred to as the <quote>Administrator</quote>) shall—</text>
 <subparagraph id="id2E1719D7E8AD405480690165C4280481"><enum>(A)</enum><text>review the charter under paragraph (1) not less frequently than once every two years; and</text> </subparagraph><subparagraph id="id94B7E7A2CBF847D09187136B88170160"><enum>(B)</enum><text>update such charter as appropriate.</text>
					</subparagraph></paragraph></subsection><subsection id="ida1ac79ee4c4146efaa4f1201ff5773d9"><enum>(d)</enum><header>Membership</header>
 <paragraph id="idADBDF5F7D6714F94BE99D95D535B1DBF"><enum>(1)</enum><header>In general</header><text>The Committee shall consist of individuals with a balance of backgrounds, experiences, and viewpoints, and shall include individuals that directly represent—</text>
 <subparagraph id="idfbbcfdeb1d714cfeb7b7e7ff88c548c5"><enum>(A)</enum><text>airports and airport communities;</text> </subparagraph><subparagraph id="ide01a9c7270904f5fb0008d576e916c0e"><enum>(B)</enum><text>labor (such as controllers and pilots);</text>
 </subparagraph><subparagraph id="id535312b6eb144dca8c3d71c970cb250d"><enum>(C)</enum><text>State, county, city, and Tribal governments;</text> </subparagraph><subparagraph id="idb25b1d7646fb4dcdbd94eb6f9132c21c"><enum>(D)</enum><text>navigation, communication, surveillance, and air traffic management capability providers;</text>
 </subparagraph><subparagraph id="id2dc89a4c7ddc499888acd27d57e79f86"><enum>(E)</enum><text>research, development, and academia;</text> </subparagraph><subparagraph id="id6b46ae833af24f158c09d84f1e27cbbe"><enum>(F)</enum><text>traditional manned aviation operators;</text>
 </subparagraph><subparagraph id="idf005d0b6c55240e6a215650cff6cd58e"><enum>(G)</enum><text>UAS hardware component manufacturers;</text> </subparagraph><subparagraph id="idaf41bbbbb0e94292891f2e2cbab9c755"><enum>(H)</enum><text>UAS manufacturers;</text>
 </subparagraph><subparagraph id="iddae52a9f16e2431492fdcfd735d7194f"><enum>(I)</enum><text>UAS operators, including agriculture, forestry, and rangeland sectors;</text> </subparagraph><subparagraph id="id44e23099886749bb8de9ee66ee1e0635"><enum>(J)</enum><text>UAS software application manufacturers; and</text>
 </subparagraph><subparagraph id="idCA2C00FF4E02455B9E528A985CC2418F"><enum>(K)</enum><text>other sectors determined appropriate by the Administrator.</text> </subparagraph></paragraph><paragraph id="id896CBED0D07949CFA8C1CC1371891142"><enum>(2)</enum><header>Public participation</header><text>To the maximum extent practicable, the Administrator shall include public participation in the process of nominating individuals for membership on the Committee.</text>
 </paragraph></subsection><subsection id="id391c209723a94a03b9affb73a783cc54"><enum>(e)</enum><header>Transparency</header><text>The Administrator shall ensure that the Committee complies with the requirements under—</text> <paragraph id="idca7f51f950c840228619d4b4ef2b36b2"><enum>(1)</enum><text>the Federal Advisory Committee Act (5 U.S.C. App.); and</text>
 </paragraph><paragraph id="id2b6bb9071778422d92174c6cb5cc9fe9"><enum>(2)</enum><text>section 552b of title 5, United States Code (commonly known as the <quote>Government in the Sunshine Act</quote>).</text> </paragraph></subsection><subsection id="id5feb9d02a7f0458b8360755bac265565"><enum>(f)</enum><header>Funding</header><text display-inline="yes-display-inline">There are authorized to be appropriated such sums as may be necessary to carry out this section.</text></subsection></section></legis-body>
