			 observation program for pre-med students preparing to attend medical
			 school.</official-title></form>
	<legis-body display-enacting-clause="yes-display-enacting-clause" id="HEB7E709E43484C3F9A1D7192D757F2C5" style="OLC">
 <section id="H4233CFEBE3C445B88D1F7CF15DAF56F5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans-Specific Education for Tomorrow’s Health Professionals Act</short-title></quote> or the <quote><short-title>Vet HP Act</short-title></quote>.</text> </section><section display-inline="no-display-inline" id="H2333C230E48C4A83931833079C5469A6" section-type="subsequent-section"><enum>2.</enum><header>Sense of Congress regarding Department of Veterans Affairs pilot program for clinical observation by undergraduate students</header><text display-inline="no-display-inline">It is the sense of Congress that the pilot program under section 3(a) should be designed to—</text>
 <paragraph id="HACFD4D5F9BE941C59B545BB1F9CD4542"><enum>(1)</enum><text>increase the awareness, knowledge, and empathy of future health professionals toward the health conditions common to veterans;</text>
 </paragraph><paragraph display-inline="no-display-inline" id="H9C2F721880F6472F93936CE145DDC50F"><enum>(2)</enum><text>increase the diversity of the recruitment pool of future physicians of the Department of Veterans Affairs; and</text>
 </paragraph><paragraph id="HBD808B305EA647D7BBD8FB1BB5B41797"><enum>(3)</enum><text display-inline="yes-display-inline">expand clinical observation opportunities for all students by encouraging students of all backgrounds to consider a career in the health professions.</text>
			</paragraph></section><section id="H932C4D57AF724C199DFB0CB6F75DB736"><enum>3.</enum><header>Department of Veterans Affairs pilot program for clinical observation by undergraduate students</header>
 <subsection id="H3282B4B571784A33858E4C604F0C968C"><enum>(a)</enum><header>Establishment</header><text>The Secretary of Veterans Affairs shall carry out a pilot program for a one-year period, beginning not later than August 15, 2021, to provide certain students described in subsection (d) a clinical observation experience at medical centers of the Department of Veterans Affairs.</text>
			</subsection><subsection id="H4963C12A70EC41C7BCEFC9B07CF8EED0"><enum>(b)</enum><header>Medical center selection</header>
 <paragraph id="id8F827D1C98394F06ADC30EE185B1A0EC"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall carry out the pilot program under subsection (a) at not fewer than five medical centers of the Department.</text>
 </paragraph><paragraph id="id3E3676D63BBA4057A8B42477252E6D9D"><enum>(2)</enum><header>Regional diversity</header><text display-inline="yes-display-inline">In selecting medical centers under paragraph (1), the Secretary shall ensure regional diversity among such selected medical centers.</text>
				</paragraph></subsection><subsection id="H6780DD08B3E24086B08CF08862D2D8D5"><enum>(c)</enum><header>Clinical observation sessions</header>
 <paragraph id="HF70F83A115E3434CA5D2055D3ADBEB86"><enum>(1)</enum><header>Frequency and Duration</header><text display-inline="yes-display-inline">In carrying out the pilot program under subsection (a), the Secretary shall—</text> <subparagraph id="H468731E290C64E15A1B2DBFD611A0B51"><enum>(A)</enum><text display-inline="yes-display-inline">provide at least one and not more than three clinical observation sessions at each medical center selected during each calendar year;</text>
 </subparagraph><subparagraph id="H93290A63AF56424BB4B80EF8EE727F1E"><enum>(B)</enum><text>ensure that each clinical observation session—</text> <clause id="HEDCAFA554E004730B78F8D1A751F37EE"><enum>(i)</enum><text>lasts between four and six months; and</text>
 </clause><clause id="HE74E6A6C6D1D429EB75EEA853F4A8826"><enum>(ii)</enum><text>to the extent practicable, begins and ends concurrently with one or more academic terms of an institution of higher education; and</text>
 </clause></subparagraph><subparagraph id="H8AAD1A60FCA74BD89B366C9158A2A8D8"><enum>(C)</enum><text>ensure that the clinical observation sessions provided at a medical center have minimal overlap.</text> </subparagraph></paragraph><paragraph id="HF8385001CEB9433EB2635641E6F40A3E"><enum>(2)</enum><header>Sessions</header><text>The Secretary shall ensure that the pilot program consists of clinical observation sessions as follows:</text>
 <subparagraph id="H3B7675284B134B77AFDD3A8F76E2285B"><enum>(A)</enum><text>Each session shall allow for not fewer than five students nor greater than 15 students to participate in the session.</text>
 </subparagraph><subparagraph id="H2D7EAF1B9374437AA2ACB24FBCC503DE"><enum>(B)</enum><text>Each session shall consist of not fewer than 20 observational hours nor greater than 40 observational hours.</text>
 </subparagraph><subparagraph id="H83FC984207F54C979D9728423BB503EB"><enum>(C)</enum><text>A majority of the observational hours shall be spent observing a health professional. The other observational hours shall be spent in a manner that ensures a robust, well-rounded experience that exposes the students to a variety of aspects of medical care and health care administration.</text>
 </subparagraph><subparagraph id="H67FFADE7C4684424A3F6F2CA9CE8FADA"><enum>(D)</enum><text display-inline="yes-display-inline">Each session shall provide a diverse clinical observation experience.</text> </subparagraph></paragraph></subsection><subsection id="HCDC2D6779D7E44B19640C857A591ADC0"><enum>(d)</enum><header>Students</header> <paragraph id="H4859A20C5E934C8FA0247622B9E38906"><enum>(1)</enum><header>Selection</header><text>The Secretary shall select to participate in the pilot program under subsection (a) students who are—</text>
 <subparagraph id="H5A31E241EC83480CA155C69A727677B3"><enum>(A)</enum><text>nationals of the United States (as defined in section 101 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101</external-xref>));</text>
 </subparagraph><subparagraph id="H15F814292F424593BC89B2DDB6B3B8C1"><enum>(B)</enum><text>enrolled in an accredited program of study at an institution of higher education; and</text> </subparagraph><subparagraph id="H3FCA37E03B9F48F591B5AF708FD112DA"><enum>(C)</enum><text>referred by their institution of higher education following an internal application process.</text>
 </subparagraph></paragraph><paragraph id="H2B863002360A41FE919672D46D1B8FA0"><enum>(2)</enum><header>Priority</header><text>In selecting participants under paragraph (1), the Secretary shall give priority to each of the following five categories of students:</text>
 <subparagraph id="H2DE7F329D9A8455DA6E7DC53EE9DEE4B"><enum>(A)</enum><text>Students who, at the time of the completion of their secondary education, resided in a health professional shortage area (as defined in section 332 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254e">42 U.S.C. 254e</external-xref>)).</text>
 </subparagraph><subparagraph id="H978BCC3BD2BF43E193EBE395EAA2F550"><enum>(B)</enum><text display-inline="yes-display-inline">First generation college students (as defined in section 402A(h) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1070a-11">20 U.S.C. 1070a–11(h)</external-xref>).</text>
 </subparagraph><subparagraph id="H1D747543E59241B89102945CD173FC04"><enum>(C)</enum><text display-inline="yes-display-inline">Students who have been referred by minority-serving institutions.</text> </subparagraph><subparagraph id="HF09A7A2E62964062A23E9D7746475DC0"><enum>(D)</enum><text>Veterans (as defined in section 101 of title 38, United States Code).</text>
 </subparagraph><subparagraph id="HEE5E46F07860411190EE8FE6B00BF873"><enum>(E)</enum><text display-inline="yes-display-inline">Students who indicate an intention to specialize in a health professional occupation identified by the Inspector General of the Department of Veterans Affairs under section 7412 of title 38, United States Code, as having a staffing shortage.</text>
 </subparagraph></paragraph><paragraph id="H05A5C91F4F324CA2B012049CBAA6C920"><enum>(3)</enum><header>Assignment to medical centers</header><text display-inline="yes-display-inline">The Secretary shall assign students selected under paragraph (1) to medical centers selected under subsection (b) without regard for whether such medical centers have staffing shortages in any health professional occupation as determined pursuant to section 7412 of title 38, United States Code.</text>
 </paragraph></subsection><subsection id="H95C96130F65A471895B9AF0F3BFB009F"><enum>(e)</enum><header>Other matters</header><text>In carrying out the pilot program under subsection (a), the Secretary shall—</text> <paragraph id="H09877D4726204FC2B40B66325D349768"><enum>(1)</enum><text>establish a formal status to facilitate the access to medical centers of the Department by student observers participating in the pilot program;</text>
 </paragraph><paragraph id="H6CEF23908520479E9F3DE1D04DA92393"><enum>(2)</enum><text display-inline="yes-display-inline">establish standardized legal, privacy, and ethical requirements for the student observers, including with respect to—</text>
 <subparagraph id="H91BA433D439F4FF4B48F8BAC0C4C3DF1"><enum>(A)</enum><text>ensuring that no student observer provides any care to patients while participating as an observer; and</text>
 </subparagraph><subparagraph id="HE9574B071983493F97A86F51180D5DD4"><enum>(B)</enum><text display-inline="yes-display-inline">ensuring the suitability of a student to participate in the pilot program to ensure that the student poses no risk to patients;</text>
 </subparagraph></paragraph><paragraph id="H2B2BA564EB9E4F9B9387D442B97B0F7F"><enum>(3)</enum><text>develop and implement a partnership strategy with minority-serving institutions to encourage referrals;</text>
 </paragraph><paragraph id="HBEB1A679F2FB4E898C2A480AF2AAC7AD"><enum>(4)</enum><text>create standardized procedures for student observers;</text> </paragraph><paragraph id="H33B6471E996B4FBBBA591029659AC1D3"><enum>(5)</enum><text>create an online information page about the pilot program on an internet website of the Department;</text>
 </paragraph><paragraph id="H45BF1EA2755E4170894F01AD6D1D310F"><enum>(6)</enum><text>publish on the online information page created under paragraph (5) the locations of such medical centers and other information on the pilot program not later than 180 days before the date on which applications are required to be submitted by potential student observers;</text>
 </paragraph><paragraph id="HCD499EC5BA79451BA69E972E45DAB26B"><enum>(7)</enum><text>identify medical centers and specific health professionals participating in the pilot program; and</text> </paragraph><paragraph id="H8FFDE0EC9126436FB8D0760964FBE5E3"><enum>(8)</enum><text>notify the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives of the medical centers selected under subsection (c) within 30 days of selection to facilitate program awareness.</text>
 </paragraph></subsection><subsection id="H98A3BC1403374979934E88D3C62E5380"><enum>(f)</enum><header>Report</header><text>Not later than 180 days after the completion of the pilot program under subsection (a), the Secretary shall submit to the Committee on Veterans’ Affairs of the Senate and the Committee on Veterans’ Affairs of the House of Representatives a report on the results of the pilot program, including—</text>
 <paragraph id="HDA1B5BE491134B61A16B48C39873B708"><enum>(1)</enum><text>the number and demographics of—</text> <subparagraph id="id66B90B6433BB4FD8ACC5A92F0BF04383"><enum>(A)</enum><text>all applicants to the pilot program;</text>
 </subparagraph><subparagraph id="idF0C9ECA46A8D4BBDA7B887581939359D"><enum>(B)</enum><text>those accepted to participate in the pilot program; and</text> </subparagraph><subparagraph id="id9D4CF757AD4A43819B2B013C3C9E06EF"><enum>(C)</enum><text>those who completed the pilot program; and</text>
 </subparagraph></paragraph><paragraph id="HE3A6FA29940A4D35ADE34828A96B8CEA"><enum>(2)</enum><text>if participating institutions of higher education choose to administer satisfaction surveys that assess the experience of those who completed the pilot program, the results of any such satisfaction surveys, provided at the discretion of the institution of higher education.</text>
 </paragraph></subsection><subsection id="idC408F072C6C44B3D9E10AF81A0DB2363"><enum>(g)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="id71059CF32443475199AF8297AC55BF52"><enum>(1)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given that term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text>
 </paragraph><paragraph id="id2F755D3316574DF7A15D47D32472C7B4"><enum>(2)</enum><header>Minority-serving institution</header><text>The term <term>minority-serving institution</term> means an institution described in section 371(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q(a)</external-xref>).</text>
 </paragraph></subsection></section><section id="H5177530671AF4CCBBD3FFB3B64B233B3"><enum>4.</enum><header>No additional funds authorized</header><text display-inline="no-display-inline">No additional funds are authorized to be appropriated to carry out the requirements of this Act. Such requirements shall be carried out using amounts otherwise authorized to be appropriated.</text></section></legis-body></bill>
