			 incorporating resilience into emergency relief projects, and for other
			 purposes. </official-title>

		<section id="S1" section-type="section-one"><enum>1.</enum><header>Emergency relief program</header>
 <subsection id="id8E6775BEBEFD4F44983FF1997615A9C0"><enum>(a)</enum><header>Definitions</header><text>In this Act:</text> <paragraph id="idD951431414284278B21EBB83C1C8B021"><enum>(1)</enum><header>Emergency relief project</header><text>The term <term>emergency relief project</term> means a project carried out under the emergency relief program under section 125 of title 23, United States Code.</text>
 </paragraph><paragraph id="id067BF281D6524F83A8B881619CCCF387"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Transportation.</text> </paragraph></subsection><subsection id="id9A8EFFF4E9E9432689CC4A4EA7A82BD0"><enum>(b)</enum><header>Improving the emergency relief program</header><text>Not later than 90 days after the date of enactment of this Act, the Secretary shall—</text>
 <paragraph id="id886981EA53824AE1910B68A98CE2C29B"><enum>(1)</enum><text>revise the emergency relief manual of the Federal Highway Administration—</text> <subparagraph id="id16BB007A5E41450697326756747D6B88"><enum>(A)</enum><text>to include and reflect a definition of the term <quote>resilience</quote>;</text>
 </subparagraph><subparagraph id="id5401FE22CFDA463C9229DCD1825B10C0"><enum>(B)</enum><text>to identify procedures that States may use to incorporate resilience into emergency relief projects; and</text>
 </subparagraph><subparagraph id="idE4970D052B524720A2D450F2528650F5"><enum>(C)</enum><text>to encourage the use of Complete Streets design principles and consideration of access for moderate- and low-income families impacted by a declared disaster;</text>
 </subparagraph></paragraph><paragraph id="idDDED3C48609A445FBEFF4411B2006312"><enum>(2)</enum><text>develop best practices for improving the use of resilience in—</text>
 <subparagraph id="idF1393C792130428B9FE5152E5C1FFEF0"><enum>(A)</enum><text>the emergency relief program under section 125 of title 23, United States Code; and</text> </subparagraph><subparagraph id="idD532B63813664FC6BD56667342B3E030"><enum>(B)</enum><text>emergency relief efforts;</text>
 </subparagraph></paragraph><paragraph id="idE792DEF646AA4E1B9A57C08D8E7E961A"><enum>(3)</enum><text>provide to division offices of the Federal Highway Administration and State departments of transportation information on the best practices developed under paragraph (2); and</text>
 </paragraph><paragraph id="id326F8B1E30A34F52940254F69EC99D09"><enum>(4)</enum><text>develop and implement a process to track—</text> <subparagraph id="idACB3527782E34B29ABA6D2A2DCE56AF4"><enum>(A)</enum><text>the consideration of resilience as part of the emergency relief program under section 125 of title 23, United States Code; and</text>
 </subparagraph><subparagraph id="id008D40B3591442809D4048F2299D6449"><enum>(B)</enum><text>the costs of emergency relief projects.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
