			 review and oversight of foreign arms sales, and for other purposes.</official-title></form>
	<legis-body>
 <section id="S1" section-type="section-one"><enum>1.</enum><header>Short titles</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Saudi Arabia False Emergencies Act</short-title></quote> or the <quote><short-title>SAFE Act</short-title></quote>.</text>
 </section><section id="idf4353c9164a44f3285b86162bc5d7c0c"><enum>2.</enum><header>Protection of congressional review and oversight of arms sales to Saudi Arabia and other countries</header><text display-inline="no-display-inline">Section 36 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="id65d00730f88d4bbf983877bb4e20d41c" style="OLC">
 <subsection id="id5e0462d45cc64dbe850b7f454168f858"><enum>(j)</enum><header>Determination of an emergency</header><text>Notwithstanding any other provision of this Act related to a determination of an emergency to waive congressional review of proposed letters of offer, licenses, or approvals—</text>
 <paragraph id="idafdd73cc1e294d528f25951caf137b0f"><enum>(1)</enum><text>a determination pursuant to subsection (b)(1), (c)(2), (d)(2), section 3(d)(2), or any other provision of this Act that an emergency exists shall apply only to the North Atlantic Treaty Organization, any member country of the North Atlantic Treaty Organization, Australia, Japan, the Republic of Korea, Israel, and New Zealand;</text>
 </paragraph><paragraph id="id2378cf45d33e46a9a739ce50be7dd1bd"><enum>(2)</enum><text>the President—</text> <subparagraph id="id334E31A69C44456C912D06E92BD6B25D"><enum>(A)</enum><text>shall submit a determination and detailed justification for each letter of offer, license, or approval subject to an emergency determination; and</text>
 </subparagraph><subparagraph id="idEB78CE4FFBCD404783D3667A51F78166"><enum>(B)</enum><text>shall include a specific and detailed description of how such waiver of the congressional review requirements directly responds to or addresses the circumstances of the emergency cited in the determination; and</text>
 </subparagraph></paragraph><paragraph id="iddb59e84edc1f44bfb4532963c64dcbdb"><enum>(3)</enum><text>the determination described in paragraph (2)(A) shall only be available for a certification for a letter of offer, license, or approval for defense articles or defense services—</text>
 <subparagraph id="idF95E68E10EEC4D62973A95F1F6361A3D"><enum>(A)</enum><text>that directly respond to or counter a physical security threat; and</text> </subparagraph><subparagraph id="id580814EA4C064F19922E8F1EC3FBD056"><enum>(B)</enum><text>75 percent of which will be delivered not later than 2 months after the date of such determination.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body><endorsement><action-date>July 15, 2019</action-date><action-desc>Reported without amendment</action-desc></endorsement></bill>
